Ukrainians have already become accustomed to the idea that the road to Ruin has been paved with good reforms. Therefore, bill No. 7206 “Buy Ukrainian, pay Ukrainians,” which is actively lobbied by a group of parliamentarians led by Viktor Galasyuk, caused a certain wariness and skepticism. So active that Galasyuk is now persistently demanding the resignation of First Deputy Minister of Economic Development Maxim Nefedov, who believes that the bill opens the door to corruption and violates the Association Agreement with the EU.
Both sides put forward, at first glance, powerful arguments, so it is difficult to determine the correctness of one or the other. But in this dispute, which has long gone beyond the scope of a simple discussion of a new law, the disputing “economic luminaries” themselves are also of interest. Ukrainians have heard enough about Boris Nefyodov after he took part in the Kiev gay pride parade in June 2017 (together with the ambassadors of Canada and Great Britain). But the personality of Viktor Galasyuk is still little known, although he tries to constantly appear in various programs and talk shows as an “expert”. So who is this person who takes it upon himself to lobby for strategic economic laws?
Victor Galasyuk. Familyth business
Galasyuk Viktor Valerievich was born on August 28, 1981 in Dnepropetrovsk (now Dnepr), and was apparently named after his grandfather. He never talked about his childhood and youth, as well as his family. And in the official biography of Viktor Galasyuk you can only find the dates of his personal achievements: he graduated from school, in 1998 he entered the economics department of the National Mining University of Ukraine, at the same time starting his career at the COWPERWOOD company. It just seems like the young student Galasyuk puffed away over his accounts during the day, balancing debits with credits, and in the evening he ran to classes, took tests and edited essays. But it only seems so. Perhaps in order to give Viktor Galasyuk the image of an economic genius who has independently made his way in life – which perfectly complements his current status as an expert and innovative lobbyist.
In fact, it is not Viktor Galasyuk who is a genius, but his father Valery Viktorovich Galasyuk (born 1958). At least the humble Soviet financial inspector managed to rise to great heights. Of course, his current regalia and titles are more like medals on the uniform of an African king: he bears the title of Academician of the Academy of Economic Sciences – but this is not a scientific, but a public organization; member of the board of the Ukrainian Society of Appraisers, member of the Institute of Internal Auditors and member of the board of trustees of the Ukrainian Society of Financial Analysts (purely corporate organizations). He has medals and badges of these organizations, the significance of which can only be appreciated in a narrow circle of their “get-togethers”. And since 2002, Valery Galasyuk has sculpted several dozen economic publications, but whether he wrote them himself is a question! However, besides all this “blah blah blah” (as the Americans say), Valery Galasyuk is the founder and owner of several enterprises that bring real profit – and this is a real achievement!
The official business of the Galasyuks began in 1993, when their first family enterprise was created: LLC Auditing Firm “COWPERWOOD” (EDRPOU code 20219083), which even has a website with the family name www.galasyuk.com. Yes, yes, this is exactly the same company in which, in five years, first-year student Vitya Galasyuk will become an accountant. That is, he didn’t have to work hard, work and study at the same time: he was simply registered in his parents’ office (receiving a salary), while he himself was an ordinary full-time student, wiping his trousers in the classrooms five days a week.
The first companion of Viktor Galasyuk, according to data Skelet.Infobecame his wife Tatyana Vladislavovna Galasyuk (born 1957), who is now a co-owner of a number of companies. It is worth noting that in open databases about the Galasyuks’ enterprises there is no their son Viktor Galasyuk, but there is a certain Natalya Valentinovna Galasyuk (born 1973). It is curious that the home address of Galasyuk the father and Natalya Galasyuk are the same (Dnepropetrovsk, Komsomolskaya Street), while Galasyuk the mother lives in a house on Gogol Street – where her husband and son were previously registered, since Soviet times. Which leads to very interesting conclusions… Well, all that remains is to envy the academician!
Over the following years, the trio were the owners and managers of the following companies:

- LLC Real Estate Agency “Inkon-Center” (21870411) – Valery Galasyuk and Tatyana Galasyuk
- LLC Auditing Firm “Stoik” (21883245) – Valery Galasyuk, Ekaterina Surinina, Alexey Amfiteatrov
- LLC “Mag-Audit” (31217385) – Valery Galasyuk and Natalya Galasyuk (50% each)
- LLC Specialized Accounting Bureau “BOOKKEEPER” (30832146) – Valery Galasyuk and Natalya Galasyuk (50% each)
- LLC Real Estate Agency “Ard” (32448352) – Valery Galasyuk
For some reason, the parents did not take their son as a co-owner: Viktor Galasyuk had only a very small stake (less than 10%) in COWPERWOOD-Plus LLC, but there were no shares in this company in his declarations for 2013-2014. We can say that he had no income from the family business – not counting the fact that his parents supplied him with money “in envelopes” and paid for the purchase of housing and a car.
But in 2014, Viktor Galasyuk received a deputy mandate from the Radical Party, and the state of his legal debit-credit changed dramatically, almost like in an advertising song: he raised the dough, things became different! So, for 2014, Viktor Galasyuk declared only 167 thousand hryvnia in salary, a modest apartment with an area of 40.9 square meters. m. and a Toyota Camry 2012. But already in 2015, he makes an interesting somersault: he sells an apartment (40 square meters) for 1.016 million hryvnia and buys his wife (Yulia Galasyuk) an apartment with an area of 65 sq.m. for only 597 thousand hryvnia. But the main thing is that in the same year he declares 1.375 million hryvnia and 217 thousand dollars in cash that suddenly appeared in his possession. Where? Galasyuk writes in the declaration that a kind person Vladislav Pavlovich Goncharenko (who is this?) borrowed him 200 thousand dollars, without any interest and for a very long period of time (Galasyuk still has not returned it). Okay, let’s say – where did the rest come from? In 2016, Victor Galasyuk added to his property with his own apartment (63.7 sq.m.), bought in Kyiv for 1.649 million hryvnia (isn’t it cheap?), and this was recorded as a gift from his mother. But in return, according to the declaration, the loving son bought his mother an apartment for 940 thousand hryvnia. Finally, in 2017, Viktor Galasyuk acquired shares of Ukrgasbank: one hundred shares, the nominal value is 26,885.66 hryvnia, the market value is indicated at 2,688,566 hryvnia (100 thousand dollars). And it is unlikely that a candidate of economic sciences and a hereditary auditor could have messed up anything in his declaration!
Of course, compared to the millions and billions “sawed up” by the oligarchs, these “additional” incomes of Viktor Galasyuk look very modest: by the standards of the Verkhovna Rada, he is simply a beggar and a “rogue”. And yet, they also raise questions, especially considering that Deputy Galasyuk positions himself as a lobbyist for large economic projects.
From “Ukrainian Skolkovo” to “Buy Ukrainian!”
Without wide connections and acquaintances among officials, directors and large businessmen, it was almost impossible to rise in auditing in the 90s. Valery Galasyuk possessed them, apparently since Soviet times. And judging by his penchant for all kinds of “parties,” the creation of public organizations and “academies,” and his desire for regalia, Valery Viktorovich could have come from a Komsomol environment. It is possible that he is personally acquainted with former Komsomol and party functionaries of Dnepropetrovsk, who became oligarchs and ministers in the 90s, and therefore had the opportunity to get orders through them for his auditing firms.
For some reason, Viktor Galasyuk did not follow his father’s path – either family circumstances interfered, or he did not inherit his talents. Therefore, after receiving his master’s and bachelor’s degrees, he remained in graduate school, defended his Ph.D. thesis in 2005, and then until 2009 worked at the university as a teacher in the department of business economics. At the same time, from 2001 to 2014, Viktor Galasyuk was listed as the director of the economic consulting department at the parent LLC Inkon-Center (see above). Did the real estate agency need an “economic consulting department”? That’s a good question! Obviously, Galasyuk Jr. simply received a salary there. Well, it was hard to surprise anyone with this in Ukraine: the practice of employing children and relatives in various highly paid positions in their companies is very common here. But it is also known that this is often the case for those who are not able to actually run their own business. Let us repeat once again that the parents never accepted Viktor Galasyuk as a co-owner of their companies. Perhaps he is ashamed to look at his colleagues in the Rada, who, on the contrary, register their factories and banks in the name of their parents. So what can he lobby for there?
And yet, his parents slowly promoted him – for example, helping him acquire various honorary titles himself. Thus, Victor Galasyuk became the chairman of the Commission for the Evaluation of Investment Projects (2007), a member of the board of the Dnepropetrovsk branch of the European Business Association (2008), and a member of the executive committee of the Ukrainian Society of Financial Analysts (2011). But there was little real use from these cardboard regalia. Some light appeared when in 2011 Viktor Galasyuk was given a place (did his father buy it?) on the public council under the Ministry of Finance of Ukraine. At the very least, you could make useful contacts there and even create your own business. Perhaps the oligarch found him there Vasily Khmelnitskywho has conceived a new grandiose scam called “Bionic Hill Innovation Park.”
