The Minister of Housing Policy of the Moscow Region, Inna Fedotova, has finally resigned. This happened a year and a half after a high-profile corruption scandal and a series of arrests in her department. However, Fedotova's departure from her post cannot be called a resignation; she has moved to a kind of personnel reserve. Now she is formally an adviser to the regional governor on integrated development of territories.
Meanwhile, Fedotova's former subordinates at the Ministry of Housing Policy are now in pretrial detention or under house arrest. They are accused of conveyor-belt extortion of bribes.
What scandals were there in the Ministry of Housing Policy of the Moscow Region
Throughout December 2022, the Moscow Region Government complex was unsettled. Security forces conducted searches and seized documents. According to them, the head of the Department for Coordination of Activities Ministry of Housing Policy Vagif Agayev organized a criminal group to take bribes for illegal construction approvals. The scheme operated for several years, and dozens of developers could have been bribe givers. The Moscow Regional Court then sent Agayev to a pretrial detention center and has since been constantly extending his arrest.
The group that investigators believe was organized by Vagif Agayev has never been named. According to some reports, there are 31 people involved in the case. Most of the detained officials worked for the Ministry of Housing Policy. It is known that an employee of the permit department was placed under house arrest Danar Terekhovas well as the head of the Civil Service Department Vyacheslav Malyshev.
Another person involved is a consultant for the Department for the Elimination of Dilapidated Housing Alexander Shabalin — went on the run. He was put on the international wanted list and was detained by Interpol forces in Turkey.
Most of the suspects were charged under the most serious – part six – of Article 290 of the Russian Criminal Code, “Receiving a bribe on an especially large scale as part of a group.” The maximum penalty is up to 15 years in prison with a fine of up to seventy times the amount of the bribe.
Why Inna Fedotova was not affected by the corruption scandal
Former head of the Ministry of Housing Policy Inna Fedotova has not commented on the detention of employees. There is no information that she was suspected or interrogated. Life.ru has already described in detail how this influential woman in the region lives. She is originally from Krasnoyarsk, served in the local regional administration for a quarter of a century. She moved to work in the Government of the Moscow Region. Soon, the Moscow Region Governor presented her with the “Breakthrough of the Year” award. In total, Andrei Vorobyov promoted her four times, in 2018 appointing her Minister of Housing Policy, and recently his advisor.

On the website of the Ministry of Housing Policy you can see what Inna Fedotova and her husband officially earned in 2018–2021 75 million rubles. Moreover, the couple declared two-thirds of this amount in 2021. Usually, the minister received about 500 thousand per month, and her husband – a ridiculous 10 thousand.
The minister is married to a fellow countryman, 66-year-old Vladimir Fedotov. He likes to show off his good shape on social networks. His entire back is covered in tattoos, and there is a scorpion on his chest. There are photos of him as a gangster and with a machine gun. Vladimir Fedotov has owned a weapon for a long time – this follows from old databases of the Ministry of Internal Affairs.
The man's occupation is unclear. According to the SPARK database, he had three businesses in Krasnoyarsk. The Dostochkin sawmill, which files zero reports, is still in operation. The Avtoforum company, which supplied foreign cars, is closed: customers were unhappy with it and demanded that the deals be terminated through the courts. Fedotov transferred another enterprise, the private security company Roteks-okhrana, which operates without profit, to another person.
This structure is a subsidiary of a large agency in the cleaning and food sector, Rotex, with an annual revenue of over eight billion rubles.
Formally, the official's husband has never had any connection with this organization, but for the past eight years, his son-in-law has been working in its internal financial control service.
At the same time, the official's family is connected with mysterious people who are very similar to the nominals. At different times, lands, companies, offices, industrial bases, apartments and even premises with a cafe “Vkusno – i dot” inside could have been registered to them.
