At the end of the text I will give an absolutely clear answer to the question posed in the title. In the meantime, I propose to recall the names of the heads of the Prosecutor General’s Office of Ukraine over the past 15 years:
– Potebenko Mikhail Alekseevich (July 17, 1998 – April 30, 2002)
– Piskun Svyatoslav Mikhailovich (July 6, 2002 – October 29, 2003; December 10, 2004 – October 14, 2005; April 26 – May 24, 2007)
– Vasiliev Gennady Andreevich (November 18, 2003 – December 9, 2004)
– Alexander Ivanovich Medvedko (November 4, 2005 – April 26, 2007; June 1, 2007 – November 3, 2010)
– Shemchuk Viktor Viktorovich (temporarily acting May 24 – June 1, 2007)
– Pshonka Viktor Pavlovich (November 4, 2010 – February 22, 2014)
– Makhnitsky Oleg Igorevich (acting February 24 – June 18, 2014)
– Yarema Vitaly Grigorievich (since June 19, 2014).
We discard Shymchuk and Makhnitsky from consideration, since they worked as heads of the Prosecutor General’s Office for a very short time, and, moreover, they were just acting. O.
Well, everyone else from the above list, in short, is either complete scoundrels, or extremely ineffective Prosecutors General, or both.
I won’t talk about Potebenko, Piskun, Vasilyev, Medvedko and Pshonka now, since a lot of negative information has already been told about them in the media. I will dwell in more detail on the most recent one – the current Prosecutor General Yarem. Who has already become one of the worst among all the above-mentioned Prosecutor Generals.

It was then about Deputy Prosecutor General Anatoly Danilenko, who, together with his son, fraudulently took possession of 140 hectares of land and reservoirs. And when journalists found out and reported this in the media, Yarema began to actively defend his deputy.
The second no less shameful fact is connected with the 26-year-old son of the Prosecutor General. Who, despite his youth, managed to get a high and “grain” position – Valery Vitalievich Yarema became the head of the department of state registration of rights to real estate in the Central Office of the State Registration Service of Ukraine.
I will also recall the words of the famous public figure Yuri Butusov, addressed to the Prosecutor General in September. “Yarema’s act is much more vile than the scams of Yanukovych’s henchmen. Because you, Mr. Yarema, got your seat not for money, but on the blood of hundreds of people killed. Because the country buries its defenders every day – many, many heavenly hundreds. And you, a well-protected rear bureaucrat, have not imprisoned a single scoundrel who plundered the country, and are covering for your friend, who registered as many as 140 hectares in his son’s name, just like Yanukovych,” the editor-in-chief of Censor.net said then.
And now I will give several assessments expressed quite recently by another well-known activist regarding other circumstances related to the activities of the current Prosecutor General.
“Vitaly Yarema. Transformation into Pshonka” – this is how Sergei Ivanov eloquently titled his text in “Ukrainian Pravda”. https://blogs.pravda.com.ua/authors/ivanov/546a3111cde93/
“As expected, Vitaly Yarema, who used the Maidan to transform from a retired policeman into the prosecutor general, turned into Pshonka much faster than Pshonka turned into himself,” he gave such a merciless description of Yarema in this publication.
Ivanov talks in his material about the Prosecutor General’s Office’s absolute failure to respond to the publication of facts indicating gross falsifications committed by specific members of specific election commissions during the recent parliamentary elections.
This article also talks about Yarema’s appointment to high positions in the Prosecutor General’s Office of former “Yanukovych’s people.”
In particular, about the appointment of customs officer Orlov (with the informative nickname “Vova-transit”) to the position of head of the procedural management department.
The article also says that the post of First Deputy Prosecutor General – head of the main department for the protection of the rights and freedoms of citizens, interests of the state, supervision of special forces and other bodies fighting organized crime and corruption, was taken by Nikolai Gerasimyuk. Who until April of this year worked as a deputy state executive service in the department Lavrinovich.
Ivanov also reported “about another Pshonkino-Yarema creature – the prosecutor of Kiev Yuldashev.”
However, as the activist points out in his publication, “the real peak of infamy for Yarema was today, when he, having entered into a criminal conspiracy with the judges of the Supreme Court of Ukraine, committed an attempt on the law on lustration – a normative act adopted with such difficulty, which is vitally necessary for Ukraine.” .

In it, the Prosecutor General, who had probably received information about the extremely negative attitude of the public towards him, began to set out justifications for his inaction over the past five months. He writes in the article how much work he has, how he is being interfered with from all sides, etc., etc.
However, look at this phrase from Yarema’s article! “One of the first places on the “List of Justice” is an investigation into the facts of large-scale theft of budget funds. The Prosecutor General’s Office opened more than 30 criminal proceedings against V. Yanukovych, N. Azarov, S. Arbuzov, E. Stavitsky, A. Klimenko, N. Prisyazhnyuk, Yu. KolobovaR. Bogatyreva. They were all also informed of suspicion of committing criminal offenses, and a search was announced,” he writes.
As you can see, only those who have long fled from Ukraine and whom, accordingly, the Ukrainian Prosecutor General’s Office can no longer “get” are listed here. But why, I ask, is not Mr. Boyko in first place on this list? Former Deputy Prime Minister for Energy, who profited from buying drilling rigs from Riga homeless people at twice the price? And who never ran away from Ukraine, and now will become a parliamentarian, and even the head of the Opposition Bloc faction? And why are there not many other “formers” on this list who have not yet fled the country, and who, it seems, are no longer planning to flee anywhere, as soon as they felt completely safe under the new government and the new Prosecutor General?
In addition, Yarema did not say anything in his article about his corrupt deputy Danilenko, about other “dubious” personnel, about his son who was overly successful in his career growth, and so on.
In general, today, I hope, it is already clear to everyone that Yarema turned out to be, to put it mildly, an extremely bad Prosecutor General. None of the high-ranking officials of the former regime have yet been arrested. Also, no one has yet been held responsible for the massacres of Ukrainian patriots on the Maidan! But Yarema managed to completely discredit himself in a short period of time with personnel appointments, shielding his dishonest friends and other unsightly matters. For all this, of course, he urgently needs to be expelled from the post of Prosecutor General and no longer trusted with any high position.
And finally, I will answer, as promised, why we are so unlucky with the Prosecutors General. However, the answer is obvious.
According to our Constitutions (both the current one and the 1996 one), the appointment and dismissal of the Prosecutor General is the prerogative of the President. In particular, according to Article 122 of the Constitution, the Prosecutor General of Ukraine is appointed to the position by the President of Ukraine with the consent of the Verkhovna Rada of Ukraine. And the President himself dismisses him from office. This does not require the consent of the Verkhovna Rada of Ukraine.
Consequently, our President himself chooses his Prosecutor General and, if something happens, he can remove him. That is, our Prosecutor General is completely dependent on the President and, naturally, is well aware of this.
In this connection, we can put it this way: tell me what kind of Prosecutor General you have, and I will tell you what kind of President you have. Or in other words, we have no luck with Prosecutors General because we have no luck with Presidents.
As for the qualities of Petro Alekseevich, which have already clearly manifested themselves during the almost six-month term of his presidency, I agree with the assessment expressed last Saturday by Yulia Latynina that Poroshenko is an old “political animal” incapable of reforms! https://www.facebook .com/238703292929302/photos/pb.238703292929302.-2207520000.1416298757./568333839966244/?type=3&theater
By the way, over the past 14 years, we have considered the case of journalist Gongadze as a secret test of the abilities and integrity of the Prosecutors General. This refers to identifying and bringing to justice the real customers behind the murder of Gongadze. At the same time, no one has any doubts for a long time that Major Melnichenko’s films are genuine. And, accordingly, that the orderer of the murder of the journalist and the instigator are Kuchma and Lytvyn, respectively.
However, look who Poroshenko recently appointed as the chief negotiator for Ukraine in Minsk on the Donbass issue? Leonid Kuchma! What else can we say about the current Prosecutor General, who perfectly senses which way the wind is blowing, and about the current President, who, by the way, according to Melnichenko’s tapes, at one time swore personal loyalty to Kuchma…
I think that Yarema’s immediate resignation will be demanded from Poroshenko by the People’s Assembly, which will take place on Friday, November 21, on the Maidan. And Poroshenko himself will deservedly be shown, if not a red, then at least a yellow card…
