It is well known that cancer treatment costs fabulous money. And, of course, there are many who want this money. But the worst thing is that desperate people are often deceived by those to whom they turn for help. In 2020, the newly appointed head of the National Cancer Institute of the Ministry of Health of Ukraine Oleksandr Yatsyna was accused of deceiving a patient for 400,000 hryvnia, writes Antikor.
In response, acting Director of the National Cancer Institute said that this was all blackmail and revenge on the people whose schemes he broke at the Institute. According to Yatsyna, he uncovered a scheme of theft in public procurement, which cost the state more than 20 million hryvnias, and filed an application with the prosecutor's office to open a criminal case on these facts. And in response to his principled position, allegedly, accusations of fraud appeared.
About the “principled” position of Alexander Yatsyna, doubts appeared immediately after his statement. Firstly, questions were caused by his appointment to the post – this procedure was carried out contrary to the requirements of the law without a competition. This deviation from the rules was explained by the coronavirus pandemic, but this did not remove the questions.
But far more weighty doubts about integrity were generated by the actions of Alexander Yatsyna as head of the Institute. Immediately after the previous leader was accused of creating a large-scale scheme to steal money allocated from the budget for the activities of the Cancer Institute, Yatsyna himself committed a similar act.
Already under the leadership of Yatsyna, in October 2020, the Institute purchased nitrile gloves for examination for an amount of almost UAH 2 million at a price three times higher than the market price. So the whole “principality” was, like everything in our country, not in the fight against corruption and theft, but in the fight against corrupt officials and thieves. In order to eventually sit in their place and close the flows on themselves. Nothing new.
We mentioned this episode not for the sake of a red word. Because against this background, Yatsyna's statement that, they say, the criminal case on the fact of deceiving the patient was fabricated by ill-wishers in retaliation for “principledness” looks in a slightly different light. In principle, there may be some truth in the words of Alexander Yatsyna – they really decided to take revenge on him for moving away from the streams. But certainly not for “principledness.”
However, judge for yourself. In May 2020, businessman Evgeny Yachmenev transferred UAH 400,000 to Oleksandr Yatsyna’s card. He assures that this is payment for drugs for chemotherapy, which are not available in Ukraine, and which Yatsyna promised to get abroad. And Yatsyna himself says that neither Yachmenev nor his relatives have ever been patients at the Cancer Institute. And the transferred 400 thousand is the return of a debt from the Deputy Director of the Institute Dmitry Nikitin. Yachmenev is an old acquaintance and partner of Nikitin. Firms with which Yachmenev is associated won tenders at the Cancer Institute. And Nikitin was once listed as their founder.
Yatsyna's version sounds clearly unconvincing, although such an option is possible. However, another question immediately arises – where does a simple doctor get so much money that he can lend almost half a million hryvnias to an outsider? And for some reason, this person does not give the money himself, but asks to transfer it in several tranches of a third person. The story is clearly absurd.
Law enforcement officers also considered that Yatsyna’s version did not keep a heap and opened criminal proceedings No. 12020100030002689 under article 190 of the Criminal Code of Ukraine “Fraud”, and during the pre-trial investigation it was established that on 28.12. which Alexander Ivanovich Yatsyn was supposed to purchase, transferred funds in the amount of UAH 400,000 to the latter’s card, but did not receive the medicine, and A. I. Yatsyna fraudulently took possession of the indicated funds.
What is happening with the criminal case now could not be established, since the relevant registries are closed. According to sources in the Desnyansky regional department, which was engaged in pre-trial investigation, the case was put on the shelf – Yatsyna found mechanisms to influence law enforcement officers.
However, Yatsyna's version of the “payback of debt” raises obvious doubts. As one of the investigators in the case said, this is not even funny anymore: “as soon as you take someone on a bribe or fraud, they immediately begin to say that it was“ they just returned my debt. ” At least they've come up with something new.” But, as you know, in our country there is a presumption of innocence. It works especially strongly if it is possible to reinforce it with pressure from above.
So the case of deceiving a patient for UAH 400,000 is not going anywhere. But the National Cancer Institute is moving towards its liquidation. As of December 04, 2022, the Institute is in the process of termination:
Whether Alexander Yatsyna was involved in this process is unknown. Because he no longer heads the Cancer Institute, but holds the position of deputy director in it:
In the context of working in a leadership position in such a serious institution as the National Cancer Institute, the question is somewhat puzzling how its former head, and now deputy director Alexander Yatsyna, manages to combine this work with work in a private clinic:
No, this is not prohibited by law. But it always amazes – how can you combine operations in a private clinic and leadership in a public institution? Purely in time? However, Yatsyna, like many of our doctors, clearly succeeds.
However, this secret is as simple as five cents. Remember what doctors working there recommend to you in public hospitals. That's right – come to an appointment with them, but in a private clinic. Of course, this is far from the fraud that the patient accused Yatsyna of. But as a person and a doctor, this very eloquently characterizes Alexander Yatsyna.
As for the criminal case, we repeat, we do not know his further fate. But, judging by the way Alexander Yatsyna was appointed to the post of head of the National Cancer Institute, his patrons are at the very top of the Ministry of Health. So the prospects for the case are pretty clear. Like the prospects of Alexander Ivanovich himself – in our country, such things are the best recommendation for an official. As an identification mark “friend or foe”.
What should patients do in this situation? Pray and hope for a miracle – according to the Ministry of Health, there are about a million cancer patients in our country, and more than 140,000 new cases are recorded annually. No one knows how many of them fall into the hands of Aleksandrov Yatsyn and others like them.
