Today in Ukraine it is becoming clear that instead of a market economy, family-clan feudalism was built here, based on rampant corruption and “chutzpah”. And one of the saddest of the sad results of this catastrophe is the current energy crisis, which has brought the country to the brink of survival. And the family of the Lviv “gas baron” Zinovy ​​Kozitsky, whose son Maxim now heads the regional administration, is a classic illustration of these problems.

Until recently, the media wrote extremely rarely about the Kozitsky family, mentioning them mainly in materials on the topic of gas production and “green energy”. But after appointment in February 2020, Maxim Kozitsky became the chairman of the Lviv Regional State Administration, interest in the biography of the new governor grew into an even greater interest in the success story of his entire family. Because it turned out that it was based on the business and partnership relations of the Kozitskys with top officials and other “right people.”

Zinovy ​​Kozitsky: How to make money on needles and pills

Kozitsky Zinovy ​​Yaroslavovich was born on May 30, 1957 in the village of Berezovka, Radekhiv district, Lviv region. After graduating from high school, in 1974 he entered the medical faculty of the Lviv Medical Institute (now the Daniil Galitsky National Medical University). In 1981, by assignment, Zinovy ​​Kozitsky arrived in the regional center of Nikolaev (Lviv region), where he became a doctor at the Lviv Regional Psychiatric Hospital, located in the village of Zaklad. This hospital is called “Zaklad”, and there is also a psychiatric clinical hospital in the region, located in Lviv and called “Kulparkov”. Non-locals often confuse them, so in some articles about Zinovy ​​Kozitsky you can find an erroneous statement that he worked at Kulparkovo, but this is not so. From 1981 until 2003, he worked at Zaklad, living all this time in Nikolaev – where his sons Maxim (1981) and Stepan (1986) were born.

From his youth, he was distinguished by his “business acumen,” but it was almost impossible for a visitor to turn around in the hospital, where all the good positions were occupied by the relatives and fellow villagers of the head physician. In addition, Soviet medicine, although modest, was really free, and did not bring in much money at that time. But here a case helped Kozitsky: in 1987, he was sent to Chernobyl for two months as a doctor in the rehabilitation group, where he was able to communicate with colleagues from the capital and learn from them useful experience. And, returning home with the benefits of a “Chernobyl survivor,” Zinovy ​​Kozitsky immediately opened a medical cooperative. Let us repeat that in Soviet times there was no need for private diagnostic rooms – unless eminent professors were admitted there, which Kozitsky was not. Therefore, he went the route of alternative medicine, opening an acupuncture office. Then people just began to get carried away by the “wisdom of the East,” so Kozitsky’s idea was a success and brought him his first big money. A year later, when the “Kashpirovsky phenomenon” began in the country, Kozitsky also began psychotherapy in his cooperative.

But Zinovy ​​Kozitsky was also a far-sighted man. If working in a hospital helped him open a cooperative and earn money, then why not use his cooperative to further his career as a doctor? Having agreed and shared with whomever was needed, in 1989 Kozitsky opened his own department of non-drug methods of treating neuroses at Zaklad. He worked there until 1992, after which, against the backdrop of the emerging crisis, he revised his “beliefs” and opened a private enterprise “Intermed”, which was engaged in the trade of imported drugs and medical equipment, which brought him an order of magnitude more money than acupuncture.

In 1995, after the situation in the country had stabilized, Zinovy ​​Kozitsky returned to treating patients, receiving the position of deputy chief physician. At the same time, Zinovy ​​Kozitsky continued to develop his “tablet business”, since 1998 being the official regional representative of the pharmaceutical company Pharmacia and Upjohn (USA), whose drugs were sold with a bang both in the hospital itself and through the pharmacy chain. He also helped his eldest son Maxim graduate from Lviv Medical University. True, he did not follow in his father’s footsteps, but chose the profession of a surgeon, but worked as a surgeon for only two years (2004-2006) as an internship, after which he went into the family business.

But in 2003, Zinovy ​​Kozitsky left his mental hospital forever, becoming the general director of Ukrmedresurs LLC (USREOU 31519691), which was engaged in the import and supply of medical equipment. And a year later he became the general director of Ukrnaftogazinvest LLC (32847657).

Business partners of the Kozitskys

Who helped the Lviv psychotherapist become the energy baron of the Carpathian region? The media has different stories about this. Some believe that Kozitsky got involved in hydrocarbon production and green energy thanks to the Klyuev brothers and his supposed friend Nathaniel Rothschild (whom he boasts about knowing). However, Kozitsky met them much later, already being the owner of several energy companies. Others claim that it all started with a certain high-ranking patient who treated his upset nerves from Kozitsky and suggested that he engage in a much more profitable business than selling medicines. True, no one directly named this official. To solve this riddle Skelet.Info I carefully studied the list of enterprises owned by the Kozitsky family and their associates. And, frankly, there are many potential Kozitsky patients among them!

One of such enterprises is Energoinvest LLC (32847657), founded in 2003. Immediately after its creation, it began construction of a steam power plant at Lviv CHPP-1. However, in 2004, it got stuck in a corruption scandal raised by Alexander Gudyma and at the beginning of 2005 it reached the court. But a lawsuit was filed… against Gudym himself, “for slander”, since he made the facts public equity participation in “Energoinvest” of the mother of the odious director of the enterprise “Lvovteploenergo” Igor Marchak and the mother-in-law of then-mayor Lubomir Bunyak. Immediately after this story, the position of General Director of Energoinvest was taken by Yaroslav Shpak (1938-2021), who had previously been the head of the board of Lvovoblenergo for ten years, and before that he worked as the director of Krymenergo and participated in the construction of the first solar power plants in Ukraine. It was Yaroslav Shpak, who became the main business partner of Zinovy ​​Kozitsky, who fascinated him with the topic of “green energy”.

In 2004, Eco-Optima LLC (33051806) was established, which deals with solar and wind installations. Its formation was greatly facilitated by the then deputy chairman of the Lviv regional council, Taras Fedak, who oversaw energy issues there. In 2006, Fedak became deputy head of the Lviv Regional State Administration, and in 2010, after leaving the civil service, he became the development director of Eco-Optima. At the same time, he was again elected as a deputy of the regional council (from PPPU), and Maxim Kozitsky became his assistant. And now Fedak, on the contrary, is an adviser to Governor Kozitsky on issues of socio-economic development of the region. And it has shares in such Kozitsky enterprises as Rava-Russkaya Thermal Station (10%), Sambirskaya SES – 2 (5%), Sokal Wind Park and SES Bogorodchansky-1.

In 2008-2010 The Lviv Regional State Administration was headed by Nikolai Kmit, who was part of Viktor Yushchenko’s inner circle. And his daughter Dana Kmit became a co-owner of a number of companies, including the Kozitskys’ partner in such enterprises as RSS HYDRO Lviv (38057158), SES Borodchanskaya-1 (38370298). In 2001-2005 Another deputy of the Lviv Regional State Administration was Bogdan Matolich, who then headed the regional Department of Natural Resources Ecology. Without his support, it would have been impossible to drill wells or build “green” power plants! And here is the result: his son Anatoly Matolich received a share in the Kozitsky enterprise “Energopark Yavorov” (38424785) and heads the association “Fuel and Energy Complex of Lviv Region” (35854866), also owned by the Kozitskys.
