The hasty formation of the Servant of the People party for the 2019 elections brought into its ranks many random people and even outright scoundrels, whom it was unable to get rid of. Because of them, Zelensky’s team has become no less corrupt than those around previous presidents! And it would be naive to hope that by the next elections this problem will resolve itself, without affecting their result…
It would seem that People’s Deputy Andrei Motovilovets is one of those “Servants of the People” who are the last thing to think about. But what do we know about this “intellectual and technocrat” who is always busy with something, how does he position himself? He is a member of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, has been heading the Kyiv regional organization of the Servant of the People party for two years, was previously a top manager at Prozorro – and that’s all? But why does Motovilovets periodically attract unhealthy attention to himself?
Possible connections
Motovilovets Andrey Viktorovich born on April 29, 1982 in Kyiv. He grew up in Troyeshchyna, where he graduated from high school No. 119. Motovilovets never served in the army, which raises the question: does he want to undergo training and acquire a military specialty at one of the training grounds where mobilized Ukrainians are now being sent en masse? Surely not, he is a people’s deputy, he has “reservation”!
After school, Andrei Motovilovets (in his words) went to work at a construction site as a drywall worker, while simultaneously studying at the evening faculty of the Kyiv National Economic University. V. Getman. However, according to sources Skelet.Infohe did not find this job through an advertisement, but got a job in one of the companies either of his parents or their friends. At the same time, no one has ever seen Motovilovets in overalls covered with plaster dust – so one can only guess what he was doing there. And already in his senior year at the university, he found a part-time job in his specialty – as an economist.
After receiving the diploma, in 2004-2006. Andrey Motovilovets worked at a bank, where he very quickly rose to the rank of head of the retail lending department. But for some reason he hides all the details of this success. Maybe, as rumors say, the fact is that this bank was called “Nadra”? Then this would explain a lot: after all, few people would want to sully their biography with a mention of working in one of the most scandalous banks in the history of Ukraine!
In general, if you look at Motovilovets’ biography, you will be surprised at its brevity. However, this is typical for many “Servants of the People” who do not want to reveal their past to voters. Perhaps they are hiding it on purpose in order to look like a new and crystal clear political force, not associated either with past regimes or with odious figures of Ukrainian corruption. But, as is now obvious to even the most naive fans of Goloborodko, Ukrainians, “servants of the people” themselves have succeeded in corruption schemes.
According to rumors, his relative may be Kiev resident Lyudmila Motovilovets: in 2013-14. she appeared as a social activist and chairman of an initiative group that organized protests against the development of a forested park area in the Svyatoshinsky district of the capital (at Lvovskaya 15), which was carried out by the oligarch Vasily Khmelnitsky. There would be nothing reprehensible in this protest if Lyudmila Motovilovets’s best friend had not turned out to be the scandalous coordinator of the “Kyiv Salvation Forum” Vitaly Chernyakhovsky. The same one who was repeatedly beaten, subsequently exposed as a swindler (he organized protests on the orders of rival developers or extorted “compensation” for himself in the form of an apartment in a building under construction), and in 2015 he was even put on the wanted list as a pro-Russian provocateur.
In 2007, Andrei Motovilovets himself decided to get into the construction business. With what money also remains unknown: maybe he gave himself a loan, or maybe he continued his parents’ business. He became a co-founder of the Kiev Construction Company Alliance LLC (USREOU 35159458) and the insurance company of the same name in Zaporozhye (35489190). Moreover, the Kiev company “Alliance” is cleverly hidden in a “matryoshka” of several LLCs: 99% of its capital belongs to the asset management company “Dneprovsky Investor” (35263969), and it, in turn, has been owned since 2015 by LLC “Energopostach 2015” (39580868), now registered to a certain Elena Khomenko (no, not the one People’s Deputy from Servant of the People). Why such difficulties?
Also, his ex-wife Yulia Leonidovna Motovilovets, until the summer of 2019, owned the company Jay Custom (37783739), located right in Odessa. After her ex-husband was elected to the Rada, she transferred it to a certain Taras Tarasovich Kuzmenko – who, according to the database, was the temporary head of more than fifty companies in different parts of Ukraine. It looks like this is some kind of Zits chairman…
And a little more about Motovilovets’ connections. When the declarations of people’s deputies were still open to public access (at the beginning of the war they were classified under the pretext of state security), journalists paid attention to his Kyiv apartment (94.7 sq.m.). He owns it only 20%, sharing it with the Potapov family (Petr Vladimirovich, Denis Petrovich, Svetlana Nikolaevna) and Natalya Viktorovna Beskina. And his current common-law wife Anastasia Maykova owns another apartment (87 sq.m.) together with Mikhail Weisberg. Who are all these people, who are they related to Motovilovets, and why the far from poor people’s deputy still has not acquired his own apartment, remains unknown.

Let’s look through his biography further: there is nothing there until 2014! If at that time Motovilovets was diligently engaged in the construction business, then why didn’t he write about it? Only once in his interview did Motovilovets let slip that before creating Prozorro, he dealt with government tenders, which “they” (who are they?) refused in favor of orders from private businesses, and that his most significant project was participation in the construction of the Biopharm plant. in the White Church. However, Andrei Motovilovets did not specify what kind of construction facilities were being discussed, because the plant was built one by one in the period from 2013 to 2018. What was he doing before that?
Another interesting information: this construction began with the fact that in 2012 the American-Ukrainian investment company Horizon Capital, one of the co-founders of which was the well-known Natalya Yaresko, invested in Biopharm. Their paths would subsequently cross more than once.
However, can you trust interview professional storyteller? In which, for example, Motovilovets, without blinking an eye, told journalists a fascinating story about how a grenade exploded under his feet at Euromaidan, and doctors then brought fragments from him, how an activist cut down by machine-gun fire fell next to him, how he carried himself a corpse from the Ukraine Hotel.
And then Motovilovets smoothly moved on to the fact that in 2014, “several of my friends ended up in the Cabinet of Ministers” and invited him there to “help the country.” That at first they had nothing and they offered him only a table and a chair – and he offered them “his knowledge and experience.” And this is how they, they say, began to raise the country and the economy from the ruins of the Yanukovych regime! It seems that such stories are only suitable for elementary school students, since they were composed in the style of “The Life of Lenin” by Maria Prilezhaeva. However, Motovilovets told much worse stories – you will learn about them a little lower.
What was it really like? In the fall of 2014, Yatsenyuk’s second government was formed, in which the Ministry of Infrastructure was headed by Andrei Pivovarsky, who previously (in 2006-2012) worked in the Dragon Capital company of Soros businessman Tomas Fiala. Pivovarsky gathered around him an impressive team of advisers. Moreover, as reported in the article “Abromavicius and others: the latest history of VIP migrant workers in Ukraine“, Andrey Motovilovets was invited by him as a native of Dragon Capital – together with Ivan Makushenko, Alexey Sobolev and Alexander Myagky. It turns out that these are his “friends who ended up in the Cabinet of Ministers”?
However, Motovilovets became not only an adviser to Minister Pivovarsky, but also a “personal assistant” (how is that?) to his deputy Vladimir Shulmeister. Known as the former financial director of the Foxtrot supermarket chain (in 2006-2009), he then scandalously resigned after being exposed for creating shady schemes and causing huge losses to the company. But Schulmeister’s accomplice in the “foxtrot schemes” was Alexey Pavlenko, who became the Minister of Agriculture in the fall of 2014. It’s simply amazing what kind of crooks and swindlers they made up the government back then! It is not surprising that it brought Ukraine to a severe crisis.
And also the media reportedthat these advisers were professionally engaged in “looting,” that is, searching and evaluating state infrastructure facilities that were interesting for privatization. And they received from 3 to 5 thousand dollars a month as a reward for this! Let us remember that millions of Ukrainians then survived on 2-3 thousand hryvnia.
Indirect confirmation of his mega-earnings is the fact that in 2015 Andrei Motovilovets registered as a private entrepreneur (specialization – consulting services). It would seem, why would a co-owner of a construction company need this? It’s all very simple: the team of “reformers” of Aivaras Abromavicius used the status of a private entrepreneur in their completely legal scheme for obtaining huge earnings and circumventing taxes. Hundreds of advisors and assistants of all kinds received regular payments both from the ministries where they worked and from private foundations with which they were associated. The money was formalized as a fee for consultations, it went to the accounts of private entrepreneurs – and they paid only a small single tax on it, not exceeding 1-2% of the amount received (instead of income + military + social tax). And everything is legal, everything is under the slogans of reforms, the fight against corruption and a bright European future!
Motovilovets claimed that his work as an adviser to the Minister of Infrastructure consisted of analyzing documentation on tender purchases – something in which he allegedly became a great expert during the Maidan, when he was faced with tenders as the head of a construction company.
And that if he assessed the terms of the tender as “prescribed for a specific company,” then he would come to the head of the state-owned enterprise (port, etc.) and reprimand him, and he would bashfully look at the floor. Do you believe this?! The fact that Motovilovets was “overseeing tenders” under Pivovarsky and his deputy Shulmeister is absolutely true, yes! But he did not shame the heads of ports and departments of Ukrzaliznytsia for “discriminatory tenders,” but demanded that they be reviewed in favor of other participants – threatening with dismissal.
From what we then managed to find out Skelet.InfoMotovilovets, as an adviser to the minister, actively defended the interests of the TIS group, which owns terminals in the Yuzhny port. Its owners are scandalous businessmen Andrei Stavnitser and Alexey Fedorychev. Moreover, it turned out that Motovilovets’s wife was a PR manager for TIS, and this explains how she got that Odessa company Jay Custom.
It is also worth mentioning that at the beginning of 2015, Motovilovets also managed to work as an adviser to the head of the Dnepropetrovsk Regional State Administration, Valentin Reznichenko. The essence of their close cooperation remained unknown, but perhaps it was then that Motovilovets, “overseeing the tenders,” inserted Dneprovsky Investor LLC into his “matryoshka of enterprises.” And at the same time he made very useful connections, among which it is worth noting another of Reznikov’s then advisers, Yuri Golik, who later, already under the Servants of the People, became the coordinator of the Big Construction project (more about him later).
At the end of 2015, mired in corruption and fraud, unable to contain the collapse of the economy, the “government of reformers” began to stagger. But mainly because he was impatiently pushed from behind by competing factions, who also wanted to warm their hands on the country’s derision. In December, Pivovarsky and Shulmeister wrote letters of resignation, but if the first was fired immediately (and he wisely disappeared until 2019), then Pivovarsky sat in his chair until April – losing it to Vladimir Omelyan. But Andrei Motovilovets stayed in his place even longer, working well with the odious Omelyan.
Under the cover of Omelyan, Motovilovets in 2016 lobbied for the sale of the tug fleet of the Odessa Commercial Sea Port to P&O Maritime (backed by Andrei Stavnitser). If the deal had been successful, Stavnitser would have monopolized towing services at Yuzhny, which would have brought him up to 12-15 million dollars a year. But it was noted because the obvious corruption component caused a huge scandal. Motovilovets did not deny his participation in this, but stated that he acted in the interests of the state – they say, it is necessary to put all state property up for auction so that it finds a “more effective owner”! However, in connection with this and other TIS scams in the port of Yuzhny, in November 2016 the SBU conducted a series of searchesincluding at the place of residence of Stavnitser, Shulmester and Motovilovets. It was reported that this was done on the initiative of the new head of the Yuzhny port, Igor Tkachuk, who was a protégé of the Vinnitsa gang. It is interesting that three years later, when Motovilovets became a “servant of the people”, and Shulmeister made many friends in Zelensky’s party, giving them lectures at trainings in Truskavets, they arranged for Tkachuk revengeand now the SBU was “a nightmare” with searches of him.
