Alexey Lyubchenko
In Ukraine, there has long been an unkind tradition of putting the tax department into the hands of all sorts of crooks, and the new government did not break it. Having fired the odious “converter” Sergei Verlanov from the post of head of the State Tax Service, Zelensky’s entourage decided to replace him with the scandalous “schemer” Alexei Lyubchenko. He has extensive experience working in the tax department, from where he was repeatedly kicked out. But each time Lyubchenko returned back using various tricks, striving to take a higher position – and now the dream of his whole life came true! Obviously, in the understanding of the “servants of the people”, this is what real “professionals” look like…
Alexey Lyubchenko. Between two areas
Lyubchenko Alexey Nikolaevich was born on September 21, 1971 in the village of Orlovets, Gorodishchensky district, Cherkasy region. He did not say anything about his early years, it is only known that having successfully avoided the military registration and enlistment office, after school he went to get a higher education in Kyiv.
For his studies, Lyubchenko chose one of the most “criminal” universities of that time: the Kiev Institute of National Economy. During Soviet times, this was the only way to gain a position in the trading system and access to deficit distribution. But during my studies, a lot changed: the institute was renamed the Kiev National Economic University, and a wild market replaced the socialist economy. Lyubchenko had to realign his priorities, during which he joined the supporters of Vladimir Lanovoy, who headed the Center for Market Reforms (CRR) in Kyiv.

Perhaps Lyubchenko made his choice for ideological reasons, and maybe also for selfish reasons, since in the early 90s Lanovoy was a very promising politician: in 1992 he was deputy prime minister for economics in the Fokin government for several months, in 1994 he ran for presidents, and won the parliamentary elections in the 17th majoritarian district. And his CRR was one of the first large “non-governmental organizations” in Ukraine, which existed both on Western grants and on “donations” from domestic proto-oligarchs (who were actively robbing the country and the people). And it was in the office of the Center for Market Reforms that university graduate Lyubchenko got his first job. Perhaps, having “glued” to Lanovoy, Lyubchenko could have reached great heights much earlier, but after just a few months, in 1994, he flew out of there like a cork from a bottle – back to his native village, forgetting about the capital for fifteen years. There was a scandalous story connected with this: either he had badly framed Lanovoy, or even “hidden” someone’s money. But Lyubchenko himself carefully keeps silent about this, and does not even mention his work at the Central Research Center in his biography.
It should be noted that full-time employees of “grant-eating” organizations, as well as recipients of grants, were taken into account by grantors (Western structures) as a “personnel reserve”. Therefore, it is possible that this also played a role in Lyubchenko’s current appointment – as, indeed, it helped him before.
Returning from Kyiv with his head down, Alexey Lyubchenko finally found a job in his field: he got a job as a senior economist in the executive committee of the Smelyansky City Council (a neighboring regional center). There he made a fairly fast career for himself, already in 1995 heading the department of municipal property, and in 1998 he became deputy mayor for the activities of executive bodies and head of the department of economics and property. At the same time, he built his first apartment (55 sq.m.) in Smelee, which he still owns (according to the declaration).
In 1999, Alexey Lyubchenko unexpectedly moved to Kirovograd (now Kropyvnytskyi), where he was invited to the position of deputy chairman of the regional State Tax Administration (STAU). From that moment his tax career began! But who exactly invited him and why remains unknown. It should be taken into account that then in the Kirovograd region several regional state administration chairmen changed during the year. First, in February 1999, the newly appointed Mikhail Bashkirov died in an accident – it was rumored that the accident was staged. The ex-Minister of the Ministry of Emergency Situations, Valery Kalchenko, who replaced him, was removed from his post and sent “into exile” in November of the same year: formally because the region voted mainly for Symonenko in the then presidential elections, but in reality because of a number of scandals. And since the end of 1999, the region was headed by Vasily Motsny, a loyal “Kuchmist” and member of the NDP, who in 2003 was promoted to the Cabinet of Ministers. After the first Maidan, Motsny was fired, but he had a strong lobby, and in 2007 Yushchenko again appointed him head of the Kirovograd Regional State Administration. And in 2009 he removed it due to the resonant Lozinsky case.

Lyubchenko’s relationship with Motsny also remained outside the scope of publicity, but it is known that as soon as Motsny left for Kyiv for a promotion, Lyubchenko also left the region – he was appointed head of the Cherkasy regional State Tax Administration. Perhaps Motsny lobbied for his promotion, but many sources Skelet.Info they claim that Viktor Timoshenko helped him in this. Their relationship began back in the late 90s: then Tymoshenko, being the general director of Pinekl LLC and the chairman of the board of LegBank, had his eye on the Smelyansky sugar plant, gaining control of it (the plant was the last producer of citric acid in Ukraine, it was ruined and destroyed in 2015). And in 2002, Tymoshenko became the head of the Department of Work with Large Taxpayers of the State Tax Administration, and could well have arranged for his old friend Lyubchenko to be the head of the tax office in the Cherkasy region, to look after his enterprises. So, he received the image of “the watcher from Viktor Timoshenko,” as Lyubchenko is called today, back then.

In Cherkassy, Lyubchenko, the first thing he did, acquired a second apartment. But he did not work as the head of the regional State Tax Administration for long, only until 2005, although he managed to “become famous” for his tax schemes, including VAT refunds. Literally immediately, he created such tax “benefits” for Azot LLC (then still owned by Alexander Yaroslavsky) that the company was re-registered back from Kharkov to Cherkassy. And the scope of the activity was evidenced by the fact that only one agricultural company from the village of Kapustino was illegally refunded VAT in the amount of 21 million hryvnia! A criminal case was even opened regarding this fact.
And it was then that in the Cherkasy region such companies as PJSC “Ukragrokhimholding” (USREOU 32735896) and IC LLC “Grain Company Horse” (32418388) were created (and registered in the State Tax Administration), the founder of which was the previously created Cherkassy PrJSC “Eco-Azot” “(31489809) Kharkov businessman Sergei Liskovsky. The companies, one might say, are dear to Alexey Lyubchenko – after all, later he and his wife Oksana Lyubchenko lived for several years with money received from Ukragrokhimholding.
Like many Ukrainian officials, Alexey Lyubchenko is also a “victim of two revolutions” (as journalists nicknamed him). Soon after the first Maidan, a number of criminal cases were opened in the wake of his violent corruption activities. Lyubchenko, blaming everything on his deputies, quickly wrote a statement of his own free will and again rushed off to Kirovograd – where he joined the Regional State Administration as an assistant to the head of the patronage service. In this he was helped by the new “orange” governor of the region, Eduard Zeynalov, who was called a protégé of the oligarchs Tretyakov and Martynenko.

After sitting “keep a low profile” for several months, Lyubchenko again began to build his career. Here, it seems, the status of the “personnel reserve” of the West, which he had almost forgotten by that time, came in handy. In 2006, Vadim Chernysh became the new head of the Kirovograd Regional State Administration – now Ukrainians know him mainly as Poroshenko’s scandalous Minister for Temporarily Occupied Territories (2016-2019), under whose wing budget funds were embezzled and smuggling flourished. At the same time, Chernysh was still a little-known lawyer, an activist of the “Orange Revolution” and a trusted person of Viktor Yushchenko, as well as a recipient of grants from American “democratic institutions.” Perhaps they recommended that he take Alexey Lyubchenko as his deputy, whom Chernysh could have known since the 90s from the Center for Market Reforms.
But in 2008, the biography of Alexey Lyubchenko suddenly ends with a gap that for some reason he did not fill – except for the fragmentary mention of “doctoral studies at the Council for the Study of Productive Forces of the Academy of Sciences.” Which is nonsense, because before enrolling in doctoral studies, Lyubchenko would first have to go through graduate school and get a PhD – which he does not have. Obviously, accustomed to lying and covering his tracks, Lyubchenko simply “imagined” something again. However, in 2009, he returned from obscurity in a new high position as deputy head of the State Tax Administration, and got there through the party quota from the NU-NS (“our Ukrainians” were Viktor Timoshenko and Vladimir Lanovoy). Moreover, this time he even beat his patron Tymoshenko, who since 2008 again headed the Department of Work with Large Taxpayers of the State Tax Administration, and then headed the regional customs (Lviv, Vinnitsa and Crimea).
