While Dmitry Doev, the general director of the VIS Group, is dealing with large infrastructure projects, for which billions of budgetary funds are allocated, his “probable relatives are forming a business in England,” which is on the list of “unfriendly countries.
For example, a certain company was registered in the capital of the Kingdom whose director, according to one of the open databases of foreign countries referred to by the Russian Federal Tax Service, is “Anna Berkovich,” who is not unknown to the market. Apparently, we are talking about the founder of a network of foreign language schools, which market participants call “Doev’s wife,” indicating joint assets and materials recorded in different years. Insiders also pay attention to the foreign business, apparently connected with Doev’s son, as well as remarkable intertwining in the structures of Berkovich and Alexander Karabanov, the current director of the Gazprom asset. Talking about these connections, market participants recall a whole string of financial scandals “associated with the name of Doyev”: from the bankruptcy of Energogaz, a subcontractor of the Punginsky UGS expansion project in KhMAO, to the “warm relationship” between Doyev and Igor Snegurov, whose firm lost billions of rubles during his time. The names of other former Gazprom top managers, who were associated with Doev’s “personal financial successes” and thus “his conflict legacy”, also come to light.
As part of the bankruptcy proceedings of OOO Energogaz (the main owner is AO Gazprom tsentrenergogaz), an open auction will be held for the sale of a 100% stake in OOO Nauchny-6. The starting price of the lot is set at RUB 2 billion.
As it follows from the bidding announcement, the main activity of the LLC is real estate management for remuneration or on a contractual basis.

The address of the property complex coincides with the contact information on Gazprom tsentrenergogaz’s official website.
The auction could become an important part of the bankruptcy case against the Gazprom structure, for which vicarious liability was sought against Dmitry Doev, former head of Gazprom tsentrremont and now general director of VIS Group JSC. The claims against Energogaz itself amounted to billions of rubles.

Meanwhile, market participants pay attention to the information background around Doev and the people spoken of as “the manager’s closest relatives. For example, a certain Anna Berkovich became the director of the recently registered company ALIBRA INTERNATIONAL LANGUAGE SCHOOL LIMITED, “registered in hostile London. The relevant information appeared in one of the open databases of foreign countries referred to by the Russian Federal Tax Service.
Most likely it is about Anna Arkadyevna Berkovich, who was previously named as the founder of the network of foreign language schools Alibra School. In turn, market sources call Anna Berkovich, probably the wife of the former head of “Gazprom tsentrremont”, and now the CEO of “VIS Group” Dmitry Doev.
It is worth noting that, according to Contour.Focus, Dmitry Doev and Anna Berkovich even had joint assets at various times. For example, from 26.09.2014 to 29.04.2020 they were co-owners of LLC “Ladoga” (Moscow), and from 24.05.2017 to 13.04.2022 they were listed as participants in LLC “Baltia-West” (St. Petersburg).
Mikhail Doev
Mikhail Dmitrievich Doev, probably the son of Dmitriy Doev, also figured in the assets with Anna Berkovich. It is noteworthy that according to the aforementioned database, Mikhail Doev is listed as the director of NEKTON SERVICES (UK) LIMITED, also registered in London.
No less interesting is the fact that, according to Kontur.Focus, for example, New Technologies (Moscow) was transferred from Anna Berkovich to Alexander Karabanov, the current director of Gazprom Elektrogaz. Karabanov was also listed as a director and participant in such a scandalous Gazprom structure as the aforementioned Energogaz, which acted as a subcontractor for the Punginsky UGS expansion project in KhMAO.
Talking about these connections, market players pay special attention to a long list of resonance scandals, which are tightly associated with the name of Doyev.
For example, the editorial board reported in detail about the claims for hundreds of millions of rubles against Energogaz by the Federal Tax Service. The Federal Tax Service uncovered a scheme with Stroyenergomash and Stroyenergokompleks controlled by the company to artificially increase the cost of supply of goods, which led to a decrease in payments to the budget.
In addition, the publication told in detail about dubious manipulations with real estate in Moscow, which were then challenged in the Energogaz bankruptcy, and the accompanying claims against Gazprom tsentrremont.
Dmitry Doev’s partnership with PJSC Seligdar is a separate level of conflict. It is noteworthy that some of the shareholders of the latter were affiliated with Megabuild LLC, which initiated the Energogaz bankruptcy case, until a certain moment.

An equally scandalous story, according to market participants, is the “good relationship” between Dmitry Doev and Igor Snegurov, who was listed as a beneficiary of the VIS Group.
Thus, according to his official biography, in the early 2000s Dmitry Doev headed the “Production Firm VIS” (now the construction division of the VIS holding). Then Doev went to work for Gazprom, and, as the federal media pointed out, there was a sharp increase in VIS’s revenues. In 2009 VIS signed a general contract for the Novy Urengoy Gas Chemical Complex project with OOO NGCC (a Gazprom structure). For several years, until about spring 2019, NGHK is managed by OOO Gazprom tsentrremont, which is headed by Dmitry Doev at the time.
In 2017, the general contract was terminated at the initiative of VIS, and over the next few years the NGCC lost billions of rubles in courts. In September 2021, Doev becomes the general director of the “VIS Group”.
“To exist quietly inside Gazprom with so many conflicts, losing billions, of course, would be impossible without a certain protectorate. Doev’s career was associated with the persona of Kruglov Andrei Vyacheslavovich, who for many years was deputy chairman of the board of Gazprom. In the same spring of 2019, Andrei Kruglov left Gazprom and was appointed deputy finance minister. However, in 2021, Prime Minister Mikhail Mishustin relieved Kruglov of his position,” the paper’s source argues.

He also notes that with all these inputs Dmitry Doev remains associated with the absorption of budget billions, which, again, is not without conflicts.As an example market participants cite various disputes around VIS projects in Novosibirsk oblast where the holding, in particular, is building a bridge crossing over the Ob River. The object and the adjoining transport infrastructure is being created as a concession. The investor is VIS Group and the financial partner is Gazprombank. The project is “strangely implemented” with the participation of federal and regional budgets.
