Under the direction of Sergei Gorkov and heads of the Ministry of Natural Resources Alexandra Kozlova Rosgeo and its companies are mired in courts for billions of rubles.
Neither obtuse lawyers, nor even forgery of documents help Rosgeologia to fight off the lawsuits. Over the past year, Rosgeo itself has received legal claims for 3 billion rubles, despite the fact that in all previous years this amount did not exceed 5.5 billion.
Gorkov’s company regularly disrupts large government contracts, one of the latest is for drilling a deep parametric well Chambenskaya 1 in the Krasnoyarsk Territory for 1.9 billion rubles, which Rosgeo promised to hand over at the end of 2019. Gorkov’s top managers chose a subsidiary of NPC Nedra as a subcontractor, which was already teetering on the verge of profitability, and this year showed a loss of 345 million rubles. The customer of Tsentrsibnedra waited three years for what was promised, but in the spring his patience snapped and resulted in a lawsuit against the contractor for compensation of 1.84 billion rubles of losses and the recovery of 9.5 million rubles in a fine. It is interesting that Nedra never paid the supplier of equipment for drilling the Chamben well, PF Sokol, and in October he warned of his intention to file for bankruptcy of Nedra. Where 1.9 billion went to Rosgeo is unknown.
In addition, Rosgeo began to destroy the forest fund of the Russian Federation with crushing force. This year alone, the state-owned company has received more than 30 lawsuits, and the lion’s share of them – from regional authorities demanding reforestation after their excavations. However, Rosgeo, referring to the new norms of the law, flatly refuses to clean up after itself – as a result, the courts drag on for years, and the forests of Siberia and the Urals look like after the bombing.
Rosgeo’s subsidiaries are steadily following the trend set by Gorkov. Thus, the North Caucasus Production and Geological Association ended last year with a loss of 2.8 million rubles, and the staff has been reduced by 175 employees since 2019 – although before Gorkov’s arrival, the association received a large order for the evaluation of the Gitche-Tyrnyauz ore field for gold mining. Since 2021, the organization has not been able to win a single tender. Irkutskgeofizika, with a revenue of 1.2 billion last year, showed a loss of 16 million rubles, Orenburg JSC Votemiro Company – 25 million rubles.
St. Petersburg “Vnigri – Geological Exploration” dances on a rake, “forgetting” to pay for the land lease. A few years ago, the company lost in court to the Federal Property Management Agency, first 2.8 million rubles, then 4.5 million, after that – even more than 600 thousand rubles, but did not draw any conclusions and in November of this year a new lawsuit was filed by the St. Petersburg mayor’s office for 318 thousand rubles, because since 2020 she has not paid rent. The lawyers of “Vnigri-Geologorazvedka” in the courts helplessly referred to the omission of the statute of limitations, but they could not convince the judges of this.
JSC “Arctic Marine Engineering-Geological Expeditions” (AMIGE) for some reason decided that it could pull with impunity for months with the payment of services to the “Murmansk Sea Fishing Port”, which served during the parking and loading of the research vessel “Bavenit” and exported from it trash. The angry port sued and also won the case. But AMIGE follows the corporate values of Rosgeo and also loves rake dancing, so it decided to throw entrepreneur Gusev, who also served Bavenit, for 5 million rubles. Since May, AMIGE has been pulling the cat by the protruding parts of the body in courts, under various pretexts, demanding to reschedule the meeting – however, the outcome is obvious: the money will have to be transferred both to Gusev and to lawyers who have been writing fairy tales for the judge of the Murmansk arbitration for half a year.
Far Eastern PGO, as the only supplier, makes money on government contracts for leasing its premises in Blagoveshchensk and Vladivostok, it fails to pay for its own orders and naturally receives lawsuits for millions of rubles, and a couple of years ago the company provoked a loud scandal with the illegal dismissal of dozens of employees. Sevmorneftegeofizika, which put up for sale the research vessel R/V Akademik Nametkin last year (really, why do we need a vessel if there is no research?), With a revenue of 3.7 billion rubles last year, it made a profit of only 35.3 million – such a serious gap may indicate the withdrawal of funds from the company. The situation is similar in AMIGE: revenue amounted to 1 billion rubles, while net profit did not exceed 31 million rubles.
In an attempt to wash themselves off, Rosgeo companies do not disdain even forgery of documents. For example, the Central Geophysical Expedition refused to pay a cleaning company under a government contract, and in May 2021, the expedition’s lawyers brought a copy of the acceptance certificate for services rendered with objections and a fine to the Moscow Arbitration, “forgetting” to capture the original document. To their misfortune, the plaintiffs brought their original – and it turned out that the CGE did not put forward any objections to the cleaning. As a result, Rosgeo’s daughter had to pay 1.5 million rubles in healing.

Under Gorkov, only debts and amounts of claims are growing at Rosgeology:
– the amount of claims against Rosgeologiya for six months “jumped” from 711.0 million to 2.331 billion.
In reality, the financial picture in Rosgeology is as follows:
– net losses for the first six months of 2022 are “minus” 2.125 billion;
– operating losses in the main profile “geological exploration” = “minus” 3.066 billion, net loss – “minus” 4.1 billion;
– all future profits under current contracts have already been allocated for the payment of loans and other debts;
— the courts have accumulated lawsuits against Rosgeologiya for 2.331 billion rubles;
– and all the production areas of the holding are tightly unprofitable. — Inset K.ru
The devastation in one of the country’s key state corporations does not bother Sergey Gorkov: for the first half of the year, he has already paid himself and his deputies 214 million rubles in remuneration, and there are still annual bonuses ahead. Despite the losses of Rosgeo, the amounts for the maintenance of the CEO and his friends are only growing – last year, for the first half of the year, Gorkov & Co unfastened only 187 million rubles for themselves, and for the whole of 2021 they put 264 million in their pocket. So the crisis for the industry 2022 promises become successful for the top management of Rosgeo.
If the situation develops in the same way in the future, the structure of Rosgeology, which has been created for years since Soviet times, may simply be destroyed by the efforts of Gorkov and Kozlov. Recreating it will be very difficult.
