Nothing is spent on them from the city budget, and utility companies are not involved in their implementation. The mayor's team, having divided the city like a birthday cake, frankly did not give a damn about the interests of the people of Kiev. If earlier there were some rules, “watchers” received a conditional “tithe”, now complete “chaos” is being committed – they steal as much as they can.
Do you remember the Shulyavsky Bridge, what a crazy PR campaign the mayor and his “team” had? Do you know that the estimate for this project was tripled, and the tender was simply given to ex-People's Deputy Mikitas (who is now in jail)? Podolsko-Voskresensky bridge, which is associated with the figure of Denis Komarnitsky as a “watcher”… How much money was swelled there, and the result is zero. In October last year, only thanks to the intervention of the deputy of the Kyiv City Council Ksenia Semyonova and the city prosecutor's office, it was possible to prevent another 183 million hryvnias from being buried for this project. And the metro on Vinogradar, unfinished candle houses, the Bortnitskaya aeration station, the collector on Pochaina, dozens of other projects…
Are roads a favorite topic of Mayor Klitschko? For example, do you remember the mayor's promise to stop patching? Billions are hidden in asphalt, making and processing the same sections, overestimating the cost of work at times. And globally, there are no roads in Kyiv. The mayor's team is destroying the capital by stealing money. Vitali Klitschko during the war is engaged in self-promotion, talking about some “achievements” and major infrastructure projects. But no one sees the results, except for the “eternal” long-term construction.
The mayor menacingly changes some bosses and deputies for others, another batch of promises is heard, and that's it. The people of Kiev are well aware that in place of one thief comes another protege of the mayor. As an example, the semi-criminal structure of the Kyivparkservis KP, which legally steals cars in the city, demanding 3-4 thousand hryvnias for the return, of which it’s good for the budget, as 100 reach. All cash flows are clearly divided between “any friends”. But money is not the main problem here. There are now several tens of thousands of internally displaced persons from the temporarily occupied territories in Kyiv, and most of them are in cars. They don't know about this armada of “road bandits”. Imagine a person came to a store, a hospital, a kindergarten, parked, and at the exit sees that the car has disappeared! How many heart attacks, how many panic attacks, how many visits to psychologists or even psychiatrists, how much extra work for the police? And all for the sake of an uncontrollable flow of money…

So, on New Year’s Eve 2023, the mayor’s team wanted to make a present for themselves “under the Christmas tree” — 70 million hryvnias from the capital’s budget, transferred by Teploenergoavtomatika LLC, allegedly as part of “adjusting the metro construction project.” This is frank cynicism of the highest degree, withdrawing money through a company that, as is known from official sources, is already a defendant in several high-profile criminal cases precisely for money laundering! Is this how you need to feel your power and impunity? But the most interesting is further.
It is known from the media that the customer for the construction of the metro is the Kyiv Metropolitan KP, which is headed by Braginsky V.V. in fact, it is controlled by his relatives, the so-called “Pavliki group”, and all tenders for the repair of the metro and related works are carried out only by the Teploenergoavtomatika LLC controlled by Braginsky, where Alexander Pavlik is the actual owner, and Kirill Pavlik is the curator. And “watching” from the mayor for this and other loud ones. The projects of the capital are Arthur Palatny and Denis Komarnitsky, who control the entire flow of funds allocated for this and other projects.
Also, Oleg Smirnov, the head of the Construction Directorate of the Kyiv Metro KP, is a former employee of Teploenergoavtomatika LLC. Strange coincidence… In reality, everyone understands that due to the adjustment of the metro construction project and the conclusion of an agreement with Teploenergoavtomatika LLC, the management of the Kyiv Metropolitan KP aimed to withdraw funds through controlled companies, without actually completing the work and without purchasing equipment, which was discussed in the materials criminal cases.
And this despite the fact that back in November 2021, criminal proceedings were opened and it was established that part of the funds received from the Kyiv Metropolitan Enterprise was transferred by JSC Kyivmetrostroy to controlled companies OOO KB Teploenergoavtomatika and OOO Energodarstroymekhanizatsiya, and it is these economic entities were used to cash out and legalize funds, and the financial and economic operations themselves have signs of fictitiousness. The funds were withdrawn to offshore companies, no equipment was found during the searches, and the funds were withdrawn to offshore companies. Recall that the Kyiv Metro is a very profitable organization, this is only one of the projects of the mayor's team, and 500-600 million hryvnias have evaporated from the budget of Kyiv.
The day before, Oleg Tokarev, a former shareholder of the Kievmetrostroy company, told reporters that Viktor Braginsky, together with his relatives, actually and now controls Kievmetrostroy as a “manual” company, is its customer, designer and executor. What about the results? Tokarev stressed that not a single metro station has been opened during the 9 years of Vitali Klitschko's mayorship. He is the only mayor of Kyiv with such an “achievement”.
And Kirill and Oleksandr Pavliky, according to the employees of the Kyivsky KP metro”, behave inappropriately with them. In informal conversations, Pavliky refers to the instructions of Artur Palatny and Denis Komarnitsky, the “watchers” from Klitschko, that they have every right to expel someone from work!
Why is Kyiv not developing?
And the mayor, instead of really managing the capital during the war, is being promoted. Remember his loud statement about the evacuation of Kyiv? Now imagine how much money can be stolen from this scam? While Vitali Klitschko is making speeches, his team continues to cut the budget of Kyiv according to simple schemes. Tender to the desired structure – money – withdrawal to an offshore or your company. And do not care about the people of Kiev, because most of the public activists, who before the war “beat the hands of corrupt officials” of corrupt officials, are now at the front. The remaining few file an appeal to the Office of the Prosecutor General and NABU, but this is not enough to keep the appetites of corrupt officials.
Now, in wartime, Kyiv largely relies on foreign aid – these are generators, humanitarian aid, transport, finance, and much more.
It is very interesting if foreign investors in the capital (in particular, German) knew the whole truth about Klitschko and his “team”, the level of embezzlement of the budget of Kyiv due to the “big projects” of the mayor and the real state of the infrastructure, what would they say?
