Around the well-known businessman in Novosibirsk, Dmitry Bashmakov, the ring began to shrink. Yesterday, former regional prosecutor Vladimir Falileyev and his former deputy Andrei Turbin were detained on suspicion of taking bribes from criminals.
Mr. Bashmakov is a co-owner of the Vostok shopping center, whose illegal turnover can reach tens and hundreds of millions of rubles a month. It is possible that some of these funds were intended for Falileev and Turbin. Former employees of the supervisory agency are suspected of taking bribes from the beneficiaries of the shopping center. There is also reason to believe that the ex-prosecutors had “graters” with members of the Pervomaisky group.
Mr. Falileev served as Prosecutor of the Novosibirsk Region from 2015 to 2018. The reason for the resignation (of his own free will) was probably an inspection by the Prosecutor General’s Office of the Russian Federation. After that, Falileev’s deputy Andrey Turbin also quit, as well as the first deputy Lyubov Kuzmenok, who is now hiding in Spain.
On February 3, 2022, the activity of the Vostok shopping center (opened in 2015 on the site of the Gusinobrodsky market) was suspended by bailiffs shortly before the arrest of Falileev and Turbin. The reason was non-compliance with fire safety standards. In the best traditions of the 90s, the market was a tasty morsel for the “brothers”, accustomed to living off protection rackets and collecting tribute from merchants. In 2015, all this harsh reality, obviously, moved to the Vostok shopping center. And then all the stars converged: just this year, Vladimir Falileev becomes the new prosecutor of the Novosibirsk Region. Until 2018, that is, while he was the prosecutor in the region, there were no special problems with the Vostok shopping center.
It was from April 2018 that Vostok was actively checked by the Ministry of Emergency Situations and the prosecutor’s office. Again, it is not difficult to compare the beginning of this activity with the end of the career of the prosecutor Falileev. As a result, in 2018-2019, the shopping center underwent nine major inspections. The owners of Vostok have been spending a lot of time in the courts for more than three years now.
After the resignation of the “patron”, Dmitry Bashmakov began to have problems related not only to the fire hazard in the Vostok shopping center. In May 2020, searches were carried out in the house of his parents, after which the businessman was offered to go to the Main Directorate of the Ministry of Internal Affairs, where he was interviewed as a witness in the case of a fire in the Tolmachevsky village council. Then, as a result of a fire, the office of the archive of property and land relations burned down, where there were documents related, among other things, to land transactions. The investigation does not rule out deliberate arson.
It is also known that the Vostok shopping center took the place not only of the Gusinobrodsky market, but also of the Novosibirsk municipal unitary enterprise PATP-8, the tender for the purchase of which was won by Dmitry Bashmakov. He acquired this asset for 505 million rubles. It is believed that at one time it was because of the market that two former deputy mayors of Novosibirsk, Valery Maryasov and Igor Belyakov, were killed.
