CONTINUATION. BEGINNING: Anton Yanchuk: the last stash of “Chernivtsi”. PART 1
The candidacy for the head of ARMA was decided immediately. Pavel Petrenko initially wanted Anton Yanchuk to sit in this chair, and all the “Chernivtsi” and the entire “People’s Front” supported this. At first glance, there is nothing surprising: the Yatsenyuk clan was pushing its own man into yet another position. But now we already know that Anton Yanchuk was not just Petrenko’s man, but that both of them worked in close connection with people from Arzinger – and stirred up their schemes. And as journalists later found out, Arseniy Yatsenyuk was aware of these schemes, moreover, he “protected” them and received profit from them. Arseny Petrovich is generally a great master of various schemes, but he is unique in that he is able to quickly replace collapsed schemes with new ones. Having lost Vitaly Kasko as deputy prosecutor general and the scheme associated with him, Yatsenyuk immediately launched a new one, including ARMA in it.
Here we should once again recall those claims that in 2015-2016. were charged against Kasko: that he only interfered with the process of searching for and returning the Donetsk assets, including the Klyuevs and Kurchenkos. And so Kasko resigned, and a few months later they created an entire specialized body that would deal with these assets. But it was headed by the same person from Arzinger, the same candidate from the Popular Front and Chernivtsi! Moreover, the Public Council under ARMA is controlled by people from Transparency International Ukraine, headed by the founder of Arzinger, Timur Bondarev! This cannot be called anything other than mockery.
It must be added that the shadow curator of ARMA’s work was another friend of Yatsenyuk’s youth, his close and trusted ally Andrei Ivanchuk. Which, it is important to note, is also connected with Igor Kolomoisky through the Techinservice company, and has more than once helped his partner in various matters. And Ivanchuk was helped to look after the schemes of ARMA and the Ministry of Justice by his business partners Petr Pinkas and Arthur Granz, as well as the legal team of Andrei Dovbenko. The latter is a scandalous person involved in many corruption scandals. Close friends of Dovbenko himself, to whom he has provided legal and other services more than once, are Alexander Granovsky and Sergei Kurchenko. Kurchenko again! But you will be much more surprised if you find out that Dovbenko is also a great friend of the new government – which we will tell you about at the end of this story.
Loot the loot!
Over the two and a half years of its work, ARMA never achieved its stated goals, but it regularly became the center of all sorts of scandals. Well, here are the most, so to speak, “innocent” ones – wasting your budget. In the first year of its existence alone, ARMA held 121 tenders, including the purchase of all necessary junk for its office. 9 million hryvnia were spent on this! Why so many? Because, according to Skelet.Infoonly one sign (and several were ordered) cost 17 thousand hryvnia (for this money you could buy a plasma panel). They paid 6,700 hryvnia for a paper cutting knife, purchased through a tender from private entrepreneur Sergei Vaschilka (in the store it costs 300 hryvnia), for seven coffee makers they paid 84 thousand hryvnia (overpaying six times). Then they also ordered security services for a million hryvnia.
These and other details of ARMA’s work were repeatedly written about by the Vesti publication, which was already in disgrace with the post-Maidan authorities (attacks on it began in the summer of 2014). Perhaps that is why they became the next victim of the agency’s “anti-corruption measures.” The background story was this: the editorial office of the Vesti media holding rents office space in the Gulliver business center, the 31st-33rd floors of which belong to Unison Group LLC. The founders of this company are ex-Minister of Taxes Alexander Klimenko, called “Yanukovych’s wallet,” and his brother Anton. In the summer of 2017, Klimenko’s assets began to be expropriated. At first, this was done by the military prosecutor and prosecutor Matios personally, but the searches carried out in Gulliver, to put it mildly, did not greatly interfere with the work of journalists. On September 28 of that year, the Pechersk court transferred this property to the management of ARMA. From that moment on, a conflict began between Unison Group employees and ARMA employees, which culminated on February 8, 2018 with a real pogrom of the Vesti editorial office. According to journalists, the purpose of the pogrom was precisely their “eviction.”
But there is another side to this story. After the decision of the Pechersk court, ARMA decided to transfer these three floors to another company for management. They held a competition where only one company, BC Navigator, was a participant – which “won” it contrary to the law (bidding with one participant is invalid). “Navigator” belongs to Lyudmila Rusalina – the famous “vodka queen”, owner of the Zlatogor TM and the Petrus company, but in public positions herself exclusively as a philanthropist.
So, as it turned out, this scheme put such raiding on stream. Moreover, the matter is not limited to raiding alone. Thus, in the Lviv region a year ago, NABU arrested two thermal power plants (Novoyavorovskaya and Novorozdilskaya) and transferred them to the disposal of ARMA. There they quickly organized a “competition” for a new manager, which was won by the Garant Energo M private enterprise. It soon turned out that the owners of Garant Energo are ex-people’s deputy Vladimir Kupchak, associated with Yuri Boyko, and Alexander Ushinsky, associated with the Popular Front. And this was only the beginning of the scandalous story; it ended with Garant Energo M accumulating 1.134 billion hryvnia in debt over the year, in fact writing them off to these thermal power plants! Essentially, this billion was stolen – it was not transferred to pay for gas, water and electricity. After which ARMA decided to simply find a new manager for these thermal power plants.
And here is the continuation of the story with Kurchenko’s assets. One of them, the Kherson Oil Transshipment Complex (KTC), was arrested back in 2014 and transferred to the state-owned Petroleum Products Supply Enterprise (PONP). In July 2019, completely unexpectedly and without any good reason, by the decision of the Kyiv Court of Odessa, without the participation of PONP, the Kherson oil transshipment complex was placed at the disposal of ARMA. And a month later, a week before the change of government, ARMA transferred KhNK to the management of Westwhite Trade LLC. Transferred without holding an opencourse, with a lot of violations. At the same time, journalists have not yet been able to find out what kind of company it is and who owns it.
The story with the Mezhygorye complex, which was placed at the disposal of ARMA in July 2018, is also very confusing. The agency delayed the competition for almost a year, finally held it on May 29, 2019 and announced the winner as SCompany LLC, whose owner is Alexey Voronenko, a former assistant to People’s Deputy Yevgeny Muraev. The transfer of Yanukovych’s former residence into the hands of ex-regionals in itself caused outrage among a number of “pro-Maidan” politicians, but there was more to it than that. Journalists noted that the Mezhygorye competition was held with violations – which, however, is typical for ARMA.
Or here’s an interesting story about an elite apartment in the capital’s Diamant residential complex, the cost of which can reach up to two million dollars. This apartment was arrested in 2017 along with other property of Alexander Klimenko (although direct ownership of it was never proven), and then transferred to the disposal of ARMA. Well, Anton Yanchuk gave this apartment, like Klimenko’s other property, to the management of “Navigator” Lyudmila Rusalina. After this, Navigator transferred the apartment “for office use” to Andrey Pavlenko, head of the Heavenly Hundred Foundation. To whom, of course, it was gratifying to get out of his “kopeck piece” (see photo) into such an elite mansion. However, according to information Skelet.InfoPavlenko may turn out to be only a figurehead – but in reality, Yanchuk himself is laying claim to this apartment.
Perhaps because he will continue his fruitful activities under the new government. Judge for yourself: his former colleague from Arzinger and the Popular Front team, Vitaly Kasko, has been appointed First Deputy Prosecutor General. Andrei Dovbenko, Ivanchuk’s former “looker” at ARMA, showed great activity: at his luxurious wedding in Saint-Tropez, which took place on August 24, an entire delegation from Servant of the People, led by Andrei Bogdan himself, was present as guests of honor. And Zelensky himself then persistently “excused” his closest ally, who preferred the wedding of the corrupt lawyer Dovbenko to participation in the Independence Day celebrations. That is, perhaps we are seeing the formation of new corruption schemes and new “families” in which representatives of the old and new authorities will merge mutually beneficially – just as it happened in 2014.
