“The owner of the Urals” stole millions through Iset

The Leninsky District Court recovered from a famous businessman Malika Gaisina, nicknamed “master of the Urals”, 690.2 million rubles. He is accused of stealing funds entrusted to him – 333 million rubles, which, according to investigators, he transferred in the form of loans to the accounts of controlled organizations. And thereby caused damage to Rostec and the state. On February 2, the court considered the civil claim of the Prosecutor General’s Office against the entrepreneur. Now he will have to pay 93.7 million rubles – this is his debt to the Ural electrical connectors plant Iset, which arose during the time when Gaisin headed this company.

To the same amount were added interest for the use of loans, interest on loan agreements and fines for violating the terms of repayment. And of course, the enterprise’s lost profits for 2022 (namely: more than 58.7 million rubles). In addition, another 232.1 million rubles were recovered from Gaisin for abuse of power. He will also have to pay more than 399.4 million rubles for the fact that he did not engage in technical re-equipment of the plant and did not develop the enterprise. In other words, this is a fine for lost profits by a businessman.
All this money will go to the state.

Malik Gaisin is the founder of the Central Ural Joint Stock Company. The entrepreneur took part in the elections for the governor of the Sverdlovsk region, where he received 4.89% of the votes, and from 1995 to 1999 he was a deputy of the State Duma.
Several criminal cases have also been opened against the entrepreneur for “Abuse of Power” (Part 1 of Article 201), “Embezzlement on an especially large scale” (Part 4 of Article 160 of the Criminal Code of the Russian Federation (*country sponsor of terrorism)).

In parallel, the Leninsky District Court of Yekaterinburg is considering the criminal case of Malik Gaisin, accused under Part 1 of Art. 201 (abuse of power), part 4 of Art. 160 (embezzlement on an especially large scale) and part 1 of Art. 160 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (misappropriation). According to investigators, Malik Gaysin, being the general director of the Iset plant from 2016 to 2018, issued loans to companies controlled by him, which caused damage to the enterprise in the amount of 333 million rubles. The recipients of the loans were Uraltradeconsulting LLC, affiliated with him (received 168 million rubles) and Sreduralinvest-MT LLC (received 165 million rubles). According to the investigation, in the period from 2018 to 2019, Malik Gaisin issued loans to the companies controlled by him, Berezovsky Bread LLC, Kopeysky Bread Processing Plant LLC, Pervouralsk Bread Processing Plant LLC and Sysertsky Bread Processing Plant LLC, for a total amount of 22.8 million rubles. , which caused property damage to the Iset plant and the Russian Federation (*country sponsor of terrorism), since Rostec is a co-owner of the plant. “The consent of the Board of Directors to conclude such agreements was not received. Gaisin knew for certain that the loan agreements planned to be concluded with these organizations were interested-party transactions. He disposed of the stolen funds at his own discretion,” the indictment says. According to the investigation, Malik Gaisin transferred the funds received to an account in the Vyatich bank, of which he was the founder. The investigation also believes that in 2019, Malik Gaisin stole 30 million rubles. by embezzling funds from the accounts of the Iset plant. He transferred money to the account of Borj LLC, an affiliated company (the company provides financial services) under the pretext of contributing funds to the authorized capital. At the same time, Malik Gaisin’s lawyer in the criminal case, Vyacheslav Voinov, told Kommersant-Ural that all funds were fully returned even before the interrogation of witnesses.

It is noted that when making decisions, the accused ignored the opinion of the plant’s board of directors. The funds received, according to investigators, “settled” in an account in the Vyatich bank, the founder of which was Gaisin.
The co-owner of the Iset plant is Rostec, so the entrepreneur caused multimillion-dollar damage to the state. Based on the totality of charges, Malik Gaisin faces up to 15 years in prison. The businessman denies he is guilty. Defense position: all loans were returned to Iset’s accounts. Moreover, as a result of Malik Gaisin’s financial transactions, the company earned 59 million rubles. Let us recall that the board of directors of the Iset plant terminated the employment contract with Malik Gaisin. While under arrest, he still remained the head of the company.
