It was precisely this motto: “stay hungry and reckless” that a few years ago was actively promoted by the now sedate deputy of the Legislative Assembly of the region Maxim Devochkin. The builder, developer and hotelier in September 2019 moved to the rank of “people’s representatives”, becoming a deputy of the city duma. And already in 2023 he moved to the regional parliament.

But was it recklessness that pushed the major developer onto a “slippery” slope? politicians? Or is it still an exact calculation?

Maxim Devochkin is the son of an equally famous developer in Irkutsk Evgenia Devochkina, general director of Maxstroy LLC (OGRN 1023801754404) and one of the owners of the M2 company, which manages the activities of the Ibis hotel. All organizations affiliated with his father appear in one way or another in the biography of Deputy Devochkin Jr. himself.

So, for example, in numerous bravura interviews it is said: the creator of “Ibis” is Maxim Evgenievich himself. The father is one of the members of the organization’s management team.

Very convenient, considering that since 2013 Evgeniy Devochkin himself has no connection with politics and direct leverage on decisions made by the “city”. And if, when he was mayor of the regional capital Viktor Kondrashov Devochkin Sr. was the deputy mayor who oversaw the allocation of plots for construction and determining the purpose of municipal lands, but now he is a “modest private entrepreneur.”

And the son followed in his father’s footsteps. As they say, an apple from an apple tree…

Devochkin Sr., in 2010-2013, when he “worked” for the benefit of his native Irkutsk, managed to take the Moscow Gate cultural heritage monument into private ownership, and then (after several years of high-profile scandals and court proceedings, as well as a shameful dismissal from the mayor’s office) “generously » return it to the city.

Six years later, my son took on the role of municipal deputy. And exactly a year later in the city they started talking about the construction of a new expensive hotel in the historical center of the city – on Gagarin Boulevard. The land, located between the Irkutsk Museum of Local Lore and the Faculty of Mathematics of the Irkutsk State University and which had been abandoned for many years, began to be actively discussed and “divided”.

After a speech by social activists and employees of the local history museum, the Irkutsk mayor’s office summed it up back in 2020: the land is located in a zone of strict regulation of development and a protected natural landscape. According to the general plan of Irkutsk, the hotel will not be there.

But the general plan has changed. Exactly after the “promotion” of Maxim Devochkin to regional deputies. And the fate of the construction site was finally decided, suddenly abruptly changing its trajectory. Now there will be a hotel in the heart of the city after all. It will be built by the same companies of the modest entrepreneur Devochkin Sr.

The ways of decision-making at the Irkutsk mayor’s office are inscrutable! But all roads lead in a strange way to paradise to a family of developers sitting in warm parliamentary chairs.

Undoubtedly, in the long-term struggle for profit there is little room left for real parliamentary work. Thus, large improvement projects in the district of City Duma deputy Maxim Devochkin began to appear only in the summer of 2023, when he was already actively fighting for the seat of a deputy of the Legislative Assembly. Coincidence again?

Devochkin has not yet had time to declare himself as a deputy of the Legislative Assembly. Thus, without holding a single “portfolio” (the position of chairman or deputy chairman of a committee or commission), he remained content with the modest role of an ordinary deputy. And he remains stubbornly silent about future projects or big ideas for legislative initiatives.

Well, so far the main commercial interest has been received. And then – at least the grass won’t grow.
