
A deputy from Irkutsk is trying to introduce fines for not using “home chats” in MAX.
State Duma deputy from the Irkutsk region, Alexander Yakubovsky (United Russia), stated that management companies could face fines of up to 300,000 rubles if they fail to create “home chats” in the MAX messenger.
According to him, there is no formal penalty specifically for the absence of such a chat, but it could be interpreted as a violation of apartment building management rules and licensing requirements.
He cited Article 7.23.3 of the Code of Administrative Offenses as the basis, which provides for fines of up to 50,000 rubles for officials and up to 300,000 rubles for legal entities. However, no cases of criminal prosecutions solely for the lack of a chat feature in MAX have yet been recorded.
The law signed by Vladimir Putin on the use of MAX in the housing and utilities sector makes no mention of “house chats.” The document mandates communication with property owners through this service, while the Ministry of Construction's regulations only address the exchange of electronic messages, without specifying the format: general chat or personal correspondence.
Despite this, management companies were receiving massive requests to organize group chats.
