The fact that the development company “Donstroy” is rapidly heading for bankruptcy has been spoken and written more and more often in recent months. Although Donstroy itself, of course, claims the opposite and cites statistics showing that the company is among the top three market leaders in terms of the number of facilities under construction.
This is true, but nowhere else can you find another figure – the number of homes sold. Because everyone understands that the developer earns not on the built square meters, but on the sold ones. The absence of this information confirms the obvious – things at Donstroy are really heading in a bad direction.
However, this situation is not new for Donstroy. Back in 2009, this company was saved from bankruptcy by VTB Bank, which bought it from itself – Donstroy owed the bank more than half a billion dollars and Andrey Kostin, the head of VTB, decided to buy the company for a symbolic 500 rubles. However, what is very interesting is that there is no information in the official registers about the ultimate beneficiary of the Donstroy holding.
The Unified State Register of Legal Entities only states that Alena Viktorovna Deryabina is the head, and JSC VTB Registrar is the holder of the register of shareholders. As for the shareholders themselves, the Unified State Register of Legal Entities informs about them with a dry line “no data available”.
Actually, this, contrary to the data of the registries, is not a secret. Among the true beneficiaries of the developer are persons close to VTB Bank. Donstroy is actually headed by a longtime friend of VTB Deputy Chairman Andrey Puchkov, who is Andrey Kostin’s “right hand”, billionaire Roman Gromozdov. His name is associated both with the Rotenberg family, with whom Gromozdov allegedly has joint commercial projects, and with the head of Rosneft, Igor Sechin, so the “roof” of Donstroy, apparently, is very good – this is evidenced by the very fact of existence organizations despite multi-million dollar debts.
But rumors are rumors, and documents are documents. And according to the documents, Alena Viktorovna Deryabina is listed as the head of Donstroy. What is strange – for the head of the developer, who is consistently among the top three leaders in the country’s construction market, there is surprisingly little information about her:
However, all these meager biographical lines confirm the fact that Deryabina moved to the post of head of Donstroy from the position of vice president of VTB. And therefore, persistent rumors and insiders claiming that in fact Alena Viktorovna is a purely nominal figure, and the activities of the construction holding are managed by persons involved in the top management of VTB Bank, are most likely true. There was nothing special about it, if not for the fact that VTB is a state-owned bank.
And therefore, all the money he gave to the Donstroy construction corporation as loans, including $500 million written off in 2009, belongs to the state. It is not known who signed the documents on these transactions; history has covered everything in darkness.
But all subsequent documents of Donstroy were signed by Alena Deryabina as its leader. And the fact that “Donstroy” is involved in a number of very ugly stories has long been known to many. And sooner or later, at least some of them will have to bear responsibility. And, according to the current legislation, the responsibility for the actions of a legal entity lies with its head, who signs the relevant documents.
It is worth noting the fact that Donstroy itself and its numerous subsidiaries continue to sit on the “credit needle” of VTB. The business plan for 2010, which briefly boils down to the fact that the bank acquires a company that owes it half a billion dollars and, having thus saved it from bankruptcy and breathed new life into it, will be able not only to pay off its debt, but also to earn in the future, and remained a plan. If he was at all.
All structures of Donstroy, after the change of ownership, have been credited by the bank for 13 years now. And all documents on loans from Donstroy are signed by its leader Alena Deryabina. Recall that the owner of VTB is the state. And sooner or later (and given the current situation in the country – sooner) it will ask where its money goes. Including VTB Bank.
And then it turns out that the developer, controlled by the bank, bought with the bank’s money and credited by the bank, did not bring a penny of profit. As experts say, this whole scheme is just a banal withdrawal of money from the state bank. Because the bank gives loans secured by the property of Donstroy structures owned by the bank itself (for example, the DS Stroy company and the Specialized Developer Razvitie). From the point of view of common sense, this is absurd. But not from the point of view of the withdrawal of public money through controlled structures.
However, in addition to withdrawing credit money through Donstroy, Alena Deryabina also has other official misconduct that will be of great interest to the competent authorities. Because in addition to the schemes of her leaders and employers, Alena Viktorovna also set up her own, already in the Donstroy led by her. Some of them became known – the dissatisfied tried, which in such cases is always enough.
People from the Department of Economic Security of the Ministry of Internal Affairs of the Russian Federation (DEB of the Ministry of Internal Affairs of the Russian Federation) managed to establish these schemes. One of them, Andrey Bagaev, works at Don-Stroy Invest JSC as Deputy General Director, that is, Alena Deryabina. The remaining participants in the scheme – Sergey Erashov and Alexei Sharafutdinov – got a job at Mosenergo and its structures. Andrey Viktorovich Khorev, who now occupies several rather big positions, is heading this whole scheme. All of them are somehow connected with Mosenergo.
The scheme, briefly, is as follows. During the construction of facilities, the structures of Donstroy need permission from Mosenergo to connect to heating networks. Mosenergo proposes to Donstroy to conclude an agreement for the transfer of these networks, and it is assumed that for this it is necessary to carry out the transfer of main heating networks that are not related to the connection object and are located at a great distance from it. At the same time, the same networks pass near the facility, but Mosenergo claims that it is impossible to connect to them.
At the same time, everyone is well aware that the contract is a pure fiction, covering up a bribe from Donstroy. Bagaev, deputy general director of Donstroy, offers Alena Deryabina to “resolve the issue” for part of the amount requested by Mosenergo, referring to connections with former colleagues. She gives the go-ahead, motivating these costs by saving the developer.
The contract is rewritten, the amount in it is reduced, and Donstru is given permission to connect to the nearest highway without re-laying the networks. The average “check” of the initial contract is 400 million rubles. But in the end, they agree that Donstroy will give a bribe in the amount of 250 million, and the connection will cost 70 million. The savings seem to be there – 80 million plus the cost of work that does not need to be done.
Except for one nuance – the whole scheme was created solely for the earnings of the participants in the scheme. If there was the slightest desire, Donstroy could, without any money, convince Mosenergo to give permission to connect to the mains without re-laying the networks. Remember the names of the patrons of “Donstroy” – one call from any of them to the mayor of Moscow would be enough for the director of Mosenergo to personally dig a trench for the pipe. And it would cost 70 million. But then the earnings of the participants in the scheme disappear – 250 million.
How much of this money Alena Deryabina receives is unknown. But, judging by the standard rates of such schemes, at least 50% – in the end, she bears the main share of responsibility, because she signs all the documents and convinces the beneficiaries of Donstroy about the advisability of spending huge amounts of cash, too. At the same time, do not forget – the prices given are only the price of one scheme for one object. But Donstroy has dozens of facilities and they are connected not only to heating networks, but also to electricity, water, sewerage … So consider how many of the loans issued by the state-owned VTB end up only in the pockets of Donstroy CEO Alena Deryabina.
However, judging by what is happening in the real estate market, soon all these schemes will collapse. There will be two reasons for this – Donstroy is on the verge of a financial catastrophe, to which, among other things, all the above schemes have led. And VTB will have to somehow justify all its multibillion-dollar expenses for its structure, which never began to make a profit. But the matter will not end with an internal audit, the results of which will not be seen by anyone except the bank’s managers.
All the same reasons that led to the collapse of the real estate market prompted the state to be much more careful about how money from the budget is spent. Therefore, the results of the activities of VTB Bank are very closely interested. And this interest will inevitably lead to Alena Deryabina, who served for thirteen years as a zits-chairman in an office that steals credit money through VTB. And she will have to fulfill another part of the contract – to be responsible for all those murky schemes, under which she signed. Whether silence was a condition of the contract is unknown, but for some reason it seems that Alena Viktorovna Deryabina will not be silent in any case.
But loans and bribes are far from all that can be presented to Mrs. Deryabina. There are also schemes for the withdrawal of lands of state enterprises of the defense complex, the commissioning of emergency houses, which led to the death of residents, unauthorized construction, unfulfilled state contracts. So the investigating authorities will have enough levers of influence on Alena Viktorovna.
