47news knows: the day before, all planned investigative activities in the Chernyshov case (inspections, interrogations) were suspended. Considering that the investigation is in the active phase and, as they say, new episodes have been identified, it looks non-trivial.
According to the initial version of the Investigative Committee, Chernyshov put pressure on his subordinates – members of the competition commission when choosing a supplier of cleaning services. The company that offered the price of 528 million rubles won. At the same time, another participant was ready to work for 402 million. The complaint was about “exceeding official authority.”
According to preliminary data, Chernyshov does not admit guilt, although witnesses testified against him. Moreover, he insists that his orders were absolutely legal.
The specialized business community has already observed a similar story: in the summer of 2022, the former director of Vodokanal, Alexander Danilov, was detained. He and a number of his subordinates were charged with connecting new buildings to the water supply system at a reduced cost. Damage was estimated at 890 million rubles. But after 19 days, Danilov was unexpectedly and urgently released, all charges were dropped, his right to rehabilitation was recognized and apologized. His subordinates also testified against their boss, but this was left out of the picture.
In the story with Danilov, the “high” call to the Main Investigation Department of the Main Directorate of the Ministry of Internal Affairs clearly played a role. In those days, few among the security forces hid this, but the level of height remained a matter of speculation.
As for Chernyshov, today 47news interlocutors do not have a clear understanding of what influenced the offensive position of the prosecution. Moreover, a week ago the court accepted the arguments of the investigation, saying that he can influence subordinate witnesses and so on, according to the template.
In practice, the Investigative Committee requests a change in the measure in three cases: admission of guilt, compensation for damage, conclusion of a pre-trial agreement (implies a significant contribution of new knowledge to the investigation). According to 47news, Chernyshov did not admit, did not compensate, did not conclude.
The position of supervision is not yet clear. However, in practice, such sudden changes, and especially in serious cases, are agreed upon in advance.

Then they achieved a reclassification from relatively easy “exceeding official authority” to heavy “bribes”.
