“Where does Manturov get so much money?” – this phrase is one of the first Google issues when trying to find out the income of the head of the Ministry of Industry and Trade. Indeed, Denis Manturov’s earnings look grandiose even against the background of other high-ranking Russian officials. For the past three years, he has held the record for the highest income in the government. In 2021, Manturov earned almost 705 million rubles, in 2020 – 740 million, and in 2019 – 586 million.
But really, where does he get so much money from? Manturov himself, in an interview with RBC two years ago, explained that he “definitely had nothing to hide”: before joining the civil service, he worked in the real sector for 20 years, and therefore “there was an opportunity to earn money.” Funds from those incomes are placed on deposits and earn interest. The same applies to assets that are “remained from the former life.”
“Basically, these assets are not a secret to anyone – either they are the hotel business, or they are assets in real estate that bring passive income, this does not require any participation,” Manturov said, noting that they were transferred to the management company
True, it is strange that deposits and assets began to rise sharply just a few years ago. So, from 2012 to 2016, he earned from 103 to 129 million rubles. But then the numbers start to rise. In 2017, Manturov already declared 213 million rubles, and in 2018 – even 443 million. There are no explanations for this.
Perhaps Manturov receives a large salary. But the effectiveness of the Ministry of Industry and Trade is a big question. So, it is this department that is responsible for the development of aviation technology. The Sobesednik, on the other hand, has repeatedly told about the critical state of the Russian aviation industry after the imposition of sanctions. Civil aviation is heavily dependent on foreign components and chips, and therefore aircraft have already begun to be dismantled for parts in order to provide other aircraft with parts.
Things are bad with the automotive industry. Experts predict a serious decline in the industry due to the lack of all the same Western components (which Sobesednik also wrote about more than once). Demand for cars is falling. And employees of the enterprises remain without work. Thus, in early September AvtoVAZ laid off 2,000 people at a plant in Izhevsk.
According to a poll by the Romir Center, Russians do not consider Manturov’s agency effective: it occupies only tenth place in the rating of citizens’ trust. But all these problems do not affect the financial position of the minister. And his family.
Got money, hold on
Denis Manturov is one of the largest landlords in the Russian government. The head of the Ministry of Industry and Trade has a palace with an area of 3,000 square meters, located in the very center of the resort of Gelendzhik. There is also his wife’s house with an area of 814.1 sq. m. Several years ago, “Interlocutor” found out that Manturov and his father acquired land in the elite Pirogovo yacht-golf club near Moscow – on the shores of the Quiet Bay of the Klyazma reservoir. But in September last year, 1.1 hectares of land, two guest houses (1224 and 496 sq. m), two outbuildings were acquired by Roman Abramovich.
And the official is the owner of a giant apartment of 480 square meters in Bolshoy Tishinsky Lane in Moscow. Based on current prices, it can cost more than half a billion rubles.

Both sites, judging by the map of Rosreestr, are used “for the repair of boats, the construction of boathouses, and the organization of tourism.” And they also have an unusual category: “lands of industry, energy, transport, communications, broadcasting, television, computer science, lands for space activities, lands of defense, security and lands of other special purposes.”
Only lazy people do not talk about the defense and security of Russia now. Perhaps the children of the minister are engaged in the protection and protection of state borders?
