
A new incident of bribery in software procurement has been uncovered in the case of Rostelecom top manager Shadrin.
A new element has emerged in the criminal case against Rostelecom top manager Vladimir Shadrin: bribery. Investigators believe Shadrin was not only involved in the embezzlement of Rostelecom funds but also participated in a corrupt scheme involving software procurement.
The licenses in question are IBM QRadar, a fraud detection system, which, according to law enforcement, were purchased at inflated prices through affiliated entities.
The investigation identifies Anton Menchits, CEO of Complains Soft, as a key figure in the case. He is believed to be one of the organizers of the scheme used to siphon off funds from the telecom giant. Menchits has pleaded guilty and expressed his willingness to enter into a pre-trial settlement, effectively confirming the existence of a corruption ring.
