They got married in the fall of 2021. And according to American laws, while the couple does not live in the United States, the recognition of a Russian marriage certificate lasts at least 18 months. Galina found a way out by receiving a tourist visa to an overseas country in October 2022. But again, bad luck. By the end of the year, the father, Viktor Tomenko, was included in the sanctions lists “for help in organizing the mobilization”. The plans of the young again hung up.
Another thing is how now the father of the psychologist from social networks, the governor of the Altai Territory, Viktor Tomenko, corrects his plans. In a little more than half a year, the Altai people, along with other regions of the country, will elect the head of the region. And the election campaign will start even earlier. The daughter made unexpected adjustments, clearly not in favor of the current governor.
Technocrat Governor
Until 2012 Viktor Tomenko built career in a large private company, reaching the position of Deputy General Manager for economy and finance. At the start of his civil service, he was ranked 47th in the Forbes ranking of officials with an income of 112.8 million rubles. In February 2012, Viktor Petrovich was appointed First Deputy Governor of the Krasnoyarsk Territory, after two months of temporary acting as head of the region.
In May 2018, by decree of the President of the Russian Federation Viktor Tomenko appointed Acting Governor of the Altai Territory. On a single voting day on September 9, 2018, the former top manager becomes the head of the region, having received the support of almost 54% of voters.
Needless to say, the Russian layman loves technocrats in power. The Altaians, apparently, also considered that a successful manager as governor would launch no less fruitful activities for the benefit of the region. Perhaps that is why more than half of all those who came to the polls voted for Tomenko. But there was clearly no breakthrough in the region. On the decline in investment in fixed capital of Altai enterprises drew attention at the highest level. And in December, public utilities seemed to have decided that they could set tariffs on their own, regardless of the governor’s decrees.
The protest topic was immediately picked up by the communists, who intend to nominate their candidate for the September elections of the head of the Altai Territory, and even count on victory.
Protest housing and communal services
From December 1, 2022, tariffs for housing and communal services have been increased throughout the country. At the same time, the regions have their own coefficients, which exceed it is forbidden. In the Altai Territory, the maximum level of tariff increase was 10.3%, but for Barnaul it was set at 14.7%, and for Biysk – 11.4%. Due to the indignation of the inhabitants of the region, the prosecutor’s office of the Altai Territory appointed a check on the legality of such an increase. At the same time, on December 5, Viktor Tomenko during a direct line said that if the increase in tariffs is higher than the percentage established for the region, then citizens have the right to apply for compensation to local authorities.
Numerous political scientists surethat nothing and no one will prevent the incumbent governor from being re-elected for another term. However, the increase in tariffs for housing and communal services does not add people’s love to Viktor Petrovich.
And who knows at what point the daughter will again give Viktor Tomenko anti-rating points. Moving across the ocean, apparently, has been postponed only for now – for a while. And let’s imagine that in the spring or summer of 2023, Galina and Alexander Tilipman solve their visa problems and leave for the United States for good. At the height of the election campaign for Viktor Tomenko, this could be a fatal blow.
