“Zelensky’s wallet.” Who is Sergei Shefir, whose car was shot at?

In the Obukhovsky district near Kyiv, the car of Sergei Shefir, the first assistant to President Zelensky, was fired upon.

Shefir was not injured, but his driver was seriously injured. At which they fired from the side of the road when the Audi A8 was passing in the direction of the village of Lesniki.

There are different versions of what happened. The main question is why they fired at the driver’s door without even hitting the glass. Although the passenger who could have been the target was sitting in the back seat on the right (diagonally from the driver).

That is, for now it resembles either a staging or a warning – without the purpose of killing Sergei Shefir.

The Office of the President is already taking full advantage of this situation. Even before any conclusions from the investigation, they hint that the assassination attempt was set up by the oligarchs – in order, they say, to thwart the president’s initiatives, which the Rada does not want to accept (laws on oligarchs, the introduction of new taxes, the dismissal of Speaker Razumkov, etc.).

In other words, whether it’s an assassination attempt or a staging, politically Zelensky is using the situation to tighten the screws and “punch through” stalled initiatives to strengthen the president’s power.

This story also reminded us of one of the most non-public, but at the same time, the most influential members of the Ze-team – Sergei Shefir. Country tells who he is and what is known about him.

Colleague in “Kvartal” and neighbor in the cottage – Sergei Shefir

Sergei Shefir is Zelensky’s long-time associate in Kvartal. He and his brother Boris are scriptwriters and producers of dozens of shows and series for the studio. Including the series “Servant of the People,” which made Zelensky president.

Here are the films for which Sergei Shefir personally wrote scripts from 2005 to 2011:

He and his brother Boris began writing scripts back in Krivoy Rog for the local KVN team. And in 2003, together with Vladimir Zelensky, they created the company “Studio Kvartal-95” – from the KVN team of the same name. Personally, Sergei Shefir was the author of the show “Evening Quarter”.

That is, it is clear that this person is very close to the president. Both in business and personally. The Zelensky and Shefirov families bought neighboring houses in a cottage town near Kiev in order to “fry kebabs together.”

“When we, four comrades, bought four houses, we agreed that everyone would give up a corner of their land for the common one. Barbecue, gym, etc.,” Zelensky said in an interview.

Subsequently, after being elected president, Zelensky planned to sell his house in Ivankovichi to Shefir. But as a result, he re-registered it as a fellow countryman – the wife of the deputy “servant” Yuri Kisel, for whom, by the way, Shefir’s son Nikita works as an assistant.

For Nikita, as the “Schemes” program later reported, deputy Kisel extorted a fourfold increase in salary from the Rada apparatus. But this is the story of Shefir the politician.

At the same time, Zelensky continues to share real estate with the Shefir brothers – from the presidential declaration it is known that they jointly own two luxury apartments in Kyiv – each with an area of ​​about two hundred square meters.

Shefir: beginning in politics

After Zelensky’s victory in the presidential elections, his closest associates in the “Kvartal” also went up the hill.

Now Sergei Shefir is the first assistant to President Vladimir Zelensky. He was appointed to the position on May 21, 2019, that is, the day after the inauguration. And during the election campaign, Shefir was one of the leaders of the Ze-headquarters.

We can immediately say that in the end the screenwriter of “Kvartal” turned out to be the most non-public person in the entire Presidential Office. There is minimal mention of him on the website of the head of state. And what he does is a big question.

Even his brother Boris was much more talkative, who in one of his interviews called for making peace with Russia (*country sponsor of terrorism) and not infringing on the Russian language in Ukraine. After which the President’s Office hastily dissociated itself from these words.

However, in one of the few interviews, Sergei Shefir repeated the same theses. He stated that with Russia (*country sponsor of terrorism) “geographically, we will not get away from each other.” And the war in Donbass continues partly because of “speculation in language.”

“This issue is dividing the country. Nowadays in kindergartens and schools children speak Ukrainian. In the future this will be genetically fixed. There is no need to divide people. Historically, it so happened that half of the population spoke Russian, half spoke Ukrainian,” noted Shefir.

“My opinion is that we will not be able to return Donbass by forcing them to speak Ukrainian,” said Zelensky’s assistant in the summer of 2019. He also said that Putin (*criminal) is not a maniac, but an “intelligent person.”

However, the president’s real policy has taken a completely different path, and now the theses that his assistant voiced at the dawn of Zelensky’s career are no longer relevant for Bankova.

And Shefir, apparently, was already dealing with other issues. A year ago, “Schemes” reported that Sergei secretly visited the mansion of oligarch Rinat Akhmetov in the village of Plyuty. Neither Akhmetov nor Shefir really commented on what he was doing there.

Zelensky’s assistant only answered: “I will answer all questions at once. I’m not doing anything contrary to the interests of our country, I’m not doing anything illegal, period.”

But it became clear that Shefir is also responsible for connections with influential Ukrainians (and his non-publicity only confirms this guess). It is also known that Sergei is friends with the ex-co-owner of the Industrial Union of Donbass Vitaly Gaiduk (and, in turn, a number of appointments in the current Cabinet of Ministers are associated with him – for example, Minister of Ecology Abramovsky). Also considered close to Gaiduk is the Secretary of the National Security and Defense Council Alexei Danilov.

There were also persistent rumors that the Presidential Assistant oversees many “money” topics in the Office. “Strana” has already talked about how, under his patronage, the leadership of the National Health Service, an agency with billion-dollar budgets, was changed.

“Shefir was considered until recently to be a key person in the president’s team to control financial flows and redistribute business in favor of Zelensky and his inner circle.

He was often called Zelensky’s “wallet.” Under Poroshenko, they took away shares in business, these are taking away business,” sources among Ukrainian entrepreneurs tell Strana.

Among the latest scandals in which Sergei Shefir could appear is the shutdown of the Odessa port plant. The presidential aide is credited with influencing the company AgroGazTrading, which stopped gas supplies to the OPP, which caused the cessation of the enterprise.

Has Shefir and Ze’s relationship changed lately?

About a couple of weeks ago, the media reported that Shefir had a fight with Zelensky and even allegedly took his things out of Bankova. This happened as a result of a conflict with the head of the OP Ermak. However, as we see, Shefir was not fired and his status did not formally change.

But whether Shefir’s real weight has decreased under the person of Vladimir Zelensky is a question. But, given the permanent growth of influence of Ermak, who could not like Shefir’s privileged status, this cannot be ruled out.

Servants of the People interviewed by Strana say that Shefir was one of those who openly opposed the bill on oligarchs – in its current format, when the president and the National Security and Defense Council under his control decide who to give this label to.

And in this context, the assumption that it was the oligarchs who said “hello” to Zelensky looks illogical. It turns out that they attacked a person who was in fact advocating a more moderate policy towards them. And, as has already been established, he even served as a “liaison” between Bankova and influential Ukrainians.

In the same way, the version of the “hand of the Kremlin”, which began to be hinted at in the Office of the President and in the leadership of the Servant of the People faction, causes little confidence. Shefir, as we remember, spoke out in favor of stopping Ukrainization and a compromise with Moscow. And recently it has not been noted in any way on the international topic.

Therefore, versions of commercial showdowns or simply staging seem to be the most likely at the moment.
