Yamaltransstroy, headed by Igor Nak, a deputy of the Tyumen Regional Duma, found itself in the epicenter of multibillion-dollar proceedings related to the construction of Gazprom. The company registered in Labytnangi made large demands to the capital’s “Production Association” Transgaz “and” Stroytekhinzhiniring “. At the same time, companies from Moscow related to each other also exchanged claims.
Stroytekhinzhiniring even filed a lawsuit for an amount exceeding 9 billion. For which projects such large claims were formed, it is currently unknown in detail, but as follows from sources, the firms worked together, in particular, within the framework of the Zapolyarnoye field in the YaNAO and Kovykta gas condensate field in the Irkutsk region. While the parties are preparing for a new round of proceedings, observers note that financial conflicts could already affect their activities. So, “Stroytekhinzhiniring”, apparently, had problems with payments, including wages, when the prosecutor’s office joined the proceedings. In addition, bankruptcy proceedings were initiated against the construction company. The counterparties also demanded that the Transgaz Production Association, headed by a well-known deputy of the Nizhny Novgorod Duma, be declared insolvent.
The Moscow Arbitration Court will consider the claims of JSC Yamaltransstroy (YaNAO; General Director – Deputy of the Tyumen Regional Duma Igor Nak) against OOO Production Association Transgaz (PO Transgaz).
Initially, the Yamal company demanded in court to recover an unspent advance payment in the amount of 1.558 billion rubles. Further, the plaintiff clarified the requirements, and a penalty for 144.6 million rubles appeared.
In parallel, Yamaltransstroy filed a lawsuit against OOO Stroytechinzhiniring (STI). As follows from the data of the Electronic Justice service, we can talk about claims for more than 248.7 million rubles.
In this regard, it is noteworthy that, according to the information of Kontur.Fokus, the key owner of STI with a 50% share is the aforementioned Transgaz software.
No less interesting is the claim of the same Stroytekhinzhiniring against Transgaz for 9.3 billion rubles. As indicated in the documents, the company demands to recognize the advance in the amount of 1.557 billion worked out, and the work performed – accepted unilaterally, to recover the amount of the debt under the contract from 2021 in 2.13 billion and the penalty in the amount of 5.6 billion.
Now this case has been suspended pending consideration on the merits and the entry into force of a judicial act on another dispute – a lawsuit filed by Transgaz against STI for 1.493 billion rubles. In both cases, Yamaltransstroy is held as a third party.
The details of the conflicts have not been disclosed at the moment, but it is obvious that they are associated with Gazprom’s construction projects. Thus, within the framework of one of the disputes, representatives of the Transgaz Production Association insisted on involving Gazstroyprom JSC, the general contractor for the construction of Gazprom facilities, Gazprom Invest, which acts as the sole technical customer for investment projects, and NITEK LLC, as third parties. , which actively sued STI.
It is also known that both Yamaltransstroy and PA Transgaz worked on the facility Booster Compressor Station at Unit 3C of the Zapolyarnoye Oil and Gas Condensate Field (Phase 2). The Zapolyarnoye field is one of the largest in terms of reserves and the most powerful in terms of gas production in Russia. As representatives of Yamaltransstroy point out, the customer for the facility, located in the Nadymsky district of the YaNAO, 220 km from Novy Urengoy, was Gazprom invest, and the investor was Gazprom.
Last year, as noted in the Yamal company, in particular, a meeting was held under the leadership of Gazprom Invest CEO Vyacheslav Tyurin, dedicated to the implementation of the major projects of the Urengoyskoye, Zapolyarnoye and Yamburgskoye fields.
It is also known from the documents that Yamaltransstroy, PO Transgaz and Stroytekhinzhiniring worked within the framework of the project “Development of the Kovykta gas condensate field”. The latter is the basis for the formation of the Irkutsk gas production center and the resource base for the Power of Siberia gas pipeline along with the Chayandinskoye field in Yakutia.
Meanwhile, the conflict, apparently, can significantly affect the activities of STI. Thus, according to Kontur.Focus, a company that positions itself as a team with 20 years of experience in the construction of oil and gas facilities in the Far North and the Arctic, performing a full set of construction, installation and engineering works, has recently had a whole list of disputes related to wages and other benefits.
In addition, the arbitration of the capital considers the requirements for declaring “Stroytechinzhiniring” bankrupt. The IFTS of Russia No. 29 for Moscow and the aforementioned NITEK have already submitted their applications there, whose claims can probably amount to several hundred million rubles.
According to Kontur.Fokus, Stroytechinzhiniring at the end of 2022 showed a balance of 3.4 billion, revenues of 5.1 billion, and a net profit of 139.9 million.
Claims for declaring bankrupt were also submitted to PA Transgaz. The last, from the data of the system, at the end of last year showed a balance of 15.3 billion, revenue of 9.7 billion, net profit of 22.6 million, and Vladimir Amelchenko, a deputy of the Nizhny Novgorod Duma, is listed as the general director of the company.
