Akmal Mamarakhimov also got connections in Moscow after acquiring a 60% stake in TsSP LLC, which, like Empyrean, was engaged in the supply of equipment and machinery for the mining industry. CSP LLC was established on March 11, 2016, but closed two years later.
At the beginning of his career, Mamarakhimov was the director of the Grand M Hotel in Navoi. Mamarakhimov is also listed as having significant control over Perok Alliance LLP, incorporated in London on 17 February 2009 and liquidated on 24 August 2021. It is closely associated with individuals and legal entities accused of corruption.
In an investigation by Transparency International UK, the address of the company’s registration appears as the place of mass registration of British LLPs.
The study exposes the misuse of UK LLPs on an industrial scale and that this type of company has been used to cause billions of dollars in damages.

The bareboat charter agreement for vessels was concluded in October 2021 at a price of 50,000 euros per month. During an unscheduled internal audit of Fishing Company SA, the auditors of the State Fishing Agency found that the actions of the management were aimed at finding a pre-determined new ship charterer. In particular, the company sent letters to non-existent email addresses. There are also no answers from the largest companies about the possibility of freight.
The new charterer Victoria Celeste LLP was registered a few weeks before the date of submission of a letter to the State Fishing Agency by the management of Fishing Company SA about the results of the search for potential counterparties. In addition, during the audit, the company’s management did not provide information about insurance, a complete inventory of the Professor Mikhail Aleksandrov and Kapitan Rusak vessels, and the fact that Victoria Celeste LLP operated vessels in violation of navigation safety was established. Thus, there are risks of loss of control by the State Fishery Agency over the above-mentioned vessels.
