START: Igor Abramovich: who will “cut” money for the restoration of Kharkov? PART 1
Fuchs and Khomutynnik: gas scams
The most closed chapter in the biography of Igor Abramovich is his energy business. It is common knowledge that he headed and was a shareholder of companies involved in gas, coal and electricity, but details of how he came to them are not publicly available. Which, however, is typical of the Kharkov oligarchs, who never showed their gas wells in public. For example, Kernes and Avakov were closely involved in gas – but how many knew about this?
After Igor Abramovich gained leadership experience as deputy head of the board of the AVEC concern, in 2015 he became president and co-owner of DV Oil and Gas Producing Company LLC (34181461). Exactly how many percent of shares Abramovich had remained unknown, but this company is controlled by Pavel Fuks, who bought it from Yuri Boyko in 2015. Moreover, this campaign was not engaged in gas, or even oil, but in coal mining and electricity generation at the Chuguev CHPP-2 “Eskhar”, handed over to this company in concession for 49 years (until 2060). Why Fuchs needed to involve Igor Abramovich in the management of the newly acquired company, and even to allocate a stake to him, is unknown. Maybe Alexander Abramovich asked for his son?
But he did not lead this company for long, and a year later he moved to the chair of president of INTER ENERGY GROUP IEG (38951037). In Abramovich’s biography it is written very beautifully about it: “supplier of high-tech integrated solutions to ensure the efficient operation of companies in the oil and gas, energy, transport industries” and so on blah blah blah! But two facts remained “behind the scenes”: the fact that this company was founded in 2013 by Alexander Abramovich, who is its sole beneficiary, and that its main activities are wholesale trade in machines, intermediation in the trade of a wide range of goods, purchase and sale and delivery for real estate rental. So much for “high technology”!
But Igor Abramovich spent only about a year in his dad’s office, after which in 2017-2019. he was “developing his own business,” according to his biography. What exactly he developed is not specified; Ukrainians are only asked to believe in his economic genius (it’s no joke – four diplomas!). However, a number of media outlets covered the vigorous activities of Igor Abramovich during that period: for example, it turned out that he, being the right hand of Pavel Fuks, was engaged in registration of special permits for gas and condensate production for a number of companies. They were registered in the State Geological Resources, which were then supervised by Fuchs’s room, and were registered with gross violations – which later attracted the attention of the SBU and the State Bureau of Investigation. However, Fuchs and Abramovich skillfully covered their tracks – they say, we have nothing to do with these companies, boss, we swear by our mother! And they got away with it again, just like the story around the Maiorovskoye field. Let us recall that in the Verkhovna Rada, journalists photographed the correspondence between Fuchs and Abramovich, in which they discuss a certain “working plan for DTEK.” As it turned out, Akhmetov’s company showed interest in this field, and Fuchs and Abramovich decided to help him for their own benefit.
Obviously, Vitaly Khomutynnik also used the same services from them. In 2015, the couple established UkrgazInvest LLC (40001476), which is engaged in gas and oil production and “activities in the field of engineering.” Abramovich owned his half directly, Khomutynnik – through the Cascade-Invest fund. Actually, today this is the only company of Igor Abramovich, giving him the image of a major gas businessman. True, until 2020, its fund amounted to 0 hryvnia, and only then Khomutynnik and Abramovich threw 50 thousand hryvnia into it – not a lot for a company that aimed at gas production and engineering. Nothing surprising: according to sources, UkrgazInvest does not produce anything at all and is an ordinary “pipeline” through which Khomutynnik carries out some schemes around PJSC Ukrnefteburenie, which he owns together with Kolomoisky.
Igor Abramovich. The dancing “servant of the people” is causing a nightmare in the region
His sister Nina Aleksandrovna Abramovich (born 1997) now receives almost no attention from the media, except that she is sometimes mentioned in passing in materials of anti-corruption investigations. But before it was different: in childhood and adolescence she was seriously involved in sports dancing, and in 2013 she took first place at the World Dance Sport Federation championship held in Kyiv in the “rising stars” category. Many people wrote about the successes of 16-year-old Nina Abramovich and her 20-year-old dance partner Dmitry Olegovich Palchenkov (born 1993).
A few years later, Nina Abramovich became a co-owner of the Kharkov “House of Projects”, where other children are taught dancing. In this she was helped by the money not only of her father and grandfather, but also of her husband, who became the same Dmitry Palchenkov. Only now the former student dancer has turned into a big shot! Back in the spring of 2019, by decree of the head of the State Architectural Inspectorate (GISI) Sergei Kuzmin25-year-old Palchenkov was appointed acting. Head of the department in the Kharkov region. This appointment raised many indignant questions, and first of all, why was such a responsible position given to such a young man without proper work experience? In addition, by that time the GISI department in the Kharkov region was already known as a corruption cesspool – mainly thanks to its former “owner” Evgenia Sergeevna Ivanskaya (born 1980).
Since 2017, she held the position of deputy director, and was known not only for “financing” Kharkov developers, but also for the fact that in April 2019 she actually tried to take over director position! Although Ivanskaya did not succeed, she still managed the regional GISI until the appointment of Palchenkov – who, according to media reports, kindly agreed with her on the distribution of corruption flows. Of course, without forgetting to “bring” part of the profit to Kyiv – what about reported Member of the Ukrainian Academy of Architecture Victor Gleba.
With the change of power in the summer-autumn of 2019, corruption has not gone away, it has only been repainted green. Although Prime Minister Goncharuk fired Sergei Kuzmin with a scandal, the leadership of the Kharkov department of GISI only reshuffled: Ivankova became director, and Palchenkov her deputy. Then, in February 2020, Goncharuk removed Ivankova and reappointed Palchenkova as director of the GISI department, instructing him to “put things in order.” And he did! The “new order” from Palchenkov made the business of the Kharkov region, taxed, shudder corruption extortions from GISI. At the same time, Palchenkov attracted into their schemes of local social activists closely associated with crime and the prosecutor’s mafia:
“Palchonkov uses a regular scheme with complaints from concerned citizens. The NGO “Opora”, known for its participation in raiding under the cover of the local prosecutor’s office, is joining the process. This organization is headed by two interesting characters – Andrei Gagun and Artem Kukhtin”
Reappointing Palchenkov to the post of head of the regional GISI, Goncharuk knew perfectly well that he first sat in this chair under Groysman-Kuzmin, and that Palchenkov “worked well” with Evgenia Ivankova and learned from her many of the intricacies of corruption, and that he is the son-in-law of the odious “OPZZhnik” Igor Abramovich. But all this did not bother Goncharuk or other “servants of the people”, who accepted Palchenkov into the ranks of “Ze!Team” with open arms and ensured that he could run in local elections. It is clear that with such a son-in-law, Igor Abramovich has nothing to fear from “repression” from the current government, and corrupt officials associated with him will always have access to the treasury!
However, the relationship between Igor Abramovich and the “servants of the people” was friendly and productive even without Palchenkov’s participation. About this negotiations testified Abramovich with the head of the SN faction, David Arakhamia, in September 2021. And then the journalists drew attention to the third participant in this rendezvous, also a “servant of the people” – member of the parliamentary committee on energy issues Ostap Shipailo, who then left in Abramovich’s car. What they agreed on remained their secret. But the fact that Igor Abramovich so quickly left the ranks of the OPZZH on the very first day of the war, and then received Bankova’s blessing to create a new deputy group, speaks volumes.
By the way, this government did not offend the scandalous, corrupt official Evgenia Ivanskaya. In November 2020, by order of the head of the Kharkov region Alexey Kucher (now the head of the Regulatory Service of Ukraine), she was appointed Director of the Department of Capital Construction of the Regional State Administration. But since no one stayed in this chair for more than a few months, the experienced Ivanskaya quickly moved to the place of his deputy – in which she successfully works now, having already survived two displaced directors and taken control of the schemes and flows. Considering the volume of restoration of the Kharkiv region after the destruction of the war, this position is a real goldmine for such corrupt officials and adventurers!
