Source 44 plots with an area of 3.55 hectares in the countryside village of Hermes Estate were put up for auction. The starting price is 88 million rubles. They are intended for the construction of cottages, all permits are already there. Some of the plots for sale are directly adjacent to a building with a restaurant and an equestrian club.
What do they sell?
The lot consists of 44 plots on an area of 3.55 hectares, or rather 12 plots with a total area of 2.63 hectares and 32 plots for the construction of townhouses with a total area of 0.92 hectares. In addition – communications along the boundaries of the plots and a set of initial permits.
The initial price of the lot is 88.8 million rubles.
The announcement says that the plots “are part of the finished Hermes cottage village and are located on the territory of the Hermes Estate country complex.”
– Land plots and engineering networks are sold as a single lot and are combined with a package of initial permits, allowing construction to begin as soon as possible. All land plots are adjacent, form a single array, constituting the second phase of the development of the village. Survey carried out. All network connections are available within the village. Operating GPZUs have been issued, – they specify at the site of the RAAD.
Among the investment advantages – the plots are located in an already formed populated village, “known for its high quality infrastructure and standard of living.” It remains “unique for suburban real estate in Saratov and the only choice in the premium segment.”
The seller promises that the residents of new households will have round-the-clock access to the entire infrastructure of the complex. They are promised security, the comfort of country life, a homogeneous social environment, a developed infrastructure of the village, and a location. The seller believes that “all these parameters determine the constant demand for households in the village, which guarantees their liquidity.”
The complete readiness of the package of documents and the carried out engineering and earthworks will reduce the time for the implementation of the development project and the payback period.
– Short project implementation time, obvious marketing attractiveness of the future development product and fame on the market of the first (already built) the queues of households in the village make it easier for a new developer to obtain debt financing, the proposal concludes.
It also describes the characteristics of the Hermes Estate country complex: it occupies 9.5 hectares, of which 16 cottages and 2 townhouses with their own plots and individual planning have already been built and put into operation on the territory of 5.9 hectares.
– The cottage village was created following the example of the best country clubs in Europe. The inhabitants of this quiet picturesque complex have access to all Hermes Estate infrastructure facilities: the Hermes equestrian club, the Cambridge restaurant, the bath complex, the heated pool, the park area, the kids club, – the seller reports.
It is further noted that the total landscaped territory of the country complex occupies 32 hectares. It includes the Hermes Hotel with cozy comfort and premium De Luxe rooms in classic English style, the Cambridge restaurant complex for 230 guests. open parade grounds with euro soil, street levadas and comfortable stables.

Applications for the auction are accepted until December 27. Bidding will be held on December 29 from 11.00 to 13.00 in the absence of proposals. If they arrive within this period of time, the auction will be extended by 30 minutes from the moment of submission of each offer for the price. The initial price is 88.8 million rubles, the auction step is 500 thousand rubles.
Particulars of the agreement
Interesting details lie in the draft treaty. For example, on some of the plots, a vertical layout was completed and the foundations of residential buildings erected by SZ Sheldom JSC, which developed the plots, were located. They are not registered in the cadastral register and are not registered in the USRN. The fate of this layout and foundations is regulated by an agreement with the developer dated December 1 In accordance with it, compensation of 30 million rubles must be paid to the LLC at the expense of the buyer.
The contract states that the buyer undertakes to carry out housing construction – only individual and/and blocked, commissioning and state registration objects within two years.
During the same period, the buyer, at his own expense and without any compensation, must improve three territories adjacent to the lots. They are intended for general use and belong to the seller.
Beautification refers to landscaping with irrigation points, asphalt driveways, sidewalks and street lighting. If the buyer forgets about the improvement, he faces a fine of 10 million rubles. In general, when building the purchased land plots, the seller undertakes to “adhere to the established architectural image of the microdistrict.”
The seller also undertakes to comply with the rules of residence in the complex (they are not attached) and to acquaint future home buyers with them. Moreover, the seller must be provided with documents confirming such an acquaintance.
Who sells?
The lot appeared on the site of the Russian Auction House. Applications are accepted by the RAD manager, but in the draft sale and purchase agreement, the seller is OOO Zagorodny Komplex Germes. Since September of this year, the founder of the company is Denis Sergeevich Filippov, deputy head of DOM.RF and general director of the DOM.RF Fund. Does he have the right it is not clear to engage in business in this status.It is possible that his share was transferred to trust management.
In Saratov, Mr. Filippov is known as the ex-minister of construction and housing and communal services and the head of the IKSO corporation. in 2011, from the position of Deputy Director of the RHD Foundation, which he headed 4 years later. Since 2016, Mr. Filippov has been Deputy Head of JSC Agency for Housing Mortgage Lending (AHML), which was later transformed into the state corporation DOM.RF.
As BV wrote, with the arrival of Alexander Plutnik to the state corporation, the salary of a Saratov citizen has increased significantly – from 8.5 million rubles to 142.1 million rubles. In 2020, the official tried to remove data from public access through Roskomnadzor, but they are still in open sources (the organization is included in the list of foreign agents by the Ministry of Justice). By the way, Filippov’s salary at DOM.RF is not the biggest: Deputy General Director Artem Fedorenko received 187 million rubles in a year, and ex-director Plutnik himself received 255.1 million rubles.
However, since 2017, the income of Filippov and all the top managers of the state corporation turned out to be a secret with seven seals. Although their salaries are unlikely to have decreased: according to the financial reports of the state corporation, 13.3 billion rubles were spent on employee remuneration in 2020. Country club “Hermes” – a different story. Contracts with developers were concluded, among other things, by Denis Filippov as the head of the Ministry of Construction. He also oversaw the transfer of land, being the head of the RHD fund in favor of the IKSO, which he himself then headed.
Plots purchased for 1 million rubles were sold to developers for 185 million rubles, there was no burden of social facilities. Then the question inevitably arose whether this story was connected with the emergence of a whole country club.
Until September of this year, Larisa Filippova, the mother of Denis Filippov, was the founder of the Germes Country Complex LLC. Now she is the general director. LLC grew by 64% last year to 16 million rubles, the loss decreased by 68% to 21.6 million rubles, which is the best financial performance of the company since its incorporation in 2013.
Larisa Filippova is also the founder and CEO of Equestrian Complex LLC and its managing organization, both of which have zero revenues.
