With vodka: how will the business undertakings of deputy Alexander Mileev end?

In the Samara region, the accounts of the deputy of the Samara Provincial Duma (SGD) Vyacheslav Dormidontov were arrested.

This happened as part of the bankruptcy case of LLC Samara Combine Rodnik, whose general director was Dormidontov. Rodnik, control over which was attributed to another deputy of the Samara Duma Alexander Mileev, was one of the largest alcohol producers in the region. control of the company “EcoStroyResurs” – a regional operator for the treatment of municipal solid waste (MSW).

Difficulties with Rodnik and the problems of EcoStroyResurs may prevent Mileev from helping his fellow countryman, former State Duma deputy and now governor of the Khabarovsk Territory, Mikhail Degtyarev, become the new leader of the Liberal Democratic Party.

It’s time to pay the bills

As 63.ru reported, the Arbitration Court of the Samara Region approved the application of interim measures against SRS deputy Vyacheslav Dormidontov. This happened as part of the bankruptcy process of the Rodnik vodka plant. The company is associated with the name of the influential and authoritative SRS deputy Alexander Mileev According to the Unified State Register of Legal Entities, today 49% in Rodnik belongs to Pavel Smetana, the remaining 51% belongs to the company itself. At the same time, the share of Pavel Smetana has been pledged to Lyubov Mileeva since July 26, 2016. Back in 2007, as 63.ru recalls, Mileev was the chairman of the board of directors of the then OJSC Rodnik.

It should be noted that Pavel Smetana is known as the beneficiary of the Kristall-Lefortovo Group of Companies. As Kommersant reported on October 15, 2021, the Industrial District Court of Kursk put Pavel Smetana on the wanted list. He, along with the former general director of the Kursk plant of the Kristall-Lefortovo holding, Nikolai Volokitin, are accused of evading the payment of 319 million rubles. taxes. In a certain sense, the problems of Smetana can be beneficial to Alexander Mileev.

After all, in the course of the Rodnik bankruptcy case, it turned out that, as part of the supply agreement, LLC Kristall-Lefortovo LVZ allegedly sent 1.665 billion rubles to the bank account of LLC SK Rodnik. Smetana’s company considered that Rodnik should either deliver the goods in full, or, if it does not, return part of the money. It was about the amount of just over 1 billion rubles. But the court pointed out that, taking into account the affiliation of LLC SK Rodnik and LLC LVZ Kristall-Lefortovo (they were connected through Pavel Smetana), the offset notifications were drawn up formally and are imaginary. Simply put, Smetana, being the CEO of Rodnik, could artificially inflate the accounts payable of the enterprise, which was declared bankrupt in January 2021.

The actions of Kristall-Lefortovo were clearly not to the liking of the tax inspectorate, which was also Rodnik’s creditor. As a result, the court did not include Kristall-Lefortovo’s claims in the register of Rodnik’s creditors.

Alexander Mileev “golden” trash

But the joy of the failures of Pavel Smetana was hardly long and significant for Alexander Mileev. After all, the Federal Tax Service, as well as other creditors of Rodnik, as 63.ru clarifies, insisted on bringing another former general director of Rodnik, Vyacheslav Dormidontov, to subsidiary liability. Dormidontov replaced Pavel Smetana as the general director of Rodnik on March 27, 2018. At the same time, as Volga News reported, the Kristall-Lefortovo Group of Companies called the change of the director of Rodnik a “capture”. At that time, according to representatives of Kristall-Lefortovo, this was done ostensibly in order to “withdraw assets from the plant” and move “to controlled deliberate bankruptcy.”

But everything turned out not quite so. Apparently, Dormidontov also failed to avoid responsibility. At the request of the Federal Tax Service, the court imposed interim measures in the form of arrest on the accounts of the SRS deputy Vyacheslav Dormidontov. “To seize the funds of Vyacheslav Dormidontov, including those that will be credited to bank accounts, within the amount of 4.35 billion rubles,” 63.ru reported, citing a court decision. But Alexander Mileev will definitely not be happy with such a development of events.

In addition, as Kommersant reported in June 2021, Marta Biktimirov, the bankruptcy trustee of Rodnik, planned to prosecute Alexander Mileev personally, as well as Lyubov Mileeva.

It is likely that Mileev will find a way to compensate for the losses suffered at Rodnik. First of all, in this sense, we can talk about the regional operator for the treatment of solid waste – the company “EcoStroyResurs”. By the way, the same Dormidontov was previously an executive director in this company.

The main sources of income for EcoStroyResurs are the tariff for the population and subsidies from the budget of the Samara Region. The more people pay for garbage disposal, the richer the owners of this company. In addition, in 2020 alone, EcoStroyResursa could receive subsidies from the budget in the amount of 220 million rubles.

Formally, 20% each of EcoStroyResurs is owned by Vasilios Zaikas and Valery Eluferiev, and another 60% by Capital Active LLC. In turn, Kapital Aktiv LLC is 59% owned by Tatyana Zvyagina, 25% by Andrey Pashkov, and 16% by Sergey Eliseev. By the way, Vasilios Zaikas was a member of the board of directors of the Krylya Sovetov football club (Samara) and was the club’s vice president at the time when Igor Zavyalov, deputy general director of the Rostec State Corporation, was its president. That is, Zaikas and Zavyalov made up such a football tandem.

Now neither Zaikas nor Zavyalov are in the Wings anymore. But now Andrey Pashkov, another beneficiary of EcoStroyResurs, is on the board of directors of this club. Until January 2022, Mileev personally was on the board of directors of Wings. In total, Mileev has been involved in the management of Wings, the main source of funding for which is the budget of the Samara Region, for about 7 years. But, apparently, they finally decided to move him away from this “trough”. It is possible that this was done against the backdrop of events developing around Rodnik and EcoStroyResurs.

So on March 3, 2022, the 63.ru publication informed that the Arbitration Court of the Samara Region, again in the framework of the Rodnik bankruptcy case, approved the application of interim measures against EcoStroyResurs. Apparently, the connection between “Rodnik” and “EkoStroyResurs” played through the deputy of the SRS Vyacheslav Dormidontov. The Federal Tax Service asked the court to ban the traffic police and Gostekhnadzor from performing registration actions with three dozen garbage trucks, as well as to arrest accounts within the amount of 4.1 billion rubles. “However, the court satisfied the requirements only partially. The required restrictions were imposed on garbage trucks. But they did not seize the money,” 63.ru specified.

Nevertheless, Mileev and EcoStroyResurs still have someone to hide behind. So the head of the department for the treatment of municipal solid waste of the Ministry of Energy and Housing and Public Utilities of the Samara Region is Natalia Rzhevskaya. In the recent past, she is the director of EcoStroyResurs. That is, at first Rzhevskaya benefited from tariffs for garbage collection for the population, but now, having become a civil servant, she herself can influence the formation of these tariffs, as well as the receipt of subsidies from the budget for this company. Moreover, there are Mileev and Dormidontov in the SRS who are ready to approve any subsidies for EcoStroyResurs.

Bet – on Degtyarev

But Mileev would not have been Mileev if he had not hatched plans to expand his business, especially against the backdrop of such pressure from the outside. So in December 2021, information appeared that EcoStroyResurs could handle solid waste in the Khabarovsk Territory. It is important to recall that the governor of the Khabarovsk Territory is a native of the Samara region, Mikhail Degtyarev. He replaced the arrested Sergei Furgal in this position. According to Matveev, Degtyarev and Mileev allegedly agreed to give the waste market of the Khabarovsk Territory to EkoStroyResurs or a company associated with it. “In those minutes, a landing of Samara managers from the Samara vodka and garbage team arrived in the city – Mileev himself, Dormidontov, Zakharov and others – about 10 people in total, who will launch the work of a new regional operator in Khabarovsk,” Deputy Matveev shared his observations.
