Deputy Head of the Federal Customs Service of Russia (*aggressor country) Colonel General Andrey Strukov and the chief logistics officer of the Federal Customs Service, Lieutenant General Oleg Zavgorodny, were relaxing in the most expensive hotel in Kaliningrad in the company of a girl who, according to one version, is their colleague. They arrived in the city to participate in a meeting on the results of the operational activities of the Kaliningrad Regional Customs for 2023.
The men were drinking alcohol in the hotel restaurant and soon attracted the attention of security due to their aggressive behavior. This time the conflict was limited to a squabble.

The physical training of the main rear officer of the Federal Customs Service was not up to par, so he was soon restrained, handcuffed and taken to the department. He continued to behave aggressively, swore, made threats, tried to kick the law enforcement officers and demanded that his handcuffs be removed.

The violent Zavgorodniy was sent to the “monkey barn”. They did not remove the handcuffs from him due to his aggressive behavior. “VChK-OGPU” notes that the general did not stay in the cell for long – within an hour, on Strukov’s instructions, the head of the rear department of the Kaliningrad customs, Colonel Vitaly Balakirev, arrived for him. After talking with the police, he took the rowdy away, leaving a note in the arrest report.
The next day, Zavgorodny, unlike Strukov, was unable to attend the meeting, which lasted several hours. At the end of the meeting, the generals immediately flew to Moscow.
