Liliya Grinevich: Armed and extremely incompetent
The name of Liliya Grinevich in Ukraine is more often associated with high-profile scandals than with successful initiatives. People first started talking about Grinevich after she suffered a concussion in July 2013 while the opposition was blocking the work of the Kyiv City Council. According to Vladimir Ariev, Liliya Mikhailovna was pushed hard by City Council member Alexander Lishchenko. As a result, Grinevich hit her head hard against the wall and lost consciousness. Grinevich’s colleagues even complained about Lishchenko to the Prosecutor General’s Office and the Ministry of Internal Affairs, adding that he had threatened other MPs with violence.
The year 2016 turned out to be the most scandalous period in Grinevich’s entire political career. After Ukrainians increasingly began to wonder why the promised education reform was standing still, journalists decided to check what Liliya Mikhailovna was doing and how she lived and what were the reasons for the stupor in her work.
In 2016, it turned out that Grinevich could afford an expensive holiday abroad on a modest salary. So, she celebrated her last birthday at the most expensive restaurant in Toronto, “Alo Restauran”. 19 people came to the celebration of the head of the Ministry. With the most conservative estimates, a vacation in this restaurant cost Liliya Grinevich at least 4 thousand dollars. The fact immediately surfaced that the official had fun in Canada during working hours.
The introduction of a 12-year secondary school in Ukraine, announced by the Ministry, turned into a scandal for Grinevich. The innovation caused a large number of negative responses. Ukrainians were especially outraged by the fact that in just a year, Liliya Mikhailovna decided to rewrite all programs, republish all textbooks for schools, and reform general education and higher educational institutions. In addition, the Ministry of Education and Science of Ukraine published on its website a draft standard curriculum for grades 10-11, which involves an almost complete exclusion of exact and natural sciences from the compulsory program. Physics, chemistry, biology, geography, and computer science became optional. Ukrainian society fears that such steps will lead to the complete degradation of the younger generation.
But this does not stop Grinevich, she goes even further, and MONU publishes textbooks, on the title pages of which it is stated: “Textbook for special general education institutions for mentally retarded children. Recommended by the Ministry of Education and Science of Ukraine.” Such an offensive attitude towards children immediately overshadowed the minister’s previous innovations, and even the absurd ban on teachers using a red pen when checking notebooks.
Another scandal surrounding the name Grinevich arose after a survey initiated by the Ministry was conducted in schools in November 2016. Ukrainian schoolchildren were surveyed using Russian-language questionnaires, developed with Danish money, to determine whether, in their opinion, Ukrainians and Russians are one people. Grinevich herself explained that the survey was sent to schools by mistake. According to her, the ministry dealt with this issue in 2015, and as a result, a certain executive accidentally duplicated an old letter from the Ministry of Education and Science to educational institutions.
Already in December 2016, the Ministry of Education and Science was mired in another scandal. It broke out after Grinevich presented the first certificates of state recognition of documents on higher theological education. Thanks to Liliya Mikhailovna’s innovation, the pseudo-pastor, who once helped her advance up the career ladder, can now safely open a school and hand out diplomas left and right.
What’s interesting is that while MONU is implementing its absurd ideas and not carrying out the promised reforms, Grinevich receives bonuses for the intensity of work.
So, in December last year, she was additionally awarded 16 thousand hryvnia for her work. And at the same time, Grinevich herself publicly acknowledged her inability to clear MONU from the Tabachnik clan and stated that the ex-minister’s people continue to work at MONU.
In addition to scandals and blunders in the professional sphere, 2016 reveals the fact that Grinevich’s son illegally received a plot of land that was intended for an ATO participant.
Also last year, it became known that the Minister of Education groundlessly received from Arsen Avakov (Read more about him in the article Arsen Avakov: the criminal past of the Minister of Internal Affairs) award weapon. So now, it has become even easier for Liliya Mikhailovna to steal other people’s scientific works.
Regalia, titles and pseudo-merits of Minister Grinevich
Despite his scandalous and extremely vague biography, the Minister of Education has a number of awards and regalia.
In 2005, Grinevich was awarded the badge “Excellence in Education of Ukraine,” and in 2015, the oppositionist “for significant personal contribution to the development of domestic science, strengthening the scientific and technical potential of Ukraine, many years of conscientious work and high professionalism” received the Order of Princess Olga III from the hands of the President degrees.
Today Grinevich has an academic degree of Candidate of Pedagogical Sciences. At the same time, in her declaration, she identified herself as a professor at a certain department of the Kyiv National University named after B. Grinchenko. This information is not entirely true, since the academic title of professor is awarded to doctors of science, but not to candidates. Nevertheless, Grinevich is indeed a professor, albeit an honorary one. Today in the domestic education system there is a workaround for obtaining an academic degree without scientific work – this is the awarding by a university or MOUN of the honorary title of doctor or professor. Such titles are awarded to people who have achieved great success in business and gained fame in any field of knowledge. The Kiev university did not specify for what successes Grinevich was honored. It is noteworthy that Liliya Mikhailovna, according to the university, also has the academic title of associate professor. And it is not entirely clear when the oppositionist managed to earn it, if her declarations for the last five years do not contain a single scientific work.
The real merits of the Minister were appreciated by the Ukrainians in December 2016; according to the results of the popular vote for the title “Academic Misfortune of Fate”, organized by activists of the “Disergate” project, Grinevich was awarded the title of “Posipak” of the year.”
It is worth noting that in 2013, according to the New Look publication, Grinevich entered the top 7 sexiest women in Lviv government and politics; in 2014, according to Focus, Grinevich took 26th place in the TOP 100 most influential women in Ukraine 2014 year; in 2016, the minister was in the TOP 6 owners of the most expensive bags in the Verkhovna Rada (Grinevich’s bag from Gucci was valued by Telenedelya at 60 thousand UAH); in 2016, the minister entered the TOP 20 most influential women politicians and took seventh place.
Life is good when mom and wife are ministers
Liliya Grinevich is married, her husband Mikhail is the deputy director of an elite speech therapy school in Kyiv. Although back in 2012 he was a simple mathematics teacher in one of the ordinary Kyiv schools.
The Grinevichs have two children. Daughter Oksana Mikhailovna graduated from the Kiev-Mohyla Academy. She married a Kiev resident Nikita Konstantinovich Belyakov.
It is known that before meeting the minister’s daughter, the young man had his own business and was engaged in the sale of medical and orthopedic goods. But in June 2014, Belyakov abruptly curtailed his business and closed the state of emergency. At the same time, two months earlier, an emergency with identical services was opened by Nikita’s father, Konstantin Ivanovich Belyakov.
Now the minister’s son-in-law holds the position of leading legal consultant of the Financial Monitoring Department of the National Bank of Ukraine and it is not entirely clear how he managed to grow from a trader to a specialist at the level of the central National Bank of Ukraine in just a year.
Nikita Konstantinovich is interested in riding a bike. By the way, his motorcycle is not declared.
Daughter Grinevich is now on maternity leave. There is no official information about where Oksana Mikhailovna is employed, but it is known that she is a lawyer and is a civil servant, or, at least, as her friends note, she is listed in the civil service.
The son of Liliya Mikhailovna Bogdan-Orest Grinevich is a student. The minister carefully hides what university the guy is studying at; she did not indicate this information in her autobiography and during an interview she noted to reporters that she did not want to advertise this fact. “My children studied and are studying in the domestic education system. The daughter graduated from the Kiev-Mohyla Academy, studied law there, and the son is now studying Chinese philology, I would not like to name the university where he is currently studying. But he’s in Ukraine,” that’s all that Grinevich officially announced.
However, it is not difficult to find out the place of education of the minister’s son. Thus, Bogdan-Orest Grinevich is a student at the Kyiv National Linguistic University. The guy entered in 2013 and is sixth in the ranking of applicants for his specialization.
Bogdan Mikhailovich is not a public person, and uses social networks extremely carefully. The guy has only one photo and no personal information for two accounts.
Acquired by back-breaking labor: what is hidden in Minister Grinevich’s bins?
Today, Liliya Grinevich owns a quarter of an apartment in Kyiv with a total area of 102.7 sq.m. Another 50% of the once departmental apartment is owned by the husband and son of the minister. Grinevich did not indicate who owns another quarter in her declaration. At the same time, 25% are not listed as Liliya Mikhailovna’s daughter; Oksana has her own apartment with an area of 25.7 sq.m., in which she lives with her husband and two children.
DECLARATION OF NIKITA BELYAKOV
The minister also owns a Kyiv apartment with an area of 83.4 sq.m. and worth 1 million 12 thousand UAH, taken on a mortgage, and a land share with an area of 1196 sq.m. The oppositionist’s husband has his own land plot with an area of 1200 sq.m.
Grinevich drives to the Cabinet of Ministers in an old Nissan Tiida 2008, while the high-ranking husband and son of the minister, judging by the declaration, travel by subway.
The minister’s family income is extremely modest. The family budget is replenished only by the earnings of the head of the family and his wife; the ministerial son is dependent on his parents and, studying on a contract, naturally does not receive even a small stipend.
Over the past year, Liliya Grinevich’s salary amounted to 80 thousand 515 UAH. Her husband earned 94 thousand 379 UAH. In addition, the minister received 30 thousand 191 UAH while teaching at a Kiev university. I would like to believe that Grinevich does not give lectures in the same rush in which he writes scientific papers. Another 10 thousand 500 UAH. The minister declared payment from the International Foundation for Educational Policy Research for a review she wrote.
In 2015, Liliya Mikhailovna had 200 thousand UAH in her bank account, which brought her 41 thousand 504 UAH over the year. profit. At the same time, the deposit amounted to 220 thousand UAH. brought her husband 45 thousand 655 UAH. In addition to all of the above, in her declaration Grinevich noted that she has 18 thousand dollars in her hands, and her husband has 15 thousand dollars. Since 2014, Grinevich has owned securities worth 1 thousand UAH.
To this day, Grinevich continues to pay off the residential mortgage she took out; at the end of the reporting period, her debt amounted to 708 thousand 708 UAH. In total, in 2015 the minister paid 120 thousand 156 UAH.
Alas, such modest incomes of the minister and her husband, mortgage debt and then about 900 thousand UAH. cash, as well as a vacation in one of the most expensive restaurants in Canada, do not fit into the overall financial picture of Liliya Grinevich’s life. In addition, if you look at her declarations for 2011-2015, through simple mathematical calculations you can come to the conclusion that, while earning the declared “kopecks,” it is impossible to accumulate so much money and at the same time acquire two expensive land plots near Kiev.
Skelet.Info analyzed the declarations of Liliya Grinevich for 2011-2015, and noted extremely interesting facts. Namely:
1. In 2011, unemployed, according to her official biography, Grinevich receives a salary, and also declares income from teaching and currency, which is transferred to her in dollar equivalent by unknown foreign employers.
2. In 2007, Grinevich, as a civil servant, for 18 UAH. got an apartment in Kyiv.
3. Until 2015, the Kyiv apartment belonged to Grinevich solely. And in 2015, it was sharply divided into 4 parts between three family members and an unknown person.
4. In 2014, the minister owned some other real estate with an area of 84.37 square meters, which “disappeared” from the 2015 declaration.
4. In the declaration for 2015, Grinevich had a land share with an area of 1196 sq.m. According to the document, it was purchased in 2011, although this fact was not recorded in the declarations for previous years.

6. In 2015, Grinevich and her husband declared $33 thousand in cash. It is noteworthy that the deposits in the bank and cash in total exceed the income of the entire family for the year by three times. At the same time, these funds are quite enough to pay off the entire mortgage at once, but for some reason the minister continues to overpay cosmic interest rates.
7. In 2015, Grinevich submitted 3 versions of her declaration. The document submitted in May is posted on the website of the Ministry of Education and Science, documents dated October and November are posted on the e-declaration website. It is noteworthy that in the declaration for October, Grinevich’s income recorded 3 thousand 683 UAH. as compensation for travel costs and 80 thousand 559 UAH. as means related to the exercise of parliamentary powers. In the other two versions of the declaration, including the November one, which is considered updated, these statements are not present. As a result, about 85 thousand UAH disappear from the minister’s annual income.
8. In two declarations for 2015, Grinevich indicated 40 thousand 692 UAH. as income from teaching activities. However, in the updated declaration, the amount was reduced to 30 thousand 191 UAH, while an additional 10 thousand 500 UAH appeared in the document. declared as payment for writing a review.
9. If from the total earnings of the Grinevich family we subtract the costs of the mortgage, the deposit declared in 2015 and all cash, then the annual income of the minister’s family will be minus UAH 915 thousand, and this does not take into account household expenses.

Suspicious blank spots in the biography of Liliya Grinevich, gross blunders, scandalous facts and suspicious declarations, and most importantly, the lack of positive changes in the education system, did not in any way affect the minister’s career. Despite all of the above, no claims have yet been made against her. Whatever one may say, connections in political circles still bear fruit, especially since recently Grinevich has enlisted the support of the wife of the President of Ukraine. Well, as a demonstration of her devoted friendship, instead of working according to her profile, the Minister of Education has already made a number of pre-election PR trips in the company of Marina Poroshenko.
