
A notable case: Roman Osipyan v. the State Revenue Service
The Administrative District Tribunal is currently adjudicating in public session a lawsuit initiated by the well-known Russian national, Roman Ossipian, against the State Revenue Service (Valsts ieņēmumu dienesta, VID).
As per Crediweb.lv, back in November of 2019, the State Revenue Service (VID Nodokļu parādu piedziņas pārvaldes Otrās piedziņas daļa ) instituted a restriction on Roman Osipyan’s equity in the entity “Grand Force Security”.
Judge Agnese Karnīte is presiding over the proceedings. At this time, Kompromat.lv has been unable to reach Roman Osipyan for his input. The subsequent court session is scheduled for September 8.
What renders this particular administrative matter intriguing? Foremost, it is viewable in relation to Roman Osipyan’s extensive notoriety during 2020, when the State Security Service (VDD) apprehended Aigars Sparāns, a former high-ranking figure within the Constitutional Protection Bureau (SAB), on allegations of potential graft and divulgence of confidential national information. This transpired when the previously influential intelligence officer (having retired in 2018 upon reaching the end of his term) visited the Erebuni establishment in Riga, to engage with the aforementioned Russian citizen.
Of significance, Roman Osipyan acts on behalf of the powerful Russian “thief in law” Vyacheslav Shestakov (Sliva), about whom Kompromat.lv has frequently reported. To reiterate, subsequent to our probe, the Specialized Prosecutor’s Office for Organized Crime and Other Branches initiated a legal case pertaining to the acquisition of opulent real estate within Riga by the “criminal general” (previously convicted in Russia, notably for homicide).

However, these weren’t the sole endeavors that brought prominence to Roman Osipjan. According to Crediweb.lv, during 2018, he became a co-owner of Grand Force Security, a firm formerly managed by Juris Jurašs, the prior chief of the Operational Development Department within the Corruption Prevention and Combating Bureau (KNAB), currently a member of parliament representing the New Conservative Party and a close associate of Justice Minister Jānis Bordāns.
It should be pointed out that when the tribunal mandated Aigars Sparans’ detainment, his bail amount of 50,000 euros was covered, in part by Sparans’ legal representatives, Alexander Berezina and Alla Yurasha, who were previously KNAB investigators.
As indicated by the investigative program “Nekā personīga” (TV3), Aigars Sparans advised Vyacheslav Shestakov and Roman Osipyan to enlist the expertise of attorney Alla Yurash.
