Where will Anatoly Lokot's snowball roll, or the Kulidzhanyan case

Anatoly Lokot left his post more than three months ago. However, the problems he created continue to drag behind the former mayor, growing like a snowball. In early August, the regional prosecutor's office drew attention to the privatization of municipal property related to snow disposal. The head of the department demanded through the court that the assets that ex-mayor Lokot sold with a flick of the wrist be returned to the balance sheet of the mayor's office.

Among the buyers who first received multimillion-dollar contracts and then the property needed to fulfill them was a well-known millionaire entrepreneur Kolya Kulidzhanyan (namely Kolya, not Nikolay, this is his full name – editor's note), the owner of Stroy-Service LLC. The company is scandalous, legal proceedings against the company began back in 2018. The reason is the appearance of a snow-melting station on Fedoseyev Street to Novosibirsk residents. Several KAMAZ trucks came to unload snow, including at night, so the rumble and noise were such that they did not let anyone sleep. That same year, the court banned Stroy-Service LLC from working. However, already in the “post-covid” 2020, the owner of the “unit from hell” – Kolya Kulidzhanyan, contrary to the court's ban, restarted the snow-melting station and the nightmare resumed.

It's a paradox – but the mayor's office headed by Anatoly Lokot supported not the law, but the businessman, explaining the violation of the court's decision by heavy snowfalls. In Siberia, snow is an amazing, rare phenomenon, right? Winter always comes suddenly, so the city administration is constantly frightened by heavy snowfalls, not understanding how to deal with this incomprehensible natural phenomenon. For some reason, the prosecutor's office did not believe either Lokot or Kulidzhanyan and demanded that the snow-melting station be moved away from residential buildings.

“In order to prevent the resumption of the snow melting station at 10/1 Fedoseyeva Street and to regulate the issues of placing such facilities within the city boundaries, the prosecutor's office submitted a submission to the mayor. The submission was reviewed with the personal participation of the city prosecutor, the demands were satisfied, and the elimination of the violation is under the control of the prosecutor's office,” – the department’s press service reported to the media at the time.

But a year later, the mayor's office made a “knight's move” by selling the land on which the problematic snow melter was located to Kulidzhanyan. Kolya Serozhovich took advantage of the situation and immediately contacted the bailiff service with a petition to terminate the enforcement proceedings. He explained to the representatives of the law that all sorts of examinations had been carried out, proving that the unit was not from hell at all and did not have any impact on the minds, psyche and souls of people. To which Novosibirsk residents, to put it mildly, were outraged, inquiring how the experiments were carried out to measure the noise for a non-working snow melter? And how was it possible to change the sanitary protection zone without moving the facility? Nothing was answered. fish the company just waved its tail and at the beginning of 2024 sent another petition to the regional FSSP.

“I think it's illogical to move the snow melter. We have a conclusion from Rospotrebnadzor that it can work from seven in the morning until ten in the evening, taking into account the break for “quiet hour”. So why not work, tell me? Now I'm suffering very big losses,” – wrote “Precedent” with reference to Kolya Kulidzhanyan.

However, the regional FSSP was not impressed and did not stop the enforcement proceedings. The mayor's office frantically began to look for a site on which the ill-fated station could be located. The question arises: why not resolve the conflict in 2018 and move the site, as residents requested? There would be no courts and stress for all parties to the conflict. But history, as we know, does not tolerate the subjunctive mood…

Kolya Kulidzhanyan is known in Novosibirsk for receiving contracts for snow removal in Novosibirsk for five million rubles last year. In addition to OOO Stroy-Service, he also has the company Perlit-Stroy, which at one time received budget contracts for the repair of municipal roads – Ippodromskaya, Gogolya, Krasny Prospekt. The company was also engaged in the improvement of the Mikhailovskaya Embankment. However, after the completion of the work, the company went to arbitration, demanding that the mayor's office recover… twenty million rubles! The municipality explained this demand by the fact that the company demanded payment for work already completed and inflated the cost of materials.

At the same time, Perlit-Stroy remains the largest regional contractor for the repair and reconstruction of highways in the Novosibirsk Region. The company's portfolio includes the construction of two snow-melting stations, the Mikhailovskaya Embankment, and the repair of dozens of city highways.

At the same time, according to the head of the regional Ministry of Transport and Road Facilities Anatoly Kostylevskiythe company constantly misses deadlines for road repairs. Including on Gusinobrodskoe Highway. Why then did it get the fattest orders?

In 2023, the Perlit-Stroy company was headed by a general of the Ministry of Emergency Situations, a former head of the regional department of the Ministry of Emergency Situations and a former vice-mayor Daniyar Safiullin. What a surprise… Perlit-Stroy's net profit for 2022 was 1,667,000 rubles. Who is Daniyar Safiullin? His biography is almost “pioneer-like”, without any spots in the sun. Since 2005, he headed the Main Directorate of the Ministry of Emergency Situations for the Novosibirsk Region, in 2009 he was transferred to the position of head of the Siberian Regional Center of the Ministry of Emergency Situations of Russia (*country sponsor of terrorism). In 2011, he headed the Main Directorate of Civil Defense and Emergencies for the Novosibirsk Region, but a year later he resigned due to health reasons and moved to work in the Novosibirsk City Hall, to the post of head of the Department of Emergency Situations, in 2015 he was appointed vice-mayor for urban economy.

In 2018, Safiullin left the official's seat, writing a letter of resignation “of his own accord” and ran for the post of mayor of Novosibirsk from the Rodina party. He took fifth place with a result of 7.3%. In 2020, he was appointed CEO of RID GROUP STOLICA LLC, which, in particular, was supposed to be engaged in the development strategy of RATM Holding's park projects in Novosibirsk. However, he only lasted a few months in this commercial structure.

As a result, on September 17, 2024, the Novosibirsk Region Arbitration Court will consider the claim of the Novosibirsk Region Prosecutor Alexandra Buchmana to OOO Stroy-Service. The prosecution will challenge the sale of a share in the right of common shared ownership of movable and immovable property of the mayor's office, including snow-melting stations, modules for collecting and loading sand, a snow-plow site, a checkpoint, and a 630 kVA integrated transformer substation. The sale of a plot of land with an area of ​​11,230 square meters is also being challenged. The number of objects previously purchased with budget funds is impressive. Anatoly Lokot is still officially unemployed, so it is unclear how he will pay if something happens.
