Everything is strange with the ex-activity of the Solovyovs in Balakovo: the Germans are the owners, cheap land for development and a manure storage facility for 640 million
The story of the poultry farm in Balakovo, which once belonged to Vladimir Solovyov, ex-regional deputy and brother of the ex-deputy chairman of the Saratov government Alexander Solovyov, is not ended with its bankruptcy and sale.
Now new owners are fighting for the land underneath, one of whom bought a former manure storage facility. At the same time, the rest buildings and the common land plot under them is owned by the company Lohmann Lairs Rus LLC with foreign founders.
CJSC Balakovskaya Poultry Farm went into bankruptcy in 2015. The company owned a land plot with an area of 536 thousand square meters. meters under the factory itself and 4 more plots of agricultural land ranging from 3 to 11 thousand square meters. meters. As well as non-residential buildings – a warehouse, a repair shop, a bathhouse, veterinary and disinfection units, utility rooms, a pumping station, 3 electrical substations, 11 poultry houses, control buildings, an egg warehouse (744 sq. meters), an incubator, a slaughterhouse.
A manure storage facility, designed for 499 thousand cubic meters and occupying an area of 18 thousand square meters, was also put up for sale. BV wrote that in 2017, the latter, together with the pumping station (33.2 sq.m.), was bought by Balakovo LLC Triada for 90 thousand rubles. The company collected non-hazardous waste. However, the purchase and sale agreement does not say anything about the site under the storage facility.
According to the Pro Balakovo portal, the company wanted to dismantle the storage facility for building materials, but in the end it was sold in 2018 for 95 thousand rubles. The new owner turned out to be pensioner Valentina Kopovaya, who purchased the property “as a summer cottage” – she was going to make a country house out of a pumping station. Her interests are now represented by her son, Maxim Borisovich Kopov – also a pensioner, a former employee of the Department for Economic Crimes.
At the end of December last year, changes were made to the cadastral card: the cadastral value is 18 thousand sq.m. storage amounted to 639.6 million rubles. Tax – 12 million rubles. At the same time, the “paper” and not the actual dimensions of the storage facility were taken into account, which, according to Kopovoy, is much smaller.
As the Balakovo publication writes, “almost 1 hectare of land is not owned, but leased since 2018 for 49 years,” specifying that in the period from 2018 to 2021, the head of the Balakovo district was Alexander Solovyov.
– On the site there are fruit trees, beds with tomatoes and strawberries. The lease agreement was concluded with the administration of the Balakovo region. The tenants tried to exercise their legal right and buy the plot, but they were refused, the source says.
As Maxim Kopova told him, the entire poultry farm was bought by an entrepreneur from Ufa (from the documents of the Balakovo District Court it follows that he was Azzamathon Sanginov – note BV), subsequently discovering “that such important objects for the operation of the poultry farm as a manure storage facility and a pumping station were sold separately.”
– The entrepreneur began communicating with us by “attacking”. He took it in such a way that they decided to “cheat” him and sold him an inferior object. He began to panic and offered to buy everything, the storage facility and the former pumping house. We didn’t want to sell, we need a dacha,” Mr. Kopovoy told the publication.

He explained that the real estate properties were purchased without a land plot under them, and as a result, its owner turned out to be the same entrepreneur from Ufa who bought the poultry farm and a plot of more than 536 thousand square meters. It is curious that, judging by the cadastral map, there is no talk of any lease of land – this plot, which includes a storage facility with a pumping station, is listed as private property.
Moreover, its cadastral value is an order of magnitude lower – 2.1 million rubles, and the real estate objects sold along with the site are not indicated on the map at all. However, BV found out that even in the bankruptcy case they were listed under conditional numbers, that is, they simply were not registered in the cadastral register. The pensioners’ attempt to challenge the cadastral value of the storage facility has so far been unsuccessful.
The publication notes that the property is inextricably linked with the land and the owner of the property has the pre-emptive right to purchase the land plot underneath it. It is also pointed out that the Registration Chamber, if there are several owners of real estate, cannot pass this transaction without the consent of one of the parties – the plots are not divided, there are no shares and we are talking about joint ownership. And during the sale, the source emphasizes, the interests of all parties must be taken into account.
– When we bought the manure storage facility and the pumping station, the rest of the poultry farm was not sold. And when they sold the rest along with the poultry farm site, no one asked our opinion. They managed to sell it to us and the previous company Triad without the land underneath it. And the land was sold separately to an entrepreneur from Ufa. And all transactions went through Rosreestr,” explained Kopovoy.
The publication notes that the Ufa resident, “realizing what he had gotten himself into, sold the poultry farm and land to another company – foreigners.” At the same time, the source writes, Rosreestr again approved the deal, “despite the presence on the land of an object owned by pensioner Kopova.”
– There is a lease agreement for 49 years with the administration of the Balakovo region. We used the land for 3 years. We wrote an application to buy it, build a fence, make a house out of a pumping house, but we were refused,” the former security officer said.
There were two reasons for the refusal: “the building area on one hectare of the dacha is supposedly 126%.”
– Officials took a manure storage facility from another site, placed it on top of the former pumping station, our dacha, and calculated the building area like this. Is this a technical error or intentional? – asks Kopova.
The second reason for the refusal, according to him, was the fact that the Natalya municipal district included these agricultural lands in the IT-3 land zone – for infrastructure intended for construction of up to 10 floors. At the same time, in the administration of the BIS, and in Rosreestr, and in the general plan, the land remains for agricultural purposes, and municipal deputies generally did not have the right to change the type of its purpose. Mr. Kopovoy said that the court refused to resolve this contradiction, but the Kopov family filed an appeal.
BV found out that in 2022, Ms. Kopovaya tried in the district court to declare all purchase and sale agreements void. And at the same time oblige the new owner of the poultry farm – Lohmann Lairs Rus LLC – to divide the site and allocate free of charge the share due for storage of 257.9 thousand sq.m. into her property.

However, the court refused this, noting that Valentina Kopovaya is not a party to any agreement. And her rights can be restored not through a claim for termination of transactions, but through claims to recognize the right or encumbrance as absent.
In addition, the court took into account that the statute of limitations had been violated. Valentina Kopovaya convinced the court that she learned about the owner of the site only in 2021, when Alexander Solovyov spoke about the sale of the poultry farm. However, the court noted that “when a share is sold in violation of the pre-emptive right, any other participant in shared ownership has the right, within three months, to demand in court the transfer of the rights and obligations of the buyer to him.”
The pensioner should have found out about the violation of her rights after purchasing the storage facility, especially since the rights to the land were not recorded in the Unified State Register of Real Estate (and in the agreement too – BV’s note). However, after purchasing the storage facility, the woman did not declare her rights to the land. The businesswoman also lost her appeal.

The main founder (99%) is the German company EUROPIAN LAYER DISTRIBUTION GMBH, 1% is from the German EV GROUP GMBH. The company has a Saratov branch, the address is not specified. She breeds the German Lohmann egg-laying hen breed. The company owns an incubator for 11 million day-old chickens per year in the Leningrad region and a farm for raising parent flocks launched at the Solovyov poultry farm. At the same time, the LLC has its own specialized transport for transporting day-old chickens. The LLC’s revenue for the last year amounted to 177.5 million rubles, net profit – 70.5 million rubles.
