As it became known to Kommersant, the TFR suspected Tatyana Volosovets, who headed two institutes for the study of childhood and family problems, of especially large embezzlement. According to investigators, the professor systematically embezzled the funds allocated by the state: she wrote out bonuses for herself, paid for her own scientific works, and even rented out her personal BMW to the institute, which the investigation arrested for damages.
According to Kommersant, the investigative department of the TFR for the Eastern Administrative District of Moscow became interested in the financial aspect of the scientific and pedagogical activities of 58-year-old Tatyana Volosovets, who calls herself a professor at the Russian Academy of Education (RAO). Its employees initiated several criminal cases against Mrs. Volosovets at once, which on May 3 were merged into one proceeding. According to the investigation, at least twice she committed especially large embezzlement of state funds (part 4 of article 160 of the Criminal Code of the Russian Federation), and another, presumably, the scam committed by her is still considered simply large and was qualified by the investigation under part 3 of the same article of the Criminal Code .
The TFR believes that all three frauds took place in 2018-2020, when Ms. Volosovets headed the Federal State Budgetary Scientific Institution of the Russian Academy of Education, the Institute for the Study of Childhood, Family and Education. The institute’s official website says that it is “the bearer of the values of education, the center of scientific and practical knowledge and the main platform for raising children.” It is in this organization, according to its website, that “the strategic priorities for the development of education in Russia are determined.”
The investigation was able to establish that, heading the institute, Tatyana Volosovets actively used official privileges. She began, according to the TFR, by writing out the so-called incentive bonuses for herself in 2018 for a total of 82,463 rubles.
Becoming i. O. Director of the Institute in 2019, Ms. Volosovets, according to the investigation, illegally rewarded herself and her closest subordinates for a total amount of more than 1 million rubles – the damage has not yet been fully calculated.
By the end of the same year, the defendant, according to investigators, began to take contracts from the institute to carry out scientific work on the study of childhood problems within the framework of the state task and pay for them herself. Finally, the director of the Institute for the Study of Childhood, Volosovets, is believed by the ICR to have leased her personal BMW 420d to the organization. The institute rented a sports car coupe to organize working trips for its director, but Mrs. Volosovets, as follows from the report of the investigators accompanying the investigation of the GUEBiPK Ministry of Internal Affairs, used the BMW mainly on weekends and holidays.
What sums were spent by the institute on the scientific research of Professor Volosovets in the field of pedagogy and the rental of her car, the investigation is still counting.
It was not possible to get comments from the most suspect or her colleagues “Kommersant”. The Institute for the Study of Childhood said that “they will not discuss this topic.” Nevertheless, it is known from the database of the capital’s courts that the institute filed a lawsuit against its former head for the recovery of “unjust enrichment”, and the investigation arrested Mrs. Volosovets’ BMW to pay for the damage in the case.
Professor Volosovets is a scientist in the field of pedagogy. In particular, she has been the coordinator of the “Russian-Flemish cooperation in the field of education” for more than 20 years. Recently, Mrs. Volosovets has been in charge of another state institution – the Institute of Psychological and Pedagogical Problems of Childhood.
Update. “Volosovets does not have the honorary title of “Professor of the Russian Academy of Education,” the press service of the Russian Academy of Education said after the release of the material. “For the past 10 years, the institutions mentioned in the media in connection with this case are not structural divisions of the Russian Academy of Education.”
