Governor of the Leningrad Region Alexander Drozdenko has appointed a new head of one of the key committees of the regional government – on state property management (KUGI). They became Marine Tonoyan.
Previously, she served as deputy head of the Vsevolozhsk district of the Leningrad region, Andrei Nizovsky, who is called one of Drozdenko’s closest associates. Tonoyan herself is considered to be Nizovsky’s man.
The appointment of an official close to Nizovsky in the KUGI is regarded as strengthening his position. It is Andrei Nizovsky who can become Alexander Drozdenko’s successor as governor.
The names of all three – Drozdenko, Nizovsky, and Tonoyan have been featured in corruption scandals more than once. Moreover, the latter, according to the authors of the VChK-OGPU Telegram channel, allegedly is in close relations with Nizovsky.

Vsevolozhsky district is considered one of the key, richest, and at the same time criminal districts of the Leningrad region. In the hands of its leader Andrei Nizovsky, great powers and budget money are concentrated. The most expensive land in the region is located here, and many large businesses are concentrated here.

Surprisingly, that story has not yet come to an end, no one has been punished. How could this happen without the knowledge of the head of the district Andrei Nizovsky? At that time, his former deputy for property issues, Tonoyan, was in the position of head of the State Ecological Supervision of the region for just over a month. There are many such stories in the Vsevolozhsk region. A similar case had been opened two years earlier against Sergei Karavaev, a deputy of the Legislative Assembly of the Leningrad Region, and his son. Moreover, the head of the administration of the city of Murino, Valery Garkavy, also appeared in the case. Needless to say, both Garkavy and Shornikov had to be approved for positions by Nizovsky and his boss Drozdenko?
Nizovsky could have been greedy for the land issue for a long time – since the mid-2000s, when he worked as deputy to Vladimir Artemyev, the then head of Rosnedvizhimost in the Leningrad Region.
According to the author of the skurkys blog on the LiveJournal platform, Nizovsky allegedly then put state farm lands, forest lands, and lands that once belonged to the Ministry of Defense without land surveying on the cadastral register. It turned out that the land is registered, but no one knows where it is and what its size and limits are.
And later, according to the author of the blog, land fraud with municipal lands in the Vsevolozhsk district was allegedly revealed. Land shares of former state farms (agricultural land) suddenly turned out to be plots within the boundaries of settlements, namely Vsevolozhsk, Toksovo, Bugrov, Kudrovo, and the purpose of the plots was transferred to residential and commercial construction.

According to the authors of the VChK-OGPU Telegram channel, allegedly today the district is completely controlled by an informal group consisting of deputies, municipal officials of various levels, criminal authorities and security officials, and it is Andrey Drozdenko, close to the governor, who helps them all to work “in conjunction” Nizovsky.

In 2021, law enforcement officers arrested Dmitry Lobanovsky, deputy chairman of the State Construction Supervision Committee of the Leningrad Region, another person close to Drozdenko. The investigators considered that the official did not take any measures to improve the situation at the construction site of one of the housing estates in the district, as a result of which the developer continued to sell housing, despite the fact that he was behind the construction schedule for several years. Until 2016, Nizovsky headed one of the most corruption-intensive committees in the region – the Public Procurement Committee. His deputy and then head of the legal department was Marine Tanoyan. In 2021, she became the head of the State Environmental Supervision Committee, where she worked before being appointed to the KUGI.
It was under Nizovsky and Tonoyan at the head of the State Procurement Committee that the regional municipalities lost the opportunity to independently announce purchases worth more than 30 million rubles – everything began to go through the committee. Many saw Nizovsky’s probable corruption interest in this.
It seems that that experience was very useful to Nizovsky and further. According to the authors of the Business Pointer website, allegedly already during the period of leadership of the district, a certain Sergey Puzikov became a partner in the affairs of Nizovsky, with whom they allegedly organized hidden auctions “for their own”, giving the construction company ProRemont LLC land for the construction of a shopping center in village named after Morozov. It seems that this became known, they tried to invalidate the auction. At the same moment, two cadastral plots for construction were combined into one at the suggestion of the local administration of Nizovsky. As a result, ProRemont LLC “handed over” the object, in fact, only laying the foundation. At the same time, the building without windows and doors was immediately bought by Puzikov himself.
