Sadkin’s “slaughter”: how do people close to Timchenko do the “dirty work” for Gomon and Filatov?

Residents of the Ust-Donetsk district of the Rostov region, namely the Terekhovsky and Evseevsky farms, the Kirovsky collective farm and the Talakhadze peasant farm L.P. may suffer from the actions of influential businessmen: co-owner of Globaltrans Andrei Filatov and ex-partner of oligarch Timchenko Andrei Gomon.

As The Moscow Post correspondent in the Rostov region found out, they are the ones responsible for the work of the Sadkinskoye Mine Administration, which, according to information received by the Editorial Office from local residents, pollutes the atmosphere with constant emissions and destroys buildings, including those of local businessmen.

The situation resembles a plot from a horror movie. People lost water in their wells, and gray dust covered their plants. It’s impossible to breathe, let alone simply dry clothes! The mining mountains lie in the open, dust and dirt are flying from them, the cars that are taking out the rock have broken all the roads for the villagers, holes in the ground up to 1 m are formed in the ground, into which people, equipment and even cattle fall.

Locals believe that all this is the result of part-time work in the mine right under the objects located on the hill.

At the same time, the supervisory authorities, despite endless requests, remain silent or send replies. And company representatives in conversations with people refer to administrative resources.

Who is responsible for the mess?

Sadkinskoye belongs to the Yuzhugol Holding Company, a mining giant operating in the Rostov region and specializing in the production of anthracite. This asset is owned by a number of foreign offshore companies, the Tuloma investment company, which belongs to the interests of Globaltrans co-owner Andrey Filatov, and NS-Invest, the general director which is represented by St. Petersburg developer Andrei Gomon, who previously collaborated closely with oligarch Gennady Timchenko, and can still represent his interests.

By the way, Mr. Timchenko has a large apple producing company – Alma Holding. Is he really going to, through the actions of the mine, ultimately “evict” the people from their homes so that he can then use the farmland for his own production?

As for offshore companies, SIDE PIERCE HOLDINGS LIMITED appears among them, often acting as a co-investor of Tuloma, and most likely representing the interests of Filatov or his partners. Another offshore is under the encumbrance of another – TRIXTON TECHNOLOGIES LIMITED. It is run by a certain Tatyana Kozlova. This is the same name of the lady who on the website of the New Transportation Company (part of Globaltrans) is called the general director of Metaltreidinvest LLC. So here, too, Filatov’s interests can be “protected.”

The rest of the offshore companies included in the list of the company’s founders are registered to citizens of Cyprus. It seems that they may be controlled by Gomon and Co.

In addition to Sadkinsky, six more companies are directly linked to Yuzhugol, almost none of them are without legal claims from counterparties. And “Yuzhtrans” is generally going bankrupt, and according to “Sadkinsky’s” lawsuit, which is “penny” for such a company (for the collection of 500 thousand rubles of debt). Do you have to think about not paying off your obligations to real suppliers?

Ignoring violations

And the work, as we see, is carried out in violation of everything that can be violated. If you look at the number of violations identified at Sadkinskaya alone, it becomes scary. According to Rostechnadzor, in just 7 months of 2023, 85 violations were identified, 6 legal entities and 14 officials were brought to administrative responsibility, and administrative fines were imposed as much as 1,590 thousand rubles. This was the answer to one of the requests. As they say, “checked the box.” Are we going to do something with these? Apparently not, because fining is much more profitable.

At the same time, people who contacted us say that, having asked Rostechnadzor for a transcript of these violations, they received something incomprehensible. It turned out that she was missing and the report of state inspector L.B. Kochubey, who visited the sites on May 26, 2023, was also missing.

“He, it turns out, came just to have a look. He measured the damage with his eye and found that it was within the permissible 24mm, according to the 2022 report, which, by the way, they also don’t have. Regarding permission for the property of agricultural producers, they write about some kind of soaking the soil, as if they have information about the annual average volume of precipitation that fell in our farm. And then how did these buildings stand for 70 years, was there no precipitation? Moreover, the buildings are located on a hill,” people say.

It seems that in fact Rostechnadzor, which was notified of the start of work and issued the appropriate permits to the mine, simply did not conduct an inspection of objects on the surface before the start of the work, during and after the work, just as it did not conduct an investigation into the fact of their destruction, and did not approve security measures as prescribed by law, and potentially illegal activities of the mine are not stopped.

Are there any incorruptible people?

Since officials do not listen to residents, they decided to go to court. In June, the Kirovsky collective farm filed a claim for damages from the Sadkinskoe Mine Management Company LLC, and L.P. Talakhadze is also preparing a claim. The plaintiff asked the court to impose interim measures – to prohibit the Sadkinskaya development under the collective farm buildings, and provided the results of weekly surveys , indicating negative dynamics, destruction of buildings under the influence of underground mining, but the court refused on formal grounds.

As knowledgeable people say, despite the fact that several hearings have already taken place in the case, the Sadkinskaya mine simply does not provide the documents requested by the court. The farm asked to appoint a forensic examination, posing simple questions to the experts: “Determine the causes of damage, the extent of damage and the cost of damage”, presented the court with answers from 4 expert organizations, but for three weeks the mine could not formulate its questions, could not find experts and lo and behold, 08/24/2023. At the court hearing, questions were presented (related not to the subject of the claim, but to engineering research) and one organization was ready to conduct it for them, the well-known SCHU “Rostov Center for Forensic Expertise”.

“Also on 08/24/2023, despite the fact that the meeting was open, when forming a package of documents for experts, from the case materials the judge allowed Sadkinskoye Mine Company LLC to take away previously attached to the case materials: a mine plan, a copy of the passage of longwalls and other documents with coordinates of their impact, citing the fact that these are secret documents, although the documents do not have a secrecy stamp, a secrecy code, etc. And it is completely unclear how experts will study the influence of lava on objects, even if their coordinates are not available,” representatives of the public are indignant.

It seems that the merchants also managed to come to an agreement with the courts?

According to rumors, the “Sadkinskoe” school is going to start part-time work within the boundaries of the settlement-hamlet of Evseevsky Ust-Donetsk district of the Rostov region. If this happens, people and their households may suffer, as well as the fire station building and mechanical workshops. But the collective farm has repeatedly provided assistance in extinguishing fires, since this is the only fire station in the immediate area!

But the oligarchs with their connections, apparently, do not care about such trifles. It is much more interesting to shuffle offshore companies into the management of Russian companies. Where are the authorities headed by Vasily Golubev looking?
