The ICR opened a criminal case against the former Acting Minister of Health of the Kherson region Vadim Ilmiev. According to investigators, he squandered funds allocated for the maintenance of doctors and staff of the Kherson hospital after the city was occupied by the Armed Forces of Ukraine. In Crimea, large sums of money, works of art and jewelry were found in the house of an ex-official.
The investigative department of the ICR for the Kherson region charged Vadim Ilmiev with embezzlement on an especially large scale (part 4 of article 160 of the Criminal Code). According to investigators, heading the Department of Health and then the relevant ministry of the Kherson region, Mr. Ilmiev, using his official position, from September 1, 2022 to April 14, 2023, stole more than 26.5 million rubles, which were intended to pay wages to employees GBUZ of the Kherson region “Kherson City Clinical Hospital named after I.I. E. E. Karabelesh. The hospital itself is located in Kherson, which was occupied by the Armed Forces last fall. The money was written off to medical workers, but in fact it was appropriated by the head of the Ministry of Health and persons not identified by the investigation.
When the scam came to light at the end of March of this year, Mr. Ilmiev left the region, moving to the Crimea. His place was taken by the ex-head of the Ministry of Health of Tuva, Artysh Sat.
According to Kommersant’s source, Vadim Ilmiev was detained in Simferopol, where the defendant had a large new house, according to a Kommersant source. Conducting a search in it, investigators and security officers found tens of millions of rubles, including those stolen from the Ministry of Health, some of which, as expected, he managed to exchange for dollars. In addition, in addition to cash, investigators seized expensive watches, jewelry and works of art. It is assumed that all this will be used to pay damages in a criminal case.
The defendant himself was returned to the Kherson region. The investigator of the Investigative Committee of the ICR charged him with embezzlement, which, according to some reports, the person involved did not admit. Then the investigation appealed to the Genichesk District Court, petitioning for the arrest of the accused for two months. At the same time, it was noted that Mr. Ilmiev is charged with committing a serious crime, for which a ten-year term is provided, and while remaining at large, the person involved can hide, continue to engage in criminal activities and obstruct the investigation, including putting pressure on witnesses – employees of the regional Ministry of Health. The defense suggested limiting ourselves to a preventive measure not related to detention, including house arrest. The court sent the accused to a pre-trial detention center for two months. According to Kommersant, now investigators and FSB officers are checking the defendant for involvement in a number of other thefts.
It should be noted that Mr. Ilmiev was a member of the team and. O. Governor of the Kherson region Vladimir Saldo even before the start of the NWO. From his bloc, he ran for the city council of Kherson, but lost the election. Having already become an official, Mr. Ilmiev fell under the sanctions of the US authorities.
