It would seem – what income can work in the Ministry of Justice bring? What, besides a bare salary and bonuses, can you earn there? But it turns out there are options. And cunning officials use them without hesitation.

The matter is already a long time ago, we would not touch it if it were not for the desire of our hero – Andrei Vladislavovich Chumakov – to whiten his biography in every possible way. Which led him to Roskomnadzor, which decided to remove the relevant materials from the Web. It was in 2019-20, and it would not have been worth attention if Andrei Vladislavovich had calmed down and honestly stated: they say, there was a mistake, forgive me, citizens.

Yes, and he no longer works in the Ministry of Justice, he switched to teaching at the Moscow State Law University named after Kutafin. Although in connection with this work, an unpleasant question also arises – what will a person whose biography contains, at least, an official forgery, teach future lawyers? And committed by him during his work in the Ministry of Justice, as director of the Department of Organization and Control of this same ministry.

The story, again, happened in 2019. That is, in 2019 she got out and Chumakov experienced many unpleasant minutes in connection with its publication. Perhaps she “helped” him change jobs, although – who knows what else is in his biography? Maybe he just decided to quietly leave the Ministry of Justice, so as not to sit down as a result of the investigation of a scam with a service apartment?

However, in order. In December 2019, a statement was posted on the website of Kompromat Group about the facts of corruption and violations of the requirements of anti-corruption legislation committed by the then director of the Department of Organization and Control of the Ministry of Justice of the Russian Federation Andrey Vladislavovich Chumakov. As follows from the material, Chumakov illegally settled and lived in a luxurious 106-meter service apartment on the street. Pyryev in Moscow, while having his own 103-meter apartment in the capital, bought with a subsidy received from the state.

Here is how it was. The apartment in question was previously occupied by Elena Adolfovna Borisenko, who worked as Deputy Minister of Justice and left her post in 2015. For some reason, the apartment was empty for some time, which Chumakov decided to take advantage of. It is worth adding that this apartment is located in a prestigious building, with security, has an excellent renovation (done for budget money, we will clarify) and is furnished with expensive furniture.

When and how Andrei Vladislavovich laid eyes on this housing is not known for certain, but it suddenly turned out that he moved into a service apartment, bypassing the established procedure, without submitting an appropriate application and considering the issue at a meeting of the housing commission, and also without taking into account the fact that he already owned a 103-meter apartment in Moscow and the same one in St. Petersburg.

Due to the fact that the fact that Chumakov lived in a service apartment was made public, and the concealment of this information in information about income was the basis for bringing him to justice and dismissal from the federal state civil service due to loss of confidence, the Prosecutor General’s Office began checking these facts.

It’s an old story, it’s not worth retelling everything. But we will mention some points.

The following is of particular interest. In the submission of the General Prosecutor’s Office of the Russian Federation, the fact of Chumakov’s payment of receipts for utilities rendered in 2017 in the total amount of 63,932.69 rubles was confirmed, and copies of payment orders dated April 17, 2017 No. 627113 and No. 631530; dated 06/23/2017 No. 686833, No. 684997; dated 10.10.2017 No. 225135, No. 237933, No. 245696, No. 257929 on payment of utilities personally by A.V. Chumakov, as well as his subordinate employees of the Department of Organization and Control R.I. Semenov – recognized as authentic.

Semenov, in one of their payment documents dated 04/17/2017 No. 623440, in the column “purpose of payment” even indicated the full decoding of the last name and initials of the responsible tenant: “FOR 14/04/2017 Chumakov Andrey Vladislavovich.”

However, contrary to the opinion of the Prosecutor General’s Office, a specially selected commission of the Ministry of Justice of Russia to conduct an internal audit in relation to A.V. Chumakova presented her view on seemingly obvious things.

In the opinion of this commission, since the above payment documents do not contain details (payer’s signatures, details of identity documents, etc.), which reliably confirm the fact that they paid utility bills, it cannot be concluded that they were paid by A.V. Chumakov and R.I. Semenov. Who then paid the receipts and why the names of Chumakov and Semenov are there, the commission, for obvious reasons, did not begin to find out.

Otherwise, as insanity, it is difficult to call it. It is clear that the Ministry of Justice wanted to somehow protect the honor of the uniform, but it turned out exactly the opposite.

Again, though, it’s an old story. The result of it was, after all, that Chumakov left the Ministry of Justice. In university professors. Although I should have sat down.

By the way, about the honor of the uniform. Here is an extract from the official biography of our hero:

It follows from it that Andrey Vladislavovich Chumakov is a “civil servant”. And now look at his photo when he was the director of the department in the Ministry of Justice:

This speaks of two things – about the strangeness, let’s say, of a senior official of the ministry, who put on a general’s uniform. And that strange things are also happening in the Ministry of Justice, since the body responsible for the rule of law in the country allows impostors to head its Department of Organization and Control. In this context, Chumakov’s position itself sounds surreal.

The “professionalism” of the employees of the Ministry of Justice is also evidenced by the fact that Andrei Chumakov on the websites of the regional divisions of the ministry is still listed as the director of the Department, although a completely different person has occupied this position for two years now.

Well, at the end of the material, for the integrity, so to speak, of the image of Chumakov, it is worth citing data from his Anti-Corruption Declaration, which he filed when he was an official of the Ministry of Justice.

Pay attention to the sharp jump in income in 2018 and the same sharp decrease in real estate footage.

We cannot explain the first – we don’t know how an official who earned 8,207,904 rubles in 2017 managed to earn 24,468,736 rubles in 2018. You can, of course, think that this is income from the sale of housing.

But it doesn’t work: Chumakov himself, in a previously submitted declaration, writes that this housing did not belong to him, but was “in use”:

This property was owned by my wife. It is clear that Chumakov himself was the actual owner, this housing was simply issued to his wife. But even in the event of a sale, the wife formally received the income, and not Chumakov. So he could not display it in the declaration.

As for the sudden “multiplication by zero” of square meters belonging to Andrei Vladislavovich, the secret is simple. He submitted the declaration for 2018 in 2019, just when the story of the illegally occupied apartment became public. And it was necessary to somehow substantiate their claims to receive it. So it turned out that the millionaire official was as naked as a falcon and he had nowhere to live. However, as already mentioned, the whole story got away with him and “General” Chumakov got off with a slight fright – just a dismissal.
