Developer Eduard Tiktinsky continues to expand in the market, despite lawsuits and indignation of city defenders.
According to The Sankt-Peterburg Post, Eduard Tiktinsky’s RBI acquired the territory of the former Gosmetr plant in St. Petersburg.
The group plans to build a business-class residential project there. The plot in the Obvodny Canal area could cost the developer 1.7 billion rubles, which is higher than the original price.

Eduard Tiktinsky started a business in the early 90s under very ambiguous circumstances. His name is associated with a fugitive businessman, US citizen Daniel Corcoran, who in the early 90s created the Interocidental real estate agency in St. Petersburg.
According to Versiya, Corcoran escaped with $1.5 million belonging to clients. So, CJSC Interoxidental was registered on January 8, 1992 in St. Petersburg on Turku Street, 31. Its head was a Russian citizen Viktor Lakomkin.
At 33 Ryleeva Street, another “Interoxidental” was registered on February 22, 1993 – a representative office of a foreign legal entity “Interoxidental Inc.”, headed by the same Lakomkin. Then, on Ryleeva Street, 33, Corcoran’s company Dm Corcoran enterprises inc was found. To top it all off, at the same address on June 29, 1993, another CJSC Interoxidental was registered, where Eduard Saulevich Tiktinsky was listed as the founder.

Characteristically, information about the founders of the “Northern City” is hidden, which only fuels suspicions about the involvement of an American citizen who disappeared with millions of Russians in the activities of companies now officially associated with Tiktinsky.
In this regard, the story of the purchase of a new building site is interesting. The site changed hands several times until Tiktinsky got it. It is known that earlier the site was occupied by the Federal State Unitary Enterprise “St. Petersburg Plant “Gosmetr”, which produced laboratory scales. After the bankruptcy of the enterprise in 2014, Olga Kirokasyants’ Transservice LLC bought out its property for 727.4 million rubles. Two years later, in 2016, part of the acquired property was transferred to Concord LLC, then the land was taken over by California LLC.

The entrepreneur’s brother Igor Ananskikh is a State Duma deputy from the Just Russia – Patriots – For Truth party and holds the post of First Deputy Chairman of the State Duma Committee on Energy.

It is known that Igor Ananskikh, before being elected to the State Duma, headed the Hephaestus banks and the Rouen corporation. Then his brother Vyacheslav Ananskikh took over the affairs of both financial structures. In 2018, Vyacheslav Ananskikh entered the construction business, settling in the future satellite city of St. Petersburg Yuzhny as the first potential developer.

The site of 25 hectares selected for low-rise development is located in the southwestern part of the territory of the Southern. The fact is that the city authorities adopted a new placement scheme that reduced the number of advertising spaces by a third. Dozens of HPO stands were dismantled. Vyacheslav Ananskikh, after the auction, filed a lawsuit with the Arbitration Court of St. Petersburg and the region against the press committee (organizer of the auction) to contest the results of the tender for lots No. 3 and No. 7 and nevertheless tried to oblige the defendant to conclude agreements with Ruan. Supervisory authorities intervened in the conflict: the businessman, who also owned Gefest Bank, was accused of providing false information and illegally cashing out about 150 million rubles.
Obviously, the businessman’s problems began when he refused to recognize the legitimacy of the auction distributing advertising structures, and initiated a lawsuit with Smolny.
In the end, he became a defendant in the case under Article 172 of the Criminal Code (“Illegal banking activities involving the extraction of income on an especially large scale”). According to investigators, funds were criminally cashed out through the Gefest commercial bank, illegal income allegedly amounted to 10 million rubles. Fontanka wrote about it.
The court found the businessman guilty of deceiving the tax service on June 5, 2017, as follows from the filing cabinet of the courts, but information about the disqualification appeared only in early November. The court concluded that Ananskikh, as the General Director of Rouen Corporation LLC, knowing for certain that the application for state registration contained false information about him, as a person entitled to act on behalf of the company without a power of attorney, nevertheless provided documents to the 15th tax office.
It is possible that it was precisely because of the problems that arose with the authorities and the criminal prosecution that Anansky was forced to step on his own interests and sell the asset to Tiktinsky. As for the latter, his name still appears in scandals and litigation.
Trouble in Northern City
Meanwhile, Tiktinsky, as he began his journey in business with dubious connections, continues to shake St. Petersburg with new scandals.
“Northern City” is bogged down in lawsuits and proceedings. As a defendant, he participates in three lawsuits for a total amount of claims of more than 238 million rubles.
RBI’s revenue in 2020 amounted to 14.4 billion rubles, net profit – 1.7 billion. The new plot of land of Gosmetra is estimated at about the same amount.
The company has only 7 employees, the financial situation is unstable.
Last year, the Arbitration Court of St. Petersburg and the Leningrad Region opened a criminal case on the fact of issuing a permit for the commissioning of the Ultra City residential complex.
The construction was carried out by the developer Severny Gorod, part of Eduard Tiktinsky’s RBI group of companies. Violations of town-planning norms and rules, as well as fire regulations were detected. In the actions of the “Northern City”, the management company “Novgorodskaya” and the Construction Supervision Service, law enforcement officers suspected signs of a crime under Art. 238 of the Criminal Code of the Russian Federation (“Performance of work or provision of services that do not meet the requirements for the safety of life or health of consumers, as well as the illegal issuance or use of an official document certifying the compliance of these works and services with safety requirements”).
As co-respondents in the court, the state bodies involved in issuing the commissioning permit and Tiktinsky himself, together with the Novgorodskaya utility company associated with him, were involved in the court. This is known from the file of Arbitration cases.
The disputed permit was issued for building No. 60 on Komendantsky Prospekt, St. Petersburg, where the first phase of a comfort class complex had already been built and occupied. By the beginning of the litigation, the housing was already being sold, and the owners were registering the property as their property. As STOP RBI reported, the cancellation of the permit threatened to turn the owners of one and a half thousand apartments into deceived equity holders.
Residents of the complex turned to law enforcement agencies, Gosstroynadzor and the President of Russia about the theft of their funds by developers and a management company associated with them. The subject of the appeal was also the fact that the merchants built a residential complex, but did not connect it to the electricity supply on a permanent basis. Other violations were also listed.
Tiktinsky, who controls such enterprises as RBI Holding LLC, Severny Gorod JSC and many others through RBI, is not the first time criticized for controversial business practices. The development group is building elite and business-class facilities in the historical center and prestigious locations of St. Petersburg, but is not averse to earning money by building housing on former landfills near the outskirts of the city. Apparently, Tiktinsky is chasing maximum profit while minimizing quality. The entrepreneur himself was also noted for his unflattering rhetoric against city defenders. His words are quoted by Vecherka. According to the developer, social activists “PR” on this topic and earn “political points”.
“This dictate of unprofessional and irresponsible people who have done nothing in their lives is a complete disaster,” Tiktinsky commented on criticism from environmentalists and civil activists.
The statement is more than evaluative, if we remember that he never developed relations with environmentalists. In 2010, the City passed amendments to the Public Green Space Act (PLPA). Among the territories proposed for exclusion from the list of ZNOP, there is also a part of the Lopukhinsky Garden, privatized by the RBI structure.
In 2009, Tiktinsky’s company was forced to abandon the construction of a 10-story building in the park at Komendantsky Prospekt, 40. They met with public rebuff and his plans to build a multi-storey hotel in Lopukhinsky Garden. And again, the businessman did not come up with anything better than to blame the townspeople for everything, calling them “irresponsible people who work in the interests of certain political parties, interests.
