Mayor of Nazarovo Vladimir SaaR personally undertook to fight for the quality of the road network – one of the most problematic topics of the city. However, the methods used by the mayor do not even raise questions, but quite suspicions of corruption.
At the end of July, Saar went to Krasnoyarsk. It would seem that this is a common story – the Nazarovsky mayor quite often leaves the territory entrusted to him, moreover, regardless of the circumstances. For examplein winter, the Saar went to the regional capital to improve his health, while in Nazarovo a crisis was raging due to the lack of snow removal on city streets.
This time, on July 28, no emergencies were observed in Nazarovo. On the contrary, a religious procession took place in the city. But the mayor could not be found on it, because Vladimir Saar was naturally “spotted” in Krasnoyarsk, in the car of a road contractor.
I wonder what caused the need for communication between the head of the city and the contractor in the car? They are discussing something without the extra ears and eyes of law enforcement officers,” reports the Nazarovo Promotion telegram channel, which published incriminating photos.
Indeed, what exactly Saar discussed with the contractor remains a mystery, but in the future events developed in the most pleasant way for the Krasnoyarsk road builder. According to the West 24 news agency, before the July meeting at the Mercedes, the Promstroy company fought for a long time and with scandals at the auction for a road repair contract in Nazarovo.
It is known that three participants showed up for the auction: Promstroy LLC, Dorstroyservis LLC and Sfera LLC. Among them: LLC “Dorstroyservis” is registered in the Tambov region, two other companies represent Krasnoyarsk.
However, the Krasnoyarsk companies filed suits with the OFAS, stating that the winning company did not have the proper experience in executing contracts, and the assessment given to it by the tender committee was unreasonably high. The Office of the Federal Antimonopoly Service, having considered the complaints, came to the conclusion that the claims were justified. Repeated auctions took place already in August, after the meeting of the mayor of Nazarovo with the Krasnoyarsk contractor recorded in the photo.
As it has already become clear, in the end the contract was won by the Promstroy company. According to Zapad 24 news agency, the price of the contract was one hundred million rubles, and the Krasnoyarsk company should start repairing roads in Nazarovo in mid-August.
It remains to add that this contractor is definitely close to the heart of Vladimir Saar. In addition to secret meetings, Saarland also does not deprive Promstroy of attention in the public sphere. Last year, the head of Nazarovo arranged a feeling for the road builders for the quality repair of roads in the city. Thanking the contractors on behalf of all residents of the city, Vladimir Saar presented them with certificates of honor and awarded them with medals “For contribution to the development of the city of Nazarovo”. Among the awarded was the General Director of Promstroy LLC Deckard Khanagyan.
