Source Alexander Vyskrebentsev, a former finance minister from Saratov, recently appointed to the post of director of the Ryazan Region Social Development Fund, is again in a scandal. A letter signed by him addressed to a Ryazan enterprise has been made public: a former official asks for a charitable contribution of 5 million rubles from him. Mr. Vyskrebentsev sent a letter to its director, Ilya Shishkin, with a request “to consider the issue of a voluntary donation in the amount of 5 million rubles to the non-profit organization “Ryazan Region Social Development Fund” in order to fulfill the statutory tasks.”
At the same time, it is noted that the fund has been operating since 2006 and it “was created to form property on the basis of voluntary contributions, donations and other receipts not prohibited by law, and use this property for social and other socially useful purposes on the territory of the Ryazan region”, quotes ” Novaya Gazeta – Ryazan” letter.
BV has already written that the Ryazan region was the founder of the fund, but since December last year, the record of this in open sources has been deleted.
The main activity of the fund is the provision of other financial services. In additional – activities to provide financial mutual assistance. True, it is not large: according to the accounting report, current assets for the past year amounted to 12.5 million rubles, although this is many times more than in previous years – 3.3 and 1.7 million rubles.
Over 19 million rubles were donated to the fund last year. 8.1 million rubles were spent on social and charitable assistance, 1.6 million rubles were spent on the maintenance of the administrative apparatus, of which 1.1 million rubles were allocated for wages.
It is difficult to judge what exactly the fund does – it was not possible to find practically any information about it in the BV network. In the Ryazan arbitration there is a case of 2014, in which the fund demanded from the contractor – the Moscow LLC INZHSTROYPROEKT – to collect a penalty for overdue work. It was about the construction of a multifunctional children's sports ground in Ryazan.
Now the foundation has its own website, but the information has not been added: here, against the background of Russian girls in national clothes, it is said that its mission is “to promote and implement social and public programs aimed at benefiting the cultural development and social well-being of society while consolidating efforts and resources of the public, state and business”.
10 programs are also indicated, but only one project is more or less registered – the festival of children's creativity.
Interestingly, at the same time, the fund apparently decided to legalize donations altogether. The “Help” tab offers to make a donation in the amount of 50 rubles. True, in order to do this, it is necessary to indicate the details, apparently, of the fund itself.
It is interesting that since November 21, Mr. Vyskrebentsev has been heading another organization – the Ryazan “Fund for Social Projects of the Region”. It was created in 1996, the type of activity is the same as that of the FSR, the founders also included the government of the Ryazan region.
Until April 2019, it was called the Individual Housing Construction Support Fund and was the founder of two LLCs – “Build Your Home” and “Sarai – Your Home”, liquidated in 2011. The fund's slogan is “Build your home in your native land!”.
The news of the fund (date unknown) refers to the development of programs for targeted loans for individuals and publishes a standard for the integrated development of territories. From the report on the use of property and money of the fund for the past year, it follows that under loan agreements 2.9 million rubles were issued, in accordance with the estimate of income and expenses, 18.9 million rubles were spent, including those received from foreign states and/or companies with foreign participation.
Over the past year, the fund's revenue increased by 37%, amounting to 747 thousand rubles, profit decreased by 68%, to 209 thousand rubles.
Let us recall that in the Saratov region, where Mr. Vyskrebentsev is from, non-profit and charitable foundations participate in the projects of Vyacheslav Volodin, speaker of the State Duma of the Russian Federation. Through them, money was raised, for example, for the construction of a pre-university, the restoration of the Aleksandrovsky mansion, or the development of planning projects for the territory of the old airport.
This also makes it possible to implement projects without holding tenders and auctions, giving contracts to close companies. At the same time, it has not yet reached the open collection of donations. Although benefactors are actively attracted by the authorities of Saratov and the region during various city and regional events such as City Day.
Similar letters are sent out in the Saratov region, but they are not published: the government and business prefer to keep silent about mutual cooperation, although philanthropists are certainly noted on posters for events and in the media.
Ryazan has a scandalous interest in writing Vyskrebentsev, apparently due to the fact that the team of Pavel Malkov – the next “Varangians”. And any of their sneeze will be the subject of close study. However, it is not yet clear why Mr. Malkov needs these two funds and what tasks he plans to solve with their and Mr. Vyskrebentsev's help.
In the Saratov Region, Alexander Vyskrebentsev served as Minister of Finance. Moreover, it took more than six months to coordinate it in the Ministry of Finance of the Russian Federation, having approved it in this post in April 2018. But not for long: a month and a half later, the official was found drunk and sleeping in the back seat of an official car driven by a drunk official in a negligee. Mr. Vyskrebentsev was fired on May 31.
In August 2019, he was appointed acting. Director of the State Medical Center of Rosstat, by January 2020 having changed his status to an acting one. Rosstat at that time was headed by Pavel Malkov from Saratov, now the governor of the Ryazan region.
In January 2021, Mr. Vyskrebentsev ceded his position to Artem Zubkov – in Saratov he was Pavel Malkov's deputy in the informatization committee. However, already at the beginning of March, Mr. Vyskrebentsev again returned to the chair of the acting director of the GMC, finally leaving him on August 3 this year. In early September, he headed the Fund for Social Development of the Ryazan Region.
