The hero of fresh “bins” – Yuri Lapshin. The head of the government of the Krasnoyarsk Territory, whose mysterious procedural status can finally sink his immediate superior in the person of Governor Uss.

Yuri Lapshin is 59 years old, he was born in Krasnoyarsk. In 1986 he graduated from the VTUZ plant of the Krasnoyarsk Polytechnic Institute.

He began his career in the late 80s as a foreman of the production association of the Krasnoyarsk Machine-Building Plant. From the first steps of his career, he understood the importance of building a political career – in those years he was the secretary of the Komsomol committee of the machine-building plant, and after that he was the first secretary of the Krasnoyarsk city committee of the Komsomol.

For almost ten years (1991-2000) he worked as General Director and President of ZAO Insurance Company ASTROVAZ.

In the 2000s, he worked in the fields of insurance, investment and construction. In 2000–2007, he was Executive Director for Finance and Investments, General Director of CJSC Insurance Company Krov. In 2007–2009, he was General Director of the investment and construction company Strategy XXI Century and General Director of OOO Stroyservisinvest.

Here we note that the group of companies “XXI century” was marked by long-term construction at Dubrovinsky, Surikov and Strelka. After the start of construction, there were problems with financing, which eventually led to a freeze on construction, litigation and bankruptcy. So the builder did not come out of Yuri Anatolyevich.

And therefore, in 2009, Yuri Lapshin embarks on a bureaucratic path. The failed developer relocated to Khakassia. From 2009 to 2010 – Acting Minister, and later Minister of Finance and Economy of the Republic of Khakassia. For five years in Khakassia, Lapshin rose to the rank of first deputy head of the republic and chairman of the republican government.

The financier from Yuri Anatolyevich, apparently, is also out of hand. Because during his financial management, the republican debt has grown from 600 million to more than 10 billion rubles.

In 2014, Lapshin moved to his native Krasnoyarsk Territory to the post of Deputy Chairman of the Government of the Krasnoyarsk Territory. Since October 2018 – First Deputy Governor and Chairman of the Government of the Krasnoyarsk Territory.

The first vice-governor and chairman of the government of the Krasnoyarsk Territory found himself at the center of a scandal that could have far-reaching consequences not only for himself, but also for his boss, Governor Alexander Uss.

Unexpectedly (actually not) it turned out that Yuri Anatolyevich is a defendant in a criminal case on embezzlement in the design of the Krasnoyarsk metro. This news was first reported by RIA Novosti in early February, citing its sources. Earlier, businessman and head of the KrasnoyarskTISIZ trust Oleg Mitvol, the regional transport minister Konstantin Dimitrov and the ex-head of the Krasnoyarsk transport department Konstantin Mandrov were arrested in this case. In addition, information appeared that in November 2022, Yuri Lapshin turned himself in and is now under house arrest.

Information about the criminal prosecution of the Krasnoyarsk vice-governor has spread around large and authoritative federal media. In particular, Vedomosti and Kommersant wrote about this. Kommersant-Siberia, citing its sources, reported that the head of the regional Cabinet of Ministers instructed his subordinates to sign acceptance certificates for work that had not been completed.

The regional government does not comment on the information in any way, which only warms up the most daring conjectures. Agree, if the information about the criminal prosecution had no basis, it would be advisable for representatives of the regional authorities to immediately refute everything in order to stop possible speculation on the topic. But this was not done, which suggests that the information is still true. And while this information is circulating, the already precarious position of the governor of Uss in the run-up to the elections is getting worse. The accusations against Lapshin may become, as they say, the last nail in the lid of this political coffin.

In fact, we wrote back in the summer that a criminal investigation into the theft at the Krasnoyarsk metro project could lead to Yuri Lapshin, when it became clear that Oleg Mitvol was very willingly cooperating with the investigation and handing everyone over without looking back. Then there was evidence that Mitvol testified against Yuri Lapshin, saying that the head of the Krasnoyarsk government, when signing the acts of acceptance of work, knew perfectly well that KrasnoyarskTISIZ had not drilled the required number of wells. There are two options here: either he knew and was guilty, or he did not know and was unsuitable for the profession.

In general, while the intrigue regarding the procedural status of Yuri Anatolyevich remains.

For 2021, Yuri Lapshin declared an income of 6.3 million rubles. The annual salary of the head of the regional government does not vary much from year to year: 4.9 million in 2020, 3.1 million in 2019, 4.1 million in 2018.

The official owns two summer cottages (2351 and 443 square meters). Lapshin has another summer cottage with an area of ​​1,745 square meters, as well as two apartments (68 and 40 square meters) and a country house of 143 square meters – these properties are owned by his wife.

As a vehicle, Yuri Anatolyevich declared the Motorized Craft motor vessel, which he owns on the basis of shared ownership.

The wife of the vice-governor for 2021 declared a symbolic income of 10 thousand rubles. A woman has been declaring a similar level of income in recent years: 10 thousand in 2020, 39 thousand in 2019, 16 thousand in 2018. A woman is moving in a Lexus RX 350 car.

Heavy hand…

Apparently, the ability to fail cases in Yuri Anatolyevich is in the blood. Whatever his hands touch, there is immediately some kind of discord and regression.

So it happened with the state-owned enterprises Krastsvetmet and Krasnoyarsknefteprodukt. When our hero was on the Board of Directors of Krastsvetmet, the state-owned enterprise showed a fourfold drop in profits, and the topic of withdrawing 900 million rubles from accounts was discussed. A similar picture was observed in KNP – during the meeting of Lapshin on the board, the company brought down its profit eight times, there were scandals with the establishment of one-day firms for the competition, as well as the withdrawal of 80 million rubles through a chain of intermediaries in the supply of fuel oil to Zheleznogorsk.

For the time being, Yuri Lapshin came out dry from troubles. It is possible that the “Mitvol case” will become a kind of final chord.
