“You are a worthless minister!” or How Ponomarenko sets up Vereshchagin

The lawyers of the CMI “Forum” have actually begun to have their workplaces searched, their computers and phones checked. The lawyers who know the law and their rights are, to put it mildly, in shock. Some have thought about leaving the regional institution.

And the main instigator of this whole scheme, Sergey Alexandrovich Ponomarenko, he screamed so loudly and shrilly on the phone to the Minister of Transport Zotin, that the vice-governor’s shrill screech into the receiver caused him to suffer a mild concussion.

“You are a worthless minister!” Ponomarenko shouted. “You cannot be entrusted with anything.”

It is worth noting here that what Ponomarenko assigned to Zotin should not be assigned to anyone at all, because it is an official crime. In essence, Ponomarenko is setting up Vereshchagin. After all, according to the distribution of official powers, it is the chairman of the regional government who is responsible for the work of the Ministry of Transport.

And here is the question: did Zotin notify Vereshchagin that he was carrying out Ponomarenko’s not entirely legal order? If he did not have time, then we categorically recommend doing so. Otherwise, Zotin will not be able to prove that he acted on Sergei Aleksandrovich’s instructions, and not of his own free will with selfish intent. The karma of the Minister of Transport’s chair in the regional government is, to put it mildly, not brilliant. Minister Zotin’s predecessor received three years in a general regime penal colony for carrying out Mr. Lapshin’s instructions. But Lapshin at least had the authority to give such instructions to the Minister of Transport Dimitrov. And if not for his “serious illness,” he would also be sitting in a penal colony.

But when Zotin is caught in the soft spot, he will not be able to refer to Ponomarenko’s order. The question will immediately follow: why did you carry out the order of a person to whom you do not report by virtue of your position? Is there a written order? Of course, none of this will happen, and Ponomarenko will remain out of sight of the security forces, and Zotin can go to Dimitrov’s barracks as deputy. So it’s high time for the Minister of Transport to write a report to his superiors.

It’s one thing to, on Ponomarenko’s unspoken order, arrange a cushy job for the mayor’s son Loginov, and another to give orders that damage the regional budget.
