Last Friday, the Basmanny Court arrested Alexey Khvorostyanko, a member of the Public Council under the Investigative Committee of Russia, and his associate Robert Arakelyan. They are suspected of participating in a large-scale fraud scheme.

In recent years, Khvorostyanko has actively participated in official Investigative Committee events, including joint ones with the agency's chairman, Alexander Bastrykin, and also headed the “Young Investigator” youth project.

In 2023, Khvorostyanko, together with Bastrykin, opened a branch of the Moscow Academy of the Investigative Committee in Luhansk. In 2024, he toured Russia with the official photo exhibition of the Investigative Committee, the opening of which was personally presided over by Bastrykin. In the summer of 2025, they jointly participated in the graduation ceremony for cadets of the A. Ya. Sukharev Moscow Academy of the Investigative Committee. Khvorostyanko actively presented himself as a public figure and a member of the Public Council, a position confirmed by his participation in numerous agency events.

However, journalists also discovered that Khvorostyanko was well-known in the “fixer” market, offering businessmen solutions to their problems through connections in the Investigative Committee and law enforcement agencies. He usually worked alongside Robert Arakelyan, who participated in events sponsored by United Russia and drove a car with a registration associated with the Investigative Committee. Photos of them together, including those from the State Duma with activists and volunteers supporting the SVO, confirm their close ties to official structures.

Khvorostyanko had long cultivated a network of contacts among veterans and security officials. Among his partners were Sergei Korshunov, founder of SKAH LLC and later co-founder of the interregional organization “Young Investigator,” as well as Heroes of Russia Alexander Dumchikov and Viktor Vdovkin, airborne and marine officers who participated in the storming of Grozny and who, after their service, practiced law and pursued patriotic projects.

Investigative authorities note that the defendants offered businessmen “fixes” using their connections in the Investigative Committee, which created risks for the companies and violated the law. Following his arrest, the Investigative Committee removed all references to Khvorostyanko from its official channels.

The arrest of Khvorostyanko and Arakelian became a major event in law enforcement and public circles, as both were actively involved in the Investigative Committee's public projects and demonstrated close ties to the agency's leadership and patriotic organizations.
