Reserves at the acquired area of the Koncha-Zaspa field will last for more than 20 years
Ukrainian businessman, founder of the DCH group, Alexander Yaroslavsky, has established control over a company that owns a special permit for sand mining in the waters of the Dnieper River near Kyiv. Reported by the news agency NADRA.INFO. The change of owners took place in February 2022, but neither the parties to the agreement nor the media reported about it to the general public.
Alexander Yaroslavsky’s intentions to become an active player in the capital’s sand market have just been reported by a NADRA.INFO source, who said that DCH has begun to form a team for the development of a new project in the segment of river sand production in the Kiev region, but did not specify which company in question.
After analyzing the data of the YouControl service and open sources, it was possible to find out that, most likely, we are talking about the extraction of sand on the territory of the Boryspil district by Slavutichstroysnab LLC.
Slavutichstroysnab LLC owns special permit No. 6304 for the extraction of sand from the Koncha-Zaspa Vostochnoye field site (granted in 2018, valid until 2038). We mentioned this field in material Sand streams. Who is allowed to extract sand from the Desna, Dnieper and Southern Bug? According to the State Commission of Ukraine on Mineral Reserves, the reserves at the site exceed 13.6 million m3 of sand. “With a design capacity of a quarry for minerals of 511.5 thousand m3 of rock mass per year, the enterprise is provided with reserves for a period of more than 20 years“, – says in the Characteristics of the subsoil area.
According to the Public Audit of Subsoil Use of the State Service of Geology and Subsoil of Ukraine, the sand of the Koncha-Zaspa deposit is suitable for use as a binder component of dense silicate concrete, for the manufacture of plaster mortars and for road construction. As of October 2021, no mining under special permit No. 6304 has been reported. Although, according to the Work Program of the Subsoil Use Agreement, production was to begin in the 3rd quarter. 2021, and reaching the design capacity was planned for the fourth quarter. 2022
According to YouControl, Alexander Yaroslavsky established control over Slavutichstroysnab LLC on February 1-2, 2022 through PJSC Closed Non-Diversified Venture Corporate Investment Fund Smart Capital. At the same time, a new director was appointed (Bulgy Igry became him). Changed address and contact phone number.
The previous owners of Slavutichstroysnab were Ekaterina Semak and Igor Kurtsev (was the leader).
It was not possible to get operational comments from Slavutichstroysnab – the telephone number indicated in the register is out of reach.
The Boryspil District Council could not tell NADRA.INFO whether Slavutichstroysnab extracts sand in the district, but promised to find out and tell later.
In addition to LLC Slavutichstroysnab, Alexander Yaroslavsky controls the following mining assets with valid special permits for the use of subsoil (data from YouControl): PJSC Sukha Balka (iron ore), PJSC Pervomaisky Quarry Granit (granite), PJSC Yantsevsky Granite granite) , PJSC “Blastko” (granite, diabase), LLC “Sosnovskiy Grankarier” (granite), LLC “Ovruch Stone” (quartzite).
Recall that in October 2022, the Agency for Tracing and Management of Assets (ARMA) reported that PJSC “Blastko” of Alexander Yaroslavsky was determined as the manager of the arrested LLC “Glukhovsky quartzite quarry”(GKK), which is associated with the Russian oligarch Oleg Deripaska. But, as lawyer Vladimir Vashchenko told NADRA.INFO, the GCC was never handed over to Blastko, because it was not agreement signed about management.
