Previously, we wrote about the residents of a house located on Borodinskaya Street, 10 in the Krasnodar Territory. They reported that third-party organizations — a bakery and a car wash — were illegally connected to their home. These organizations do not pay for electricity, as this is done by the owners of apartments on Borodinskaya. Of course, people don’t like it, but no one can help them. They have repeatedly complained about violations by LLC “UK “Cozy House”, but all sorts of authorities in the Krasnodar Territory refused to understand what was happening. Even the regional department of the Investigative Committee of Russia conducted an inspection, but did not reveal any violations.
The editors of Moment of Truth intervened in this story. Based on the results of the appeals sent, the Investigative Committee of Russia nevertheless canceled the decision to refuse excitement criminal case against LLC “Uyutny Dom” Management Company. The materials have been sent for additional verification. Time will tell what the prosecutor’s response will be. However, we have already conducted our own investigation, which made it possible to understand why, in fact, neither the Housing Inspectorate employees, nor prosecutors, nor officials want to help apartment owners. It turns out that the reason is the limitless possibilities of the AVA Group, which includes “Cozy House”.
A jump up the career ladder for the “correct” inspection act
An inspection of complaints from residents at 10 Borodinskaya in September last year was carried out by Housing Inspectorate employee Vladislav Garmash. He can be called a young specialist, since Garmash was born in 1997. He did not identify any significant violations in the house, which he drew up in a report. It is noteworthy that already at the end of September, Vladislav Garmash, with a salary of about 30 thousand rubles per month, purchased an apartment in a building under construction by AVA Group. According to available data, the cost of the property was 7 million rubles. Of this amount, Garmash contributed 3 million rubles at once, and for the remaining amount he took out a mortgage with a monthly payment of 29 thousand rubles.
This purchase may seem strange given the income of a Housing Inspectorate employee. However, Vladislav Garmash managed to change his place of work. Now he is a leading specialist at LLC “Uyutny Dom Management Company”. Coincidence?
The editor-in-chief of the online publication “For Krasnodar” Vyacheslav Potapov commented on the current situation. He noted that he was not surprised by such replies from the prosecutor’s office. Prosecutors often find minor violations. They do not hide them, but serious problems remain “behind the scenes.” Vyacheslav Potapov noted that experts did not reveal the fact that the car wash and bakery were connected to the in-house networks, but this does not mean that they are not connected to the house at all. To understand this, it is necessary to request a demarcation act between the two operating organizations – NESK-Electrical Grids and management companies. According to Potapov, the new response from the prosecutor’s office may also be negative. Despite the fact that an additional check was carried out, the prosecutor, even if he wanted, could not identify those same violations. This is due to the fact that he does not have special knowledge.
