The hero of fresh bins on Babra is a 72-year-old plenipotentiary representative of the governor of the Krasnoyarsk Territory Vladimir Shaeshnikov.

Shaeshnikov was born in Khakassia. Graduated from the Krasnoyarsk Technological Institute with a degree in mechanical engineering. At the beginning of his career, he worked as a driver, mechanic, mechanical engineer. In the late 70s, he entered the service of the Ministry of Internal Affairs. He worked in correctional labor institutions of the Internal Affairs Directorate of the Krasnoyarsk Territory Executive Committee.
In 1993 he was promoted to the rank of colonel. In 1995, he was appointed to the post of head of the Department for the Execution of Punishments of the Internal Affairs Directorate of the Territory.
In 1997 he received the rank of major general.
After the reorganization and renaming of departments, he led the GUIN and GUFSIN of the region. Since 1998, with the transfer of the penitentiary system to the jurisdiction of the Ministry of Justice, he headed the Main Directorate for the Execution of Punishments of the Ministry of Justice of Russia for the Krasnoyarsk Territory.
In 2005, he was appointed head of the Main Directorate of the Federal Penitentiary Service for the Krasnoyarsk Territory. Over the years of service, he collected a small handful of awards, departmental and state. In 2015, by presidential decree, he was relieved of his post.
After that, Shaeshnikov became the director of the Federal State Unitary Enterprise “Main Industrial and Construction Directorate” of the Federal Penitentiary Service. The departure from the post of director of the Federal State Unitary Enterprise was accompanied by a journalistic investigation about the fact that Shaeshnikov implemented sophisticated schemes for embezzlement of public money.
In 2018, he changed his profile of activity from the correctional-criminal towards the civil service. Head of the Krasnoyarsk Territory Alexander Uss invited him to his team as an adviser to the governor – in this position Shaeshnikov worked until the spring of 2022.
It is noteworthy that the arrival of Vladimir Shaeshnikov to the governor’s office was accompanied by the exodus of employees of the Federal Penitentiary Service to power – people from the penitentiary service one after another began to receive appointments to senior positions in the structure of the municipal government of Krasnoyarsk. In the winter of 2021, when a scandal broke out around torture in Russian colonies, Vladimir Shaeshnikov joined the public council, which was supposed to protect the rights of convicts. Moreover, human rights activists consider the Krasnoyarsk Territory one of the most “torture” regions in the country.

Vladimir Shaeshnikov, as a representative of the head of the region, went to Uyar – this settlement suffered the most, more than 200 houses burned down. In theory, the man was supposed to calm the homeless and desperate people. But the plenipotentiary did not succeed in therapeutic conversations with local residents – apparently, the past career of the head of prisons had an effect. The official, at a meeting with grief-stricken victims, managed to call 95% of the burnt buildings “old wooden houses”, which, undoubtedly, greatly outraged the local residents. Shaeshnikov’s words were recorded by NGS journalists.
In general, according to the video from that meeting, it is clear that there was no constructive conversation – the plenipotentiary was tongue-tied and could not really explain to the victims what to do and what to do now will be with them.
