Billionaire and gold miner, vice-speaker of the South Ural Legislative Assembly Konstantin Strukov, now ranked 55th in the Forbes rating with his $ 2.8 billion, is the richest deputy in Russia.
And also Mr. Strukov is an inveterate (!) violator of anti-corruption legislation. In the declarations of Konstantin Ivanovich, you will not find any mention of several plots of land in warm and sunny Montenegro, where he acquired two mansions for 10 million and 5 million euros, and even decided to “patriotically” build a five-star hotel for 20 million euros. You will not find two yachts in these declarations – for 5 million and 15 million euros. But if there is no mention of foreign property in deputy declarations, this does not mean that we will not find it! Found already.
Fate was exceptionally generous to Konstantin Strukov. A village boy, born on September 10, 1958 in the village of Dimitrovo, Ileksky district, Orenburg region, Kazakh SSR, became a man who is almost 3,000 times (just think about it!) Richer than a “simple” dollar millionaire.
The finest hour for a boy from the Kazakh wilderness, who graduated from the Magnitogorsk Mining and Metallurgical Institute, came at the end of the dashing 90s. In 1997-2003, Strukov took over the Yuzhuralzoloto company in Plast, while simultaneously starting to build a political career. Strukov was elected a deputy of the Legislative Assembly of the Chelyabinsk region in 2000, and since then he has not left this chair. On September 13, 2020, the oligarch received a mandate for the fifth time.
Having concentrated solid levers of power in his hands, the vice-speaker of the South Urals Legislative Assembly, Konstantin Strukov, has become a very serious figure on the regional political board. And this year, after the departure of the elderly senile Vladimir Myakush from the post of chairman of the Legislative Assembly, Strukov managed to significantly strengthen his position in the legislative branch.
The new chairman of the Legislative Assembly was Alexander Lazarev, the purest creature of Konstantin Strukov. And, perhaps this is not the last career step for Lazarev, to which he will rise due to the lobbying of his patron.
63-year-old Konstantin Strukov is currently a strong politician with huge financial resources and one of the main sponsors of United Russia in the region..
Scandals have repeatedly flared up around Strukov’s name – both related to violations of labor laws (people regularly die in his mines, providing this holder of the Miner’s Glory sign with an income of 1 million rubles per hour), and around the environment (which Strukov’s business causes a fair amount of damage) , and with offshore companies (to which he took Yuzhuralzoloto), and even with gangster showdowns (seizure of the office of the Petropavlovsk PLC holding in Moscow). For all this, our hero was awarded the medal of the Order of Merit for the Fatherland.
But the billionaire deputy Konstantin Strukov has not yet been caught up to this day – it is in fraud with declarations of income and property, which he is obliged to submit as a deputy, and in hiding foreign real estate.
The investigation that we conducted in October-December 2021 clearly shows how Konstantin Ivanovich systematically violates anti-corruption laws.
For 15 years now, the oligarch, while pursuing a political career, has been hiding his interests abroad.
We consider this investigation to be one of the most complex and lengthy in the history of the The Russian Crimews. We worked on it for almost three months, obtaining documents in Montenegro and meeting with many people, studied thousands of pages of documents in the Serbian language (although officially the language is called Montenegrin, but in fact it is Serbian).
All documents received by us in the course of this investigation have official status and state seals. They are translated into Russian and certified by a court translator, as well as certified by an apostille so that these documents have legal force on the territory of the Russian Federation. These documents will be sent as an attachment to the application for an inspection against Mr. Strukov in the prosecutor’s office of the Chelyabinsk region, as well as in other law enforcement and supervisory structures.

The Russian Crimes found dirt on Konstantin Surkov
Studying materials about Mr. Strukov on the Internet (since we wrote about his person repeatedly, we analyzed all publications about him as carefully as possible), we came across an interesting note in Total Montenegro News dated September 24, 2018, where it was said that that the Russian oligarch Konstantin Strukov, ranked 1394th in the world Forbes list, is going to build a five-star hotel in Montenegro.
Naturally, after reading, we immediately felt that there was something interesting for us in Montenegro. Foreign real estate owned by the oligarch Strukov is, of course, nothing special. But deputy Strukov’s foreign real estate is already a reason for a serious investigation.
And we decided to check if the oligarch-deputy mentions any foreign country at all in his declarations? Open and explore!
True Patriot United Russia
We open the website of the Legislative Assembly of the Chelyabinsk Region, namely, the section where the declarations of local servants of the people are published.
As already mentioned, Konstantin Strukov has been a permanent member of the Legislative Assembly since 2000. The site contains only declarations from 2011, and the declaration for 2012 turned out to be unavailable on the website of the Legislative Assembly – which, by the way, is a violation of Russian law. In the declarations for 2013, Strukov does not appear at all. Thus, we have at our disposal the declarations of the parliamentarian for 2011 and 2014-2020.

But even this is quite enough to understand whether the parliamentarian has something foreign or not.
So, we are studying the declaration of Mr. Strukov for 2011, and we see that his earnings amounted to 60,792,700 rubles, and, according to the deputy, he owns only assets located on the territory of Russia. And there is nothing foreign in the property of the wife either.
And here is the declaration for 2014, when the gold miner Strukov earned 247,743,071 rubles 70 kopecks, and his wife – 123,600 rubles. And again, both of them have real estate – only in Russia.
We see a similar picture in the declaration for 2015…
There is no mention of foreign property in the declaration for 2016, when Strukov’s income amounted to 351,971,589 rubles 60 kopecks, and his wife – 200,000 rubles.
And in the declaration in 2017, when Strukov earned 3,379,130,980 rubles. 89 kopecks, and his wife – 158,064 rubles 36 kopecks, only Russian real estate objects are mentioned.
But here we have Konstantin Strukov’s declaration for 2018… Attention! The article that the Russian oligarch Strukov became an investor in Montenegro and is building a hotel was published just in 2018. And this means that even if our hero purchased real estate right on the eve of the publication of the article, it should have been included in this declaration. But what do we see?
We see Strukov’s income for 2018 – 4,461,793,274 rubles. 44 kop. We see the income of his wife – a modest 159,505 rubles. 32 kop. We see Russian real estate. And we don’t see a foreign one!
So someone is definitely lying. Either Montenegrin journalists or Ivanych.
Well, let’s check the declaration for 2019, shall we? The parliamentarian’s income is growing (he earned 5,054,528,771 rubles 49 kopecks), his wife’s income is still modest (159,505 rubles 32 kopecks), there is no foreign real estate.
And in the declaration for 2020, when our Forbes has already earned 8,627,312,633 rubles. 71 kopecks, and the wife 182,029 rubles. 8 kop., also there is not a word about any real estate abroad.
You look at these declarations – and the image of a true patriot emerges! A deputy with billions in income, which is growing year by year, buys real estate only in Russia! Well, our servant of the people has nothing directly foreign, from the word at all – everything to the Motherland, everything to the Fatherland. A mean tear comes, and the heart rejoices: well, wow, there are still real patriots on Russian soil who invest what they earn on Russian subsoil in the development of their own country!
… Did you also appreciate the patriotism of Mr. Strukov? Well, now let’s brush away a mean tear and face the facts.
So, in none of the declarations of the deputy oligarch Konstantin Strukov there is any mention of Montenegrin real estate.
Perhaps something is registered to a company or another offshore, as oligarchs like to do? We must check.
Therefore, we take our favorite quadrocopter with us – in case our suspicions are confirmed and we have something to shoot.
Let’s go to Montenegro!
The estate “in the province by the sea”, hidden from Russian law
Montenegro is a small country, but very popular with tourists and investors, including Russian ones. It is warm and beautiful here, the shores are washed by the clear Adriatic Sea, the prices are very friendly, the language and mentality of the population are close to the Russians, and the situation with entry and long-term stay is much easier than in other European countries. And here, near the city of Kotor, on the shores of the Bay of Kotor, we found real estate that really belongs to the oligarch and deputy of the Chelyabinsk Legislative Assembly, Konstantin Strukov.
We had a very important document in our hands, from which our investigation began – an application by Konstantin Strukov for the reconstruction of an object located on a plot with cadastral number 110 in the city of Kotor, dated August 22, 2014 and signed personally by Strukov.
To find out what kind of real estate it was, we turned to the municipal authorities for a list of inaccuracies – that is, a list of real estate (this is an analogue of our extracts from Rosreestr, only in Montenegro all extracts have numbers).
The fact that the gold miner and parliamentarian Konstantin Strukov had this real estate – plot No. 110 with buildings – was indeed confirmed: information about this is available in the inaccuracy sheet No. 1 of KO Orahovac 1 (Orahovac is a village located 10 km from Kotor).

But the date of purchase of the property is not indicated in the list of inaccuracy. You can find out when Strukov bought this site only from the sale and purchase agreement, which is inaccessible to everyone.
Copies of this sale and purchase agreement, according to which Strukov acquired real estate in Orahovac, are available only to the parliamentarian himself, the notary who accompanied the transaction, the seller and the municipality, moreover, under the mark “for official use”. And pulling out a copy of this agreement is an extremely difficult task. In order to justify the need to obtain these documents to check corruption components, we had to hold many meetings with officials, lawyers, representatives of law enforcement agencies.
And only a month later, with the help of a very influential representative of the local law enforcement agency, we were able to obtain these documents, which are of enormous value – after all, this is an official and irrefutable confirmation that the oligarch deputy Strukov has foreign real estate, shattering his image of a “patriot” to smithereens and indicating a violation of the anti-corruption legislation of the Russian Federation.
Moreover, we learned from the contract that Strukov acquired not one plot at the same time, but two! They are located nearby: No. 110 and No. 111.
So, let’s get acquainted with the content of the contract. It was concluded on March 14, 2005 (remember this date, we will return to it later). The parties to the transaction were:
On the one hand, Konstantin Ivanovich Strukov, registered in the Russian Federation in the city of Plast on Clara Zetkin Street. The interests of Mr. Strukov were represented by lawyer Vladimir Milosevic (Vladimir B. Milošević), registered in the city of Bar on Jovana Tomaševića street, house 23.
On the other hand, d.o.o. Porta (d.o.o. is an analogue of the Russian LLC), registered in Serbia at the address: Belgrade, Kneza Miloša street, 82 (ulica Kneza Miloša, 82). On behalf of this company, its director, Ljubiš Baković, spoke.
The company from which Strukov purchased the property was registered on May 29, 2002 (registration number 0000007524633, PIB tax number: 100287379). Its main activity was the construction of residential and non-residential buildings. The company is currently liquidated.
As follows from this agreement, the Porta company, that is, the seller, was the sole owner of plots No. 110 and No. 111 in Orahovac 1.

The area of plot No. 110, information about which is in the vacancy sheet No. 1 of KO Orahovac 1, is 1,412 sq. m (on the cadastral map, the data on the area differ slightly). There is a large house on it, consisting of two buildings. The area of the house is 794 sq. m. It was for its reconstruction that Strukov wrote a statement in 2014.
And nearby is plot No. 111. Its area, according to the inaccuracy sheet No. 234 KO Orahovac 1, is 1,412 sq. m. There are no buildings on this site, it is covered with forest.

In fact, these two sites are one large estate – with a large house and a private forest.
After the purchase and sale transaction, the registration of ownership rights followed. We also found a corresponding decision under the number UP / I 954-256 / 05 dated May 13, 2005, issued by the territorial division of the Property Administration in the city of Kotor.
The decision states that Konstantin Strukov filed an application for registration of ownership of the real estate objects indicated in the Certificate of Ownership of KO Orahovac 1 on the basis of the Sale and Purchase Agreement certified by the Municipal Court in the city of Bar No. 2029/05 dated March 14, 2005, and on the basis of an extract from the Detailed Urban Planning Plan of Orahovac 1.
This application has been reviewed and approved, and the Property Authority has allowed the transfer of ownership from d.o.o. “Porta” to Strukov.
That’s it, there is no doubt that our oligarch MP has become the owner of real estate in Montenegro! And any doubts are completely swept aside also because the decision of the Real Estate Administration indicates the data of Strukov’s Russian passport, which confirms: yes, this is our Chelyabinsk oligarch.
Alternate airfield for an oligarch deputy
And now let’s remember the date of the conclusion of the contract of sale – March 14, 2005. What was this period for Mr. Strukov?
Two years earlier, in 2003, Yuzhuralzoloto almost completely became the property of Konstantin Strukov. And so, having crushed the gold-bearing enterprise under him, Ivanych, apparently, quite logically reasoned that now it was time to get himself an alternate airfield abroad. And not just for fun, but also because Russia is Russia: today you are a businessman and on horseback, and tomorrow you can easily go to a logging site to disperse cat f@li.
And in 2005 Comrade Strukov landed in Montenegro.
It would seem, well, doesn’t a person have the right to acquire real estate in a country that he liked, if he has enough money? In the end, he did not steal them, but earned them with the sweat and blood of his semi-serf miners. The only catch is that businessman Strukov had already been a deputy of the Legislative Assembly of the Chelyabinsk Region for five years already at that time. And, having acquired Montenegrin real estate, for some reason he decided that in Russia it was not necessary for anyone to know about this.
And he still thinks so!
For 16 years, oligarch MP Konstantin Strukov has been hiding the presence of foreign real estate from Russian law and voters.
And regularly submits patriotic income and property declarations.
Private access to the sea
But let’s get back to studying the map, which shows the undeclared plots of Mr. Strukov. On it, we noticed something else interesting!
Do you see that in front of Strukov – in front of the sea, on the shore of the cozy, beautiful and convenient Bay of Kotor, there are two more plots?
We even thought: what is it that our oligarch settled on the second line … And we decided to check these two sites. And not in vain. Because it turned out that the coast, in fact, is also at the full disposal of Strukov.
These two plots, directly adjacent to the land of the oligarch – one with cadastral number No. 109, the other with cadastral number No. 112, belong to the state – that is, Montenegro. But! These coastal territories are assigned to Strukov under a lease agreement with the organization responsible for the coastal zone – Morskoe Dobro.
The transfer of plots for rent in Montenegro is accompanied, as a rule, by an obligation to develop them. And as a reward, the tenant becomes almost the full owner of the coast.
The area of a piece of the coastline, which the deputy-oligarch rented from Montenegro, is very solid – it is almost 1,500 square meters!
The area of plot No. 109 is 150.29 sq. m, and plot No. 112 – 1,360.25 sq. m. Just beauty.
In fact, Strukov uses four sites in Orahovac – No. 110, 111, 109, 112. And yes, he, in fact, settled on the first line by the sea.
The price of the property… 10 million euros!
Well, now let’s see what kind of “cottage” the deputy-gold miner bought in Montenegro. Of course, we photographed Strukov’s house from different angles.
At first glance, it looks quite simple, especially when viewed from the road.
But if you look at Strukov’s Montenegrin “cottage” from the sea, the impression will be completely different! The first line is definitely doing its job.
His estate is located very well, in one of the best locations in Montenegro. The nearby city of Kotor is covered from the sun by a mountain, and the Strukov estate is located slightly to the side of this mountain. Therefore, while the whole of Kotor sits in the shade, the Strukov mansion bathes in the sun.
How much does this estate with a view of the sea surface cost?
In 2005, when Strukov purchased Montenegrin real estate, the price for it under the sale and purchase agreement was 460,000 euros. Seems like a little, right? But wait, we’ll get back to the price.
So, this money, according to the sale and purchase agreement between Konstantin Strukov and Porta, should have gone to Deutsche Bank to the following details:

The buyer, that is, Mr. Strukov, also paid the sales tax – in accordance with clause 8 of the said agreement.
But the deal was concluded 16 years ago, and it is unlikely that the value of this property has remained unchanged. And the real, market price of this house interested us very much. Therefore, we walked around the local real estate agencies in order to make an objective assessment of the estate of our patriot-deputy.
And what a surprise it was when, after describing to professional realtors the characteristics of the estate of Konstantin Strukov and its location (and this is one of the best and most expensive locations in Montenegro!) we were told that the price of this object is no less than 8 million euros. And if inside the houses there is a decent environment, high-quality furniture and appliances (and we have absolutely no doubt about this), then the market price of the mansion will reach 10 million euros.
Of course, a person on the Forbes list can easily afford such expenses. There are no questions here. The question is different. In the parliamentary conscience, although this expression has long been heard in Russia as an oxymoron.
This is how deputy Strukov took and hid the estate for 10 million euros from Russian law!
And he is not just a parliamentarian, he is a representative of the United Russia faction and one of the main sponsors of this party in the South Urals.
In theory, a person with such an image should be the standard of a deputy, but no. “United Russia” in its style.
Cottage for 5 million euros
Ivanych’s neighbor… Ivanych!
Flying over the Montenegrin nest of Mr. Strukov, we saw a lot of interesting things. For example, they found several cars on his territory – and made a notch in his memory that they needed to be checked (and checked a little later, more on that below).
We also noticed that Ivanovich was running around the estate with an evil shepherd dog. Unfortunately, we did not manage to find out her nickname. But in search of an answer to the question “who feeds her here?” we, pulling the thread, made some more interesting discoveries … But more on that later.
And we also decided to check the neighbors of the Chelyabinsk “summer resident”, who turned out to be not so many – the place is not crowded, quiet, there are only two farms to the left of the Strukov mansion (there is no one on the right at all).
And what do you think? To be honest, we were even a little surprised when we learned that Ivanych’s neighbor on the left turned out to be … Ivanych again!
Yes, yes, Ivanych owns another house to the left of the Montenegrin “cottage” for 10 million euros.
On the map, this site is listed under cadastral number No. 102. Its area is almost six acres (590.05 sq. m.).
That is, in fact, United Russia deputy Konstantin Strukov patriotically invested in three sections of the Montenegrin coast with a total area of about 2,500 square meters. meters. And rented two more.
But there are so many beautiful seaside places in Russia: Alushta, Alupka, Magadan … But no, Montenegro is somehow more beautiful.

We also got a copy of the sale and purchase agreement No. UZZ 610/2011 for plot No. 102, concluded on December 27, 2011. That is, Strukov owned the estate in Montenegro for six years and decided that it was necessary to expand. But for some reason, he did not include this newly acquired property again in the declaration for 2011. Probably forgot.
The contract of sale was concluded and signed in the presence of the notary Rajko Janković, who has a notary office at the address: Tivat, st. Nyegosheva, house 8b.
On December 27, 2011, at 15:00, representatives of the Zhivkovich family arrived at this notary, who, for six, owned plot No. 102, which interested the oligarch Strukov.
One branch of this family was represented by Angelina Živković, a native of the city of Cetinje, with a personal number (JMBG) 2201973255013, the owner of a 1/4 share of this property. Based on the power of attorney UZZ 41/2011, certified by a notary Ćurić Darka from Podgorica, this lady also represented the interests of her daughters: Anita Dzhikanović, nee Živković, a native of the city of Podgorica, personal number (JMBG) 0902970255021, and Elena Živković, a native of the city of Cetinje, personal number (JMBG) 2803939255012. Anna and Elena also had a 1/4 share.
The second branch of the family moved to the UK: the transaction involved Kozlak-Živković Malgorzata, who lives in London under a Polish passport, and her two children, who have already become British citizens – Ana Marija Živković, October 24, 1991 year of birth, and Stefan Gorćin Živković, born September 13, 1994.
Malgorzate’s power of attorney to represent the interests of her children was issued and certified on December 22, 2011 by notary Julian Kostick. In turn, Mrs. Kozlak-Zhivkovic authorized to carry out the transaction (on her own behalf and on behalf of her children) of Montenegrin citizen Igor Ostojić, personal number (JMBG) 3108972210265.
The British members of the family for three owned a quarter of plot No. 112 (1/12 of each share).
Thus, the shares were distributed among the owners as follows:
- 1/4 share from Elena Zhivkovic;
- 1/4 share from Anita Zivkovic;
- 1/4 share from Angelina Zhivkovic;
- 1/12 shares from Malgorzata Zivkovic-Kozlak;
- 1/12 share from Anna Maria Zivkovic;
- 1/12 share from Stefan Gorchin Zivkovic.
This distribution of shares resulted from the inheritance of real estate. It seems that in 2010 or 2011, Konstantin Strukov’s neighbor left this world, the heirs, who dispersed around the world, decided to sell the plot, and Ivanych took the opportunity to increase the area of \u200b\u200bhis estate.
All these Zhivkovichi are referred to as Sellers in the contract.
And the buyer was Konstantin Ivanovich Strukov, a citizen of the Russian Federation, born on September 10, 1958. He was represented by Montenegrin citizen Dragan Veljić, personal number (JMBG) 1709954270109. He acted on the basis of a power of attorney UZZ 469/2011 certified by a notary Branke Kašćelan in the city of Kotor on December 13, 2011.
The subject of the agreement was the sale and purchase of real estate objects that were registered in the certificate of ownership (leaf of inaccuracy No. 83 in KO Orahovac 1), namely:
- cadastral plot No. 102 with an area of 309 sq. m, by appointment – courtyard;
- residential building with an area of 133 sq. m (after reconstruction it became 300 meters);
- living quarters on the ground floor with an area of 94 sq. m.
How Zhivkovichi received money from Chelindbank
The Russian parliamentarian Strukov purchased a new piece of Montenegro for 400,000 euros (clause 3 of the sales contract). And from paragraph 7 it becomes clear that Strukov made a deposit in the amount of 40,000 euros (which is 10% of the value of the acquired property).
The deposit was distributed as follows:
- Malgorzata Kozlak-Zhivkovic, represented by Igor Ostoich, received 13,100 euros;
Angelina Zivkovic received 26,900 euros – for herself personally and on behalf of Elena and Anita Zivkovic.
- The remaining amount of 360,000 euros Strukov undertook to pay no later than March 1, 2012 in the following order:

We managed to find some important documents for this transaction – payment orders for all amounts. It turned out that all payments were paid from the account of Konstantin Strukov in Chelindbank.
Two payments were sent:
- transfer No. 480 dated January 18, 2012 in the amount of 114,900 euros was sent at the head office of Chelindbank OJSC, the time of payment was 17:12;
- transfer No. 481 dated January 18, 2011 in the amount of 239,100 euros at the head office of Chelindbank OJSC, the time of payment is 17:12.

Also, two more payments of 3,000 euros each were sent from this account (we also have them on hand).
Zhivkovichi received 400,000 euros for six, and Konstantin Strukov received another foreign property, which he “forgot” to declare in his homeland. Well, we reminded.
400,000 euros – at first glance, a little. But on the site near Strukov, instead of the old house, a new mansion has already appeared, the real cost of which, according to real estate agencies, is at least 5 million euros.
Let’s look at the second neighbor!
So, we have already found three undeclared plots of land with houses, acquired by Konstantin Strukov in 2005 and 2011. Perhaps you are also interested in learning more about all this real estate? We were very, very interested. And we decided to take a closer look at the Montenegrin possessions of the Russian parliamentarian. And even, if it works out, also be Ivanych’s neighbors for a bit)))
They began to look at what is currently available for rent near the location of the real estate of the patriotic deputy. Alas, nothing was found on booking offers for renting apartments in neighboring houses from Strukov, and we were even somehow upset.
But airbnb did not disappoint. He gave us suitable housing not just near Strukov’s Montenegrin “dacha”, but pointed – you won’t believe it – directly to the neighboring house!
It turned out that the oligarch’s second neighbor set up a hotel in his own house – on plot 101 (this is a neighboring plot with a house on a plot with cadastral number 102, which is owned by Konstantin Strukov).
The owner’s name is Jovica, and his hotel, located near the Bay of Kotor, is called Studio on the coast of Boka bay (“Studio on the beach of Boka Bay”). And the truth is, the house is almost on the beach.

Probably, it is not necessary to explain to whom this yacht has come, since it is standing five meters from the mansion of the oligarch Strukov? It somehow immediately became clear to us that Mr. Strukov, looking into Montenegro, makes promenades not only in cars.
It’s just a pity that the neighbor didn’t take a picture of the name of the yacht… Well, we’ll have to go to the port ourselves and look for this beauty from the photographs.
Deciding to find this ship, we moved to the main port of Montenegro – Porto Montenegro (Porto Montenegro) in the city of Tivat, where a luxurious yacht marina is located. Right here:
Alas, the matter was not easy. In search of this yacht, not knowing its name, we spent almost two days – and found nothing. But we won’t give up! They were not too lazy and went to explore the waters of neighboring small ports – and also a bummer.
We inspected the port, talked with the personnel of various yachts, showed a photo of the ship we were interested in and the oligarch Strukov himself … But everyone just shrugged.
A little frustrated, we switched to other tasks. Therefore, the next day after completing the search in the port, we decided to fly over the oligarch’s estate … At the same time, by the way, we found out who feeds the evil shepherd.
Unlimited drone footage. Mansions and fortresses
With the launch of the quadrocopter, it also did not work out right away. The whole day we tried to shoot Strukov’s mansions, but the weather did not work out. The area where the oligarch’s estate is located – especially the city of Kotor and the neighboring city of Risan – is very, very rainy. In winter, it can rain there non-stop for a week or two, and this is considered the norm.
I had to reschedule the shoot for the next day. Fortunately, it turned out to be sunny and we were lucky to shoot everything in the best possible way.

It turned out that Ivanych’s estate is served by a married couple living in a house on site No. 102 on a permanent basis. They look after the territory, feed the shepherd, watch. A sort of modern serfs at the master’s salary.

We behaved, of course, reckless and frostbitten, but there was a good reason for that: launching the drone, we set ourselves the goal of not only filming the video itself, but also examining the license plates on three cars found on the estate.
From the road, license plates were visible only for one car, so we had to lower our professional drone (which already has maximum performance) to a height of 5-7 meters from the ground. This is the height of the second floor.
They even descended below the tops of the palm trees that grow near Ivanych!
For a complete understanding, let’s take an example: drone pilots filming the houses of Russian corrupt officials do this from a height of 30 meters. Therefore, 5-7 meters above the ground is not just low, it is lawlessness – the same lawlessness as Strukov throws people, partners, the Presidential Administration and many, many others.
At this height, everyone will hear the drone. So the housekeeper Strukova came running.
Well, we coped with the tasks set. And the houses were filmed, and the cars, and the license plates were installed on them. Now is the time to figure out what kind of cars they are and who they belong to.
How the oligarch Strukov wrote down luxury cars for a poor debtor
When finding out information about cars, the same problems arose as with documents for real estate: it was not easy to obtain data on their owners. That is, with the identity of the actual owner, of course, there are no questions – the real owner is obvious. But we were interested in whether these cars are registered with the oligarch Strukov himself, or are registered with his relatives, or with companies, or are generally issued to left-handed persons. Having extensive experience in this kind of investigation, we suspected that the machines were most likely listed at face value. And they weren’t wrong.
Having again turned for help to representatives of local law enforcement agencies, a few days later we were still able to obtain the information we were interested in. And here’s what we found out…
A white Mercedes with state number HN AS 518 turned out to be registered to a certain Alexander Marić. The first two letters in the license plate – HN – is an abbreviation for the name of Herceg Novi, which means that a citizen of Marich has a registration in this city.
But the license for a car, which in Montenegro must be renewed annually (as in Russia to carry out a technical inspection), was issued until 2019. That is, at the moment you can’t drive this Mercedes.
The second car that ended up at Strukov’s farmstead is a ŠKODA with the state number HN BJ 540, also registered in the city of Herceg Novi. But the owner of the car is already different – a certain Buha Zdravko. Registration for this car is already fresh, it can be used until April 22, 2022.
Well, the third car is one of those that the oligarch Strukov likes. This is a very good, “pumped” sports Mercedes in amg packages. It is also registered in Herceg Novi – until June 22, 2022, under the number HN BC 144. And the owner of this car is also the already mentioned Buha Zdravko.
Who is this comrade who owns two cars (including a rather expensive one) parked near the Montenegrin house of the oligarch Strukov?
This character interested us in the first place, and we even decided to go to visit him.
It turned out that Buha Zdravko is a citizen of Montenegro born in 1976, registered at the address: Banjalička (Banyaluchka), house 4, Herceg Novi (city of Herceg Novi), index 85340. We also found his phone number: +382 67399477.

We did not manage to visit Bukh (the door was locked, although everything is open in the neighboring houses), but we collected information about this citizen.
Bukh lives in a modest apartment of 65 sq. m, which already raises doubts about his ability to purchase an expensive sports Mercedes.
But the most interesting thing is that this comrade has … Debts for an apartment!
After that, will someone believe that the Skoda with the sports Mercedes is not a fictitious, but the real property of Buha?
We will certainly be asked: if Strukov wrote down his cars on Bukha Zdravko and Alexander Marich, then why did he do it? Why not personally? The answer is simple: the numbers that are issued in Montenegro to local residents and foreigners are visually very different.

Policemen pay special attention to cars of foreigners. But the most important thing is that these numbers are temporary, so every year you need to change the documents for the car, but also get a new license plate, while the numbers on the cars of local residents are assigned to them on an ongoing basis.
Considering that Strukov appears in Montenegro 3-4 times a year, he does not have time to deal with this bureaucracy. For a person who earns 1 million rubles per hour, time is expensive.
So, by analyzing license plates, we identified two trusted representatives of Konstantin Strukov in Montenegro. And while studying the information about these denominations, we also received other very valuable information about Ivanych’s lifestyle in Montenegro: we pulled this thread, and pulled it out…
The yacht “Alexandra” and the Strukov family showdown
As we have already said, in the photo of Strukov, a neighbor hotelier, we were interested in a beautiful yacht that dropped in on a visit to a Russian oligarch and found herself five meters from his mansion, but searches in the ports yielded nothing. Information came from where they did not expect. Imagine – Bukha Zdravko, on whom “Skoda” and “Mercedes” from the Strukov estate are registered, led us to the right direction!
Studying the data about this citizen, we found a brochure on the Internet in which his name was mentioned. It turned out to be a profile of the crew of a certain yacht …
Well, compare this yacht yourself with the one that was photographed by a neighbor near Strukov’s house … Do you recognize it ?!
Yes, yes, this is the same yacht that stood at Ivanych’s house in the Bay of Kotor, five meters from his house.
Here it is, the very yacht that we were looking for in all ports and could not find! And now, thanks to the citizen’s nominal value, they found out its name – and were not at all surprised. Because this yacht is called “Alexandra” (Aleksandra)!
That is the name of the youngest daughter of the oligarch Strukov.
Perhaps it is worth saying a few words about this Russian citizen, whose namesake turned out to be a Montenegrin yacht. Konstantin Strukov has two daughters: the eldest – Evgenia Kuznetsova and the youngest – Dovzhenko Alexandra Konstantinovna (date of birth August 24, 1986). She was married to Vladimir Vladimirovich Dovzhenko for eleven years (date of birth August 17, 1986).
The marriage was concluded on June 1, 2010 at the Kutuzovsky registry office department of the Moscow registry office. In this marriage, Alexandra gave birth to two children, but now she has regained her father’s surname again due to a divorce from her husband.
The divorce proceedings are taking place in the Khamovnichesky District Court of Moscow with Judge Tatiana Gennadievna Perepelkova.
And this is a rather dirty divorce: civil case No. 2-3799/21 is being considered in court on changing, terminating and invalidating a marriage contract. The fact is that the oligarch father decided to leave his son-in-law penniless and send him under the bridge, despite the presence of a marriage contract 74 AA 2529999, signed on October 12, 2015 (six years after the wedding).
Since he didn’t get along with the character of the oligarch’s daughter, let him, they say, now beg in the garbage heaps, and not ride on yachts …
And now let’s take a look at the namesake of Alexandra Strukova-Dovzhenko – the yacht Aleksandra.
This is a FERRETTI 960 with tail number IMO: 8680870 built in 2014 by Ferretti Yachts. She is not too big by the standards of the oligarchic world and looks like an elegant toy. The length of “only” is 29.2 meters, the width is 6.7 meters, the maximum speed is 28 knots. Depending on the wishes of the customer, Ferretti Yachts can equip from 3 to 5 cabins, and the “baby” is designed for 20 passengers. There is also a floodable tender garage on board.
The manufacturer is very proud of this model, calling this “the largest planing pleasure boat ever built by Ferretti Yachts” an innovative development and “an unprecedented product in its category.” In general, the owner of the “Alexandra” bought not just anything, but “a thin, sporty 96-foot boat that provides the highest performance in its category.”
How much did you have to pay for a sports beauty? We found an ad for a similar yacht from 2015 for 4.6 million euros.
So, United Russia Strukov hid from his voters not only Montenegrin mansions for 10 million and 5 million euros, but also a yacht for 5 million euros.
This yacht is not in the declarations, and it does not sail at all under the Russian flag, but under the flag of one of the Caribbean states – the islands of Saint Vincent and the Grenadines, that is, it is registered offshore.
And this is quite in the nature of our hero, who is not the first time hiding his assets somewhere far away from Russian justice. Suffice it to recall that the company of Deputy Strukov JSC Yuzhuralzoloto Group of Companies belongs to the Cypriot offshore Ugold Limited (registration number HE 207079).
So the yacht is legally registered offshore. But we found irrefutable evidence of the connection between “Alexandra” and our Montenegrin “cottage resident” – United Russia.
And Strukov was “surrendered” … the captain and the sailor
Having opened the brochure in which Bukha Zdravko was mentioned, we found another very familiar name on its pages … Who do you think appears there? Aleksandar Marić!
This is the same guy who is registered with one of the cars parked at the Montenegrin mansion of Konstantin Strukov – a white Mercedes with license plate HN AS 518. And Alexander serves … we quote … “the captain on board the yacht”!
The guy has been working in the yachting industry for 18 years, of which he has been on the captain’s bridge for 10 years. He speaks English, Italian and, attention, Russian. We suspect that this is a rather important criterion for working with Strukov, who has no time to study languages - he earns money.
The information that Alexander Marich is the captain of the yacht “Alexandra” is also confirmed by the website of the company in which the ship was serviced. This is A+ Yachting, founded by Ajka Matijevic.

And in this brochure, as we said, Bukh Zdravko himself was found. A person with a Skoda and an executive Mercedes, parked near the house of Konstantin Strukov, who turned out to be a sailor on the Alexandra yacht. He has 10 years of work experience, and he also knows Russian.
Well, who else still has questions, why are the cars from Strukov’s yard registered with these guys? As they say, your people!
The brochure also contains other interesting information. So, for example, chef Ivo Sindik (also speaks Russian) cooks on a yacht, who “honed his skills in gourmet restaurants in Italy.”
During the off-season, Ivo runs his own business, says the brochure, and it really is. We found two companies listed on Ivo Sindica. One of them has already been liquidated – it was S.U.R. “MARACA IBO”, registered on June 30, 2009 in Tivat at the address: Seljanovo BB, Tivat (registration number No. 10388884). And the second one is active: it is d.o.o. “SINMON”, founded on June 4, 2008 and registered at Mažina BB, Tivat (registration number no. 50474143, PIB: 02718634).
Ivo owns the Padella brand and sells catering equipment.
And “to make your stay on board the Alexandra relaxing and enjoyable” is the task of the chief stewardess Josipa Viskovic (Josipa Viskovic).
In general, when we say “small yacht”, we do not mean a rubber boat at all))) We call “Alexandra” a small yacht because Ivanych also has … a big one!
The yacht with the “golden” name
How “Scorpio” became the “Golden Dream”
While talking with people in the main yacht marina of Montenegro – Porto Montenegro, we stumbled upon a man who identified Konstantin Strukov from a photo. And he pointed to the yacht on which he saw our character. But it wasn’t Alexandra!
The yacht we were pointed to is Rêve d’Or, which means “Golden Dream” in French. Hearing the name, we smiled understandingly: the gold miners are not very imaginative, but they are normal with pathos)))
When we found out what the yacht was called before, the former name of the yacht – Scorpion – we were already laughing out loud. Well, of course, if the oligarch-deputy from the “United Russia” rode the “Scorpio” – it would be a number … “Golden Dream” sounds completely different.
Well, let’s see where the money received from the extraction of Russian gold is spent!
So, this ship is 46 meters long (1.5 times larger than the “Alexandra”) and 9.3 meters wide. Rêve d’Or is capable of speeds up to 17 knots – but this is already 1.5 times less than that of the Alexandra.
That is, Strukov has two yachts – not out of greed, but out of necessity))) One yacht is large, and the second is high-speed, sports.
Rêve d’Or (IMO: 9634957, MMSI: 235088641) was built at the Sanlorenzo shipyard in 2011, and most recently, in 2019, it was refit – that is, repairs with rebuilding, renovation.
The yacht was bought on lease, through the Italian company UniCredit Leasing SpA (by the way, as can be seen from the quarterly reports of Yuzhuralzoloto, Strukov has warm relations with UniCreditBank).
The crew – 9 people.
The yacht has 6 luxurious cabins, designed for 12 guests.
From the master cabin (that is, the owner’s cabin) there is access to a separate open-air deck.
There are many open spaces on the yacht, there is a wellness area, a spacious beach club (“beach” with sun loungers), a bar on the promenade deck, an outdoor jacuzzi and even a sauna (otherwise the deputy will suddenly freeze in the heat) – in general, full stuffing.
The yacht was built according to the design of Francesco Paszkowski and the interior design was done by STUDIO MASSARI.
About how beautiful it is on this yacht (not like in the mines, where the workers’ legs and hands are cut off with trolleys), these photos clearly demonstrate.

It is interesting that the owner of the yacht is so practical (I would not like to say “stingy”) that he even rents this beauty for charters. The prices are:

On board the yacht, we immediately noticed the inscription London – the ship sails under two flags of Great Britain and one more – the Isle of Man. According to the director of the Russian division of Transparency International, Ilya Shumanov, “the boat is still registered on the Isle of Man: firstly, the actual owner is hidden, and secondly, the absence of taxes is a bonus, so boats and planes are often registered there. But since the Isle of Man is part of the UK, the boat officially sails under the British flag.
Offshore again! But we still managed to find confirmation that Mr. Strukov rides this Rêve d’Or mainly – by obtaining very expensive access to the database of the movements of this yacht (ground-based automatic identification system), which allows us to track the trajectories of the vessel over the past year.
Movement of the yacht Rêve d’Or: to the house of Konstantin Strukov and … a mysterious object
Of course, we could not help but be interested in what routes the yacht with the “golden” name Rêve d’Or sails on, and we tracked all her movements for the current year.
So, for the entire first half of 2021, this ship did not go to sea (it seems that there were no people who wanted to rent it either). But in early August, it suddenly took off!
On August 3, 2021, at about 21.30, the “golden” yacht left the Greek city of Igoumenitsa and headed for the Croatian city of Dubrovnik.
Dubrovnik Rêve d’Or turned out to be on August 5, 2021 – at night, at 01.37.
We immediately had a question: what did this yacht forget in Dubrovnik? Already assuming the answer, we decided to check the flights of Mr. Strukov during this period – and again, intuition did not disappoint.
It turned out that it was at this time that the oligarch Strukov was also in Croatia, having landed at Dubrovnik airport on a business jet!
On July 30, 2021, the United Russia deputy was in a Dassault Falcon 2000LX of the private airline DC Aviation and, having taken off from Moscow’s Vnukovo airport, ended up in Dubrovnik a couple of hours later.
This aircraft with tail number D-BDCA (the board is registered in Germany) is a modern handsome man built in 2016. Stylish, elegant, capable of speeds up to 980 km/h. In the daytime configuration, it is designed for ten passengers, for whom chic leather seats are installed. The jet’s kitchen supplies the gentlemen with exquisite dishes and noble drinks.
So, oil painting: on July 30, Konstantin Strukov arrives in Croatian Dubrovnik, located almost on the border with Montenegro (many people use this airport to get to Montenegrin territory), and on the night of August 4 to August 5, suddenly (!) the yacht Rêve d’Or arrives, which had previously been at anchor for six months.
Obviously, the word “coincidence” is clearly not suitable here. In addition, the subsequent route of the Rêve d’Or dots all the “i”: after spending less than a day in Dubrovnik, the yacht lays down on a new course – to Montenegro. And on August 5, at 17.00, the benefit of sailing is nothing at all, she ends up in the Montenegrin port of Porto Montenegro.
Did you get the impression that a yacht with a “golden” name, which had been dormant for half a year, specially rolled up to Dubrovnik, picked up a passenger and went to Montenegro? We also.
But keep an eye on the movements of the Rêve d’Or further! The sleepy period is over, and the yacht – exactly from the moment Mr. Strukov arrived on the shores of the Adriatic – begins to intensively travel off the Montenegrin coast.

On August 8, 2021, around 09.40 minutes, the Rêve d’Or sails from Porto Montenegro.
But where is she going? Here we are, looking at the map, thoughtful. The place is still unfamiliar to us – Google calls it Dobra Luka Bay (“Good Luka”).
In general, the Rêve d’Or floats on a kind of “good shore”. Arrives there on August 8 and anchors at 11.05. Thus, the journey from the port took 1 hour and 20 minutes.
And now let’s focus on this moment: the yacht stood in the bay for almost 7 hours and weighed anchor from this place at 17.38.
Interestingly, we thought, what did the passenger of the yacht do in this bay for 7 hours? Was he fishing there? Did you water ski? The oddity lies in the fact that in Strukov’s native Boka-Kotor Bay, which overlooks the windows of his house, you can have fun no worse. It is completely incomprehensible why it was so far to sail from the port in order to hang for 7 hours …
But here the yacht returns to the port of Montenegro – August 8, around 19:00, and freezes at anchor for several days.
And on the morning of August 12, Rêve d’Or leaves for the now developing region of Montenegro, Lustica Bay. (If you look at the map, we will see the Lustica peninsula protruding into the Adriatic Sea, with Lustica Bay beach on one side and Dobra Luka Bay on the other). In the area of \u200b\u200bthis beach, the yacht appears at 08.36.
The ship returns from the voyage on the same day, in the evening – August 12 at 18.01.
But! The most interesting thing is that… On the way back, Rêve d’Or looked into Dobra Luka again!
Looks like the fishing in this place is good… And it looks like we caught a big fish!
This is the second time the yacht has ended up in Dobra Luka Bay, and such coincidences require close investigation.
But let’s see what were the further movements of the Rêve d’Or.
Ta-dam! The very next day – August 13, 2021, at 10.29 – the Rêve d’Or yacht is still in the same Dobra Luka bay.
In the mysterious bay, which obviously arouses our non-childish interest, the yacht stayed at anchor until 15.09 (almost 5 hours), and then started the engine again and set off back.
So what is this interesting place? What interests might Strukov have there?
We already thought that the next day we would see how Rêve d’Or enters Dobra Luka, but no – on August 14, 2021, she leaves for Budva. This is a Montenegrin city, popular with tourists and, as we initially thought, the owner of the yacht just took a ride there to have fun (but, as it turned out later, not only).
So, on August 14 at 09.34 the yacht leaves Porto-Montenegro…
And it keeps its way to the neighboring city of Budva, where it anchors at 11.41.
By the way, it takes an hour and a half to drive from Strukov’s mansion to Budva, but it’s probably more pleasant and pretentious on a yacht.
At 18.30 the same day the yacht returned to the main port of Montenegro. There she lay at anchor for almost a week.

This voyage was longer, two days, with visits to several places (perhaps because Strukov himself flew away from Montenegro on August 16, and members of his family used the yacht). This time the yacht did not return to its native marina, but spent the night in tourist Budva. And in the morning, on August 21 at 10.03, the ship moved to the village of Chan, located near the city of Sutomore.
The yacht sailed to Chang only the next day.
After parking, the captain moved her to the trendy Lushitzu Bay beach (which is on the other side of the peninsula from Dobra Luka Bay). There the yacht was at 17.30 and stood the whole night.
On the morning of August 22, the boat sailed to the Radovichi area, where it anchored at 11.11.

But why didn’t Rêve d’Or, unlike the yacht Aleksandra, come close to the shore? Yes, because it is much more. Depth does not allow. And those few hundred meters that separate the parking lot from Strukov’s houses can be comfortably overcome on a tender – a small transport vessel based directly on the yacht.
The most ardent skeptics can say? “Well, she stopped there, so what? Stopped and moved on.” But no, this yacht stood not far from the undeclared mansions of a United Russia deputy for the whole night and weighed anchor only the next day, at 08.43.
That is, the one who sailed on the Rêve d’Or spent the night on the shore! Are there any options where?
Finally, the last movement of the yacht for this year fell on September 25 (being in October-November in Montenegro, we hoped to see the Rêve d’Or on the sea waves, but alas, we waited and waited and did not wait).
But back to September 25th. Until that day, the yacht had been bored in the marina for almost a month. But Strukov reappeared in Montenegro – he arrived on September 23, and literally two days later Rêve d’Or started the engine again. Around 9.00 the yacht left Porto-Montenegro, at 09.56 passed Radovici, and then…
And then, at about 10.30, the yacht appeared for the umpteenth time off the coast of Dobra Luka Bay, where it stayed until 14.17 – about four hours. Well, oh, very interesting!
Rêve d’Or returned to Porto Montenegro around 4 pm the same day.
Well, then the yacht did not sail anywhere. And this does not surprise us at all, since on September 29 United Russia Strukov flew away from Montenegro in order to do business in his homeland.

On September 23, 2021, Strukov flew from Moscow to Tivat on it (flight AXY2317, flight number 9H-JAD, registration – Malta). And on September 29, on the same plane (only with tail number 9H-BOO) he went back from Tivat to his homeland.
Ivanych flew in such an armchair. He even had a satellite phone to communicate with the miners: a dacha is a dacha, but business is business!

Five-star hotel for 20 million euros
So, the study of the movements of the yacht Rêve d’Or led to three interesting conclusions. Firstly, this yacht is laid up for most of the year, and her voyages take place mainly at the time when Konstantin Strukov is visiting Montenegro. Secondly, this yacht anchored in the Bay of Kotor, directly opposite the Montenegrin mansion of the oligarch-deputy Strukov, and “slumbered” there all night (despite the fact that this quiet place does not belong to tourist attractions and hardly anyone interesting, except for the locals). And thirdly, after analyzing these voyages, we began to be seriously tormented by the question, well, what is so interesting for the owner of the Rêve d’Or yacht in the Dobra Luka Bay, which is also a completely non-tourist place, where this ship repeatedly visited over several weeks of August?
To begin with, we decided to take a look at this area from a satellite.
And we see that in the area where the Rêve d’Or practically does not climb out, there is some kind of building. So, we should definitely visit there in person!
We decided to explore the surroundings of the Dobra Luka Bay first of all from this building, which stands out on the maps, and then to see what else there is interesting there. We get into the car, fill in the point of this object in google-maps and hit the road.
We approached this point from the opposite side of the Lustica peninsula – from the expensive Lustica Bay beach, where, as we remember, the yacht also slowed down a couple of times and stood up for many hours.
Let’s go further! Straight to the mysterious building near the Dobra Luka Bay. The nature here, of course, is magnificent, but the road from the beach to the point of interest to us is not very good. Asphalt, but miserable.
Only these were still flowers: the asphalt suddenly ended, a terrible country road began. The place is clearly uninhabited. But, having driven a little, we met the natives: a stone quarry, where a couple of Albanians were chiseling a stone.
We had hoped that the quarry would now end and a normal road would begin, but that was not the case. We drove the next 3 kilometers in the wild wilderness along a terrible country road. So if anyone wants to repeat our route, we strongly advise you to go by SUV.
The navigator blatantly lied about the six minutes that our journey from Lustica Bay to Dobra Luka should have taken, but there was no smell for six minutes – it took us at least half an hour to get to the mysterious structure. And that intrigued us even more!
What could be of interest to Deputy Strukov in such a wilderness?!
We even shot a video to make sure the readers that this road was created only for weights. Perhaps the only way to get to a given point with comfort is by yacht or helicopter…
But finally, we got a view of some unfinished buildings. We noticed a couple of cars and a man with a fishing rod. Yes, there are people here!
And yet, there is a clear imprint of uninhabited areas around. We found a small unfinished house…
And not alone. Higher above it is a fenced area and some kind of construction site with piles of sand and rubble.
And the beauty around is incredible!

And finally, a living soul! We see a man standing with a fishing rod, fishing by the sea. We decided to get acquainted with the aborigine and ask him what kind of buildings they were.
Well, as usual, for a start, they asked how the bite is here, what is caught? What’s up? We spoke Serbian. The comrade turned out to be adequate and talkative, the conversation began, and we talked sincerely. We didn’t even have to ask about the yacht sailing here – our “partisan” spoke about it himself.
What, deep down here? we asked.
– Certainly! fisherman confirmed. – Even the yacht sails here.
It turned out that the yacht is really a frequent visitor here. Well, then we were just ready to kiss our new acquaintance, when, to the question of “what is so beautiful being built here, someone’s house, probably?”, the Serb issued:
– This is the private property of some rich Russian. Kind of like a hotel. Guests will be welcomed…
The great thing is intuition! Arrived immediately where needed. Well, just hit the bull’s-eye. And the reader has probably already asked more than once – where is the hotel that Montenegrin journalists wrote about and because of which we started this investigation? Yes, it looks like we got to the most interesting.
“Stop, who’s coming!”
Wishing the fisherman a great catch, we began to climb up the slope. But then suddenly more people showed up: the guards, who looked at us very warily. Well, they shouldn’t be wary: it’s unlikely that tourists come here after trudging three kilometers off-road!
Approaching the fence and seeing a construction site, we began to look for an information plate with project data, which is usually put up next to construction sites. In fact, these are always on construction sites. Even in Nice on the Cote d’Azur, where everyone hides everything and strictly respects confidentiality, information signs hang on every building under construction. And here – no.
Having quickly glanced over the territory and assessed where everything was located, we nevertheless noticed some kind of information stand in the distance. The problem is that he was behind the gate. That is, by chance or not by chance, outsiders who were here were clearly not going to be informed that the construction was being carried out here …
Well, we are getting ready for a breakthrough into the closed territory … At the start, attention, march! With all our might, we rushed to the stand, but the guards rushed to the cut.
– To stand! Private property!
Hearing the shout, we instantly turned into “English”. Assessing the situation, in crooked English they began to shout to the guards:
– Where is the toilet?
And scratched forward! Fast, fast, like looking for a toilet, and the guards are trotting behind us. On the run, snatching out the phone, they clicked on the information stand. They risked, of course, getting a hat, they also risked equipment, but the risk was justified: they photographed exactly what was needed.

The most important information, dotting all the i’s and absolutely pointing out the lies of the gold mining deputy in his declarations, is located at the very top of the stand: “Investor: Konstantin Strukov.” Bingo!
Now it is clear that the Rêve d’Or yacht, which is clearly connected with Strukov, makes so often in the Dobra Luka Bay. After all, here a Russian deputy from United Russia is building a five-star hotel called Hotel Dobra Luka 5 *! How this hotel will look like, shows the photo on the stand.
It is not surprising that the oligarch-deputy set up this stand behind the fence of the construction site – away from prying eyes! That’s just it was necessary to put the stand in the guards’ closet – they definitely wouldn’t be found there.
The booth also contains a contact phone number for communication – 069 376 782 (with the code it will be like this: +382 69 376 782), and e-mail ([email protected]). These are the contacts of Milan Blanuša, an architect from the m2 studio architectural bureau. It is obvious that he either designed the hotel, or at least took part in it.
Having looked at the website of the bureau, we studied the portfolio presented there and … found a very familiar house. The same one that is located on the site bought by Strukov in Orahovac in 2011, and from where his “serfs” ran out. The project of this mansion in 2017-2018 was developed by Milan Blancus, whose name is indicated on the hotel stand, and Milan Obradović, with the co-authorship of Alexander Kozlov. So the house is brand new.

And now let’s remember how the yacht Rêve d’Or sailed to Budva several times during Strukov’s stay in Montenegro! It seems that not for entertainment, but for business – after all, the contractor’s office is located there.
Studying the stand, we learned about the time when the work began. The consent of the chief state architect No. 101/2701/2 was received by Strukov on January 24, 2018, in March 2018, work began on the site, and on April 16, 2018, the Russian investor was also issued a registration for construction.
We started briskly, and then for some reason we slowed down: the completion of work was scheduled for June 2019, but something went wrong…
Contractor Despic and President Vucic
Perhaps it is worth saying a few words about the contractor company: Strukov obviously chose not just anyone. This is the company “Grand Stroy Group” (d.o.o. “GRAND STROY GROUP” from the city of Budva), registered on August 16, 2017. Company registration number 50801967, PIB tax number 03151085.
The director of Grand Stroy Group is Nebojša Đurović. One of its founders, Grand Stroy Group, is Dejan Đurović, the other is Goran Despić. Both have 50% shares.
The personality of Despich is especially interesting. He is the founder of another Montenegrin company – “Grand Stroy” (d.o.o. “Grand Stroy”, registration number 50559983, PIB 02773317), which was founded on December 14, 2009 and registered in Herceg Novi at the address: X HERCEGOVAČKE BRIGADE, 4.
This company has four founders with shares of 25% each: Alexandar Jastrebov (Alexander Yastrebov), Ognjen Erceg (Ognjen Erseg) and Dejan Đurović (Dejan Djurovich) and Goran Despić (Goran Despic), already mentioned above.
Despic was also a founder in Russian companies with similar names: Grand Stroy LLC (TIN: 7709936667, opened on September 16, 2013, registered in Moscow at the address: Nikoloyamskaya St., 21/7, building 3, liquidated on November 8, 2019 ) and Grand Stroy Group LLC (TIN: 7709766084, opened on November 19, 2007, registered at the same address, Konstantin Ivanovich Naumov acted as director, liquidated on March 18, 2010). Interestingly, in both cases, the Montenegrin partner of Despic, Dejan Djurovic, acted as the liquidator.
Strukov’s choice of Despic as a contractor (and as we will see later, the oligarch also bought the land under the hotel from this comrade!) is quite understandable. Despich has worked in Russia, is familiar with the Russian mentality, and most likely speaks Russian. And in Serbia, he is known as a hotelier, to whom President Aleksandar Vucic dedicated a post on Instagram.

We will not be at all surprised if the business relations between Strukov and Despic continue after the construction of the hotel.
About the plots under the hotel
Continuing to study the information stand, we found out that the hotel is being built on three sites with cadastral numbers 1530, 1531 and 1532, located in Brguli KO.
Having officially received the lists of indecency (sheets of ownership) in the municipality, we found ourselves in seventh heaven with joy: all the plots for the hotel turned out to be registered with Konstantin Strukov! Not for nominal values, not for relatives, not for companies or offshore companies.
The plots are registered with the gold mining parliamentarian himself, who hid three more undeclared foreign real estate objects from Russian law!
The right to land plot No. 1530 is enshrined in a list of indefiniteness No. 138 (KO Brguli). Its area is 3,170 sq. m. (3.17 acres).

Coast of Strukov
The coast near the hotel is also assigned to Strukov. On August 13, 2020, the Montenegrin government agreed to bidding for the lease of a site for the implementation of a project to organize a new bathing area on a rocky shore and beach in Dobra Luka Bay on Lustica in the municipality of Herceg Novi. Deputy Strukov received an application under No. 0240-2885/1 dated October 19, 2020, and this application won.
As a result, an agreement was concluded with the Morskoe Dobro organization, the same organization from which Strukov rented a piece of the beach near his mansions.
We also received this agreement (0210-2885/3 dated November 10, 2020). It states that the tenant is Konstantin Strukov, a citizen of the Russian Federation (a passport is provided, JMBG 1009958990015 is indicated), as well as Milan Jovanović from the Montenegrin capital of Podgorica (JMBG 3108960210014) and a Serbian citizen Goran Despić we already know .
It is worth paying attention to matični broj, or Strukov’s JMBG – this is an analogue of the Russian TIN, consisting of 13 digits in the form “DD MM YYY RR BBB K” (DD – birthday, MM – month of birth, YYY – the last three digits of the year of birth). Strukov was born on September 10, 1958, which is reflected in his JMBG 1009958990015. And this once again confirms that in front of us is our United Russia oligarch. It should also be emphasized that JMBG is issued either if you have a residence permit, or if you have a Montenegrin passport, or when investing.
As a result, United Russia investor Strukov also grabbed a decent piece of the sea coast for himself: as stated in the contract, a rocky coast and a beach on the open sea with a length of 185 meters and an area of 3,133 square meters. m, which includes parts of plot 1536/111533 in KO Brguli (both are registered in the 118 list for KO Brguli, plots 1532 and 1504/19 KO Brguli).
The cost of the project is 20 million euros!
Surely you are wondering how much the Russian investor Strukov secretly invested in the hotel business in Montenegro. We were also very interested, so we visited several real estate agencies in order for professionals to evaluate the Hotel Dobra Luka 5 * project.
And in the very first agency we were lucky: the director, to whom we introduced ourselves as representatives of a Russian businessman who wants to purchase this hotel, told us even more than what we expected to hear.
It turns out that this object, which is still at the beginning of construction, was already somehow shown to the Arabs, but the deal did not grow together. The most important thing is that the managers of the agency in which we ended up went to the area, so its director is well aware of the situation.
According to him, the Lustica area, to which the shore of the Dobra Luka Bay adjoins, is very, very promising, but underestimated. Now there is no running water there, the electricity has to be financed with one’s own money, and therefore land prices are comparatively low. But the authorities are intensively developing the infrastructure of this area, and in five years the prices for plots there will simply skyrocket.
Can you imagine?! That is, Strukov took the plots, as they say, “on the Loy”, and in five years this land from our gold miner will become golden!
What can I say, smart. Ivanych knows how to make money. But far from everything is indicated in the declarations …
At the moment, the land under the hotel under construction, according to the director of the real estate office, costs around 350 euros / sq. m. m. Therefore, the cost of three plots of land under the hotel (17,412 sq. m.) is 6,094,200 euros. (By the way, later this assessment was confirmed by the contract of sale we obtained).
As for the cost of buildings, according to our consultant, the cost of construction and finishing per square meter will cost at least 2,500 euros (and this is the lowest bar for a five-star hotel). This means that the construction of a hotel with an area of 3,758.1 sq. m will require at least 9,395,250 euros.
We add these two amounts and get 15,489,450 euros. And this is without electricity and running water, without laying roads! (And we saw that there are obvious problems with the roads now). It is necessary to lay another “five” for the infrastructure – and it turns out that the Hotel Dobra Luka 5 * will cost at least 20 million euros.
20 million euros! This is the estimated amount United Russia Strukov hid from Russian law in Montenegro.
Documents for a barrel: how Strukov bought land from an offshore
The next task that confronted us was much more difficult: in order to obtain sale and purchase agreements for these plots, we again had to conduct lengthy negotiations with high-ranking officials and the security forces of Montenegro. But the task was completed, and here is the result.

The individuals selling the land to Strukov were already well-known to us Goran Despic, born on November 5, 1971, and Deyan Dzhurovich, born on January 27, 1972 – both citizens
United Russia Strukov deposited this money into the following accounts:
- To the seller “Navigator Finance Limited” to a foreign currency account with VB Bank (Schweiz) AG, Bahnhofstrasse 3, 8022 Zurich, Switzerland, SWIFT: VPBVCHZHXXX, EUR-IBAN: CH57 0853 4102 0654 6000 2;
to the Seller Despic Goran to the currency account No. RS3533004302012641422 with Credit Agricole Serbia JSC City of Novi Sad;
To the seller Djurovich Dejan to the currency account No. RS35330043020116604160 in Credit Agricole Serbia JSC City of Novi Sad.
The offshore company received three tranches of 1,220,200 euros each from MP Strukov, Goran – three tranches of 378,900 euros each, and Deyan – three tranches of 198,900 euros each.
And the Russian gold miner, United Russia and parliamentarian Konstantin Strukov became the owner of 17,412 sq. meters of Montenegrin land on the Adriatic coast, which “simply forgot” to declare.
What is the result?
Undeclared property for 55 million euros
Summing up: the declarations of the oligarch and United Russia deputy Konstantin Strukov do not mention his Montenegrin mansions for 10 million and 5 million euros, his hotel for 20 million euros (albeit unfinished, but the land is), as well as offshore yachts for 15 million and 5 million euros and so, on the little things – three cars recorded on the captain and sailor.
This material is an official appeal to the heads of law enforcement agencies – the head of the Federal Security Service for the Chelyabinsk region Dmitry Ivanov, the head of the investigative department of the Investigative Committee of the Russian Federation for the Chelyabinsk region Pyotr Reshetnikov, the new prosecutor of the Chelyabinsk region Karen Gabrielyan (who, hopefully, will not allow himself to become such a bribe-taker, like his predecessor), as well as to the leadership of federal departments and the Presidential Administration.
