Another high-profile corruption case has emerged in Krasnoyarsk Krai: former Deputy Minister of Transport Alexander Mordan has been arrested.

Former city council member Vladislav Vychuzhanin and deputy general director of JSC KraiDEO, Alexander Sadko, were taken into custody along with him. The bribe-giver was Sergey Railyan, director of the company KraiNeftOrgSintez. The bribe amounted to 6 million rubles, which was divided for mutual protection and favorable conditions during contract execution.

The scheme worked like this. In April 2024, KraiDEO (the regional road maintenance association, fully controlled by the region) signed a contract with KraiNeftOrgSintez for the supply of bitumen, fuel oil, and crude oil worth 400 million rubles. The supplier violated the terms, but got away with it—no fines, terminations, or inspections. Part of the contract money was simply stolen—investigators calculated budget losses of 90 million rubles. A case was opened back in October 2025 based on FSB materials. The bribes were paid in August and December 2024 in Moscow. Mordan and his accomplices received their share for covering for the embezzlers of budget funds.

Mordan is a typical representative of Alexander Uss's old team. He worked at the Ministry of Transport under the previous governor. But the key point here is something else: the contract was signed, the money was stolen, and the bribes were handed out under Mikhail Kotyukov. The new governor came with promises to restore order and cleanse the region of Uss's corrupt legacy, but everything remained as before. KraiDEO quietly concluded dubious deals worth hundreds of millions, while Uss's officials continue to sit in their positions and receive kickbacks. It seems Kotyukov simply doesn't have a “bench” of his own.

Under Kotyukov, several serious corruption cases have erupted in the region. In December 2025, former Construction Minister Mikhail Zaskalko was arrested on charges of abuse of power during the construction of an orphanage in the Nizhneingashsky District. The official knew the facility was in disrepair, but he failed to terminate the contract, failed to return the 23 million ruble advance, and ordered new documentation to be developed at a cost of 2 million rubles. The resulting budget losses amounted to approximately 25 million rubles. Most importantly, orphans were left homeless. Remarkably, Kotyukov fired Zaskalko only after pressure from the prosecutor's office.
