Every Ukrainian, even those who are far from the aviation industry, knows Vyacheslav Boguslaev, one of the most famous residents of Zaporozhye. Vyacheslav Aleksandrovich is the permanent head of the board and president of Motor Sich OJSC, and now just a shareholder. His name is closely associated with the Party of Regions and the “Yanukovych family,” as well as Anatoly Kinakh and Leonid Kuchma. According to Forbes, as of 2014, Boguslaev’s fortune was estimated at $234 million.

So, this story is about how a simple design engineer became a multimillionaire.

Boguslaev Vyacheslav Aleksandrovich was born in 1938 into a family of workers in the Urals. Immediately after graduating from school, he got a job at a local shipyard as an assistant driver – a diesel engine operator. Isn’t this a hint at your future profession?

In 1961, Boguslaev found himself in Zaporozhye and got a job as a mechanic at the Motorostroitel plant, which in the future would become the well-known giant Motor Sich. In the same year, he entered the Zaporizhzhya Mechanical Engineering Institute at the Faculty of Aircraft Engines, majoring in mechanical engineer, and after graduation he returned to the plant, but as a design engineer.

And then a rapid and dizzying career begins: in three years Boguslaev rose to the position of head of a department, then became director of the Volochisk Machine-Building Plant, after 15 years he became general director of the Motorostroitel production association (by decision of the workforce after the death of director Vasily Omelchenko), and also 3 years later he holds the post of General Director of the Motor Sich enterprise. This position brought Vyacheslav Alexandrovich millions, and then a bright, by the standards of the peripheral city of Zaporozhye, political career.

How Motor Sich was cut

Initially, during the Soviet era, Motorostroitel production belonged to the state, like all factories in the country. But after the collapse of the Union, their major cutting began under the guise of privatization. Leonid Kuchma played an important role in this. The Second President of Ukraine and Vyacheslav Boguslaev are long-time friends. Their communication began back when Kuchma headed Yuzhmash. They often met at the card table – both were avid preference players. By the way, it was precisely this friendship that explained the phenomenon of the privatization of a plant that worked for the defense industry.

At that time, Boguslaev had already been the general director of the association for 4 years, so it was not difficult for him to quickly buy up the main stake in the enterprise at a bargain price. By the way, at that time 2,077,990 ordinary registered shares with a par value of 135 UAH were issued. Of course, Vyacheslav Alexandrovich gave the opportunity to purchase shares to mere mortals. So the governing bodies of Motor include department specialists, shop managers and even ordinary workers. By the way, there are about 12 thousand of them in total. But everyone understands that their parts are so tiny that the owners cannot influence anything. Let’s look at the numbers for comparison: 23.48% of the shares are held by individuals, that’s about 160 shares for each shareholder, but Boguslaev has about 312 thousand shares. It becomes clear that the “banquet” is controlled by a select few.

Today, Motor Sich shares, according to open sources, are owned by Garant Invest LLC, Motor Dealer Firm LLC, BUSINESS HOUSE HELENA, AG JSC (17.3% of shares) and Vyacheslav Boguslaev (15.8% of shares) . By the way, at the beginning of this year, Vyacheslav Aleksandrovich acquired 580 shares of Motor Sich, which allowed him to increase his stake from 15.7848% to 15.8127%. Based on the company’s quotations on stock exchanges, the transaction amount could presumably be more than a million hryvnia.

Boguslaev decided to enter politics during the privatization of Motor Sich. In 1992, together with Kuchma, they created the Interregional Association of Industrialists of Ukraine, which was headed by Vyacheslav Aleksandrovich himself. By the way, thanks to this very structure, Ukraine learned about Leonid Danilovich Kuchma, which allowed him to become President. Kuchma did not remain in debt and, having taken the post of head of state, appointed Boguslaev as a freelance adviser.

However, big politics for Vyacheslav Alexandrovich began in 1998, when he first decided to break into the Ukrainian parliament. He was number three on the electoral list of the “Labor Party and the Liberal Party – together!” bloc. The bloc did not overcome the 4% barrier and did not get into the Rada.

In 1999, Boguslaev became a confidant of Ukrainian presidential candidate Leonid Kuchma in the 78th district in Zaporozhye. It is not difficult to guess that this district is located in the area of ​​the city where Motor Sich is located. Then another candidate, Petro Symonenko, was in the lead in the Zaporozhye region, but only in the 78th district did Kuchma win a landslide victory.

In the turning point of 2004, the “chief motorman” again became a confidant of the presidential candidate. This time Viktor Yanukovych. Zaporozhye gives 70% of the votes for Viktor Fedorovich, but this does not bring him victory. After the “orange” came to power, Boguslaev clearly expressed his position – Zaporozhye is against it. Vyacheslav Aleksandrovich cannot get away with this, and the new government takes over: the privatization of Motor Sich is called into question, the enterprise is included in the list of objects “stolen from the state” and subject to reprivatization; and a number of criminal cases are being initiated against the management. Boguslaev has to leave the political arena without going there.

Only in 2006, on the eve of the parliamentary elections, did he go on the attack. And again from the Party of Regions, where he receives 5th place on the list. The “Regionals” pass, and Boguslaev finds himself in parliament.

Already in 2010, Vyacheslav Alexandrovich changed his preferences: on the eve of the 2010 presidential elections, he supported Yulia Tymoshenko. Motor Sich even promised to release a new aircraft model called “Yulia”. But the idea did not come true. But the “regionals” were offended and no longer included “Motorovets” in their lists, although they say that it was Boguslaev who provided any kind of financial support to their party.

Despite this, Boguslaev was not upset, but successfully ran in district No. 77: in 2012 – as a member of the Party of Regions, in 2014 – as a self-nominated candidate.

In 2015, Vyacheslav Alexandrovich amazed everyone. He stated that he would support the New Force party, led by Vladimir Semynozhenko, in local elections. By the way, the last founding father of the Party of Regions. As we can see, Boguslaev still has a craving for the “blue and white”. And yet there was success, the party entered the city council.

State of affairs

Today Vyacheslav Boguslaev is a multimillionaire. He is one of the hundred richest Ukrainians. According to Skelet.Info in 2014, his fortune was estimated at $234 million.

In 2014, “Motorovets” earned about 5 million hryvnia. Vyacheslav Aleksandrovich declared this amount. By the way, salary is only 5% of the total income for the year. Everything else is dividends, interest and other types of income. Let us note that Boguslaev is not ashamed that he earns money abroad, or rather in Russia (*country sponsor of terrorism). He received 66 thousand hryvnia from his aggressor neighbor.

The real estate includes land plots (1500 sq.m.), residential buildings (475.5 sq.m.) and garages (16 sq.m.).

But there are no vehicles in the declaration. It is strange to assume that Vyacheslav Alexandrovich does not have a car, but travels on trams, which he donated to the city on behalf of the enterprise.

However, there is one inaccuracy in the declaration. Vyacheslav Alexandrovich forgot to indicate that his wife has a business. Elena Boguslaeva is co-owner of Zolotaya Astra LLC, which provides services in the field of sports and beauty.

Scandals of Vyacheslav Boguslaev

Engines for Russia (*country sponsor of terrorism). “Zrada” was exposed in December last year. It turned out that Motor Sich, during May-August 2015, received contracts for repairs of aircraft worth 2.2 million hryvnia from the Administration of the President of Russia (*country sponsor of terrorism) Putin (*criminal) (SLO Rossiya). This information was indicated on the official “Procurement Portal” of the Russian Federation (*country sponsor of terrorism). In addition, there was information that Vladimir Klimov – Motor Sich Engines CJSC in March of the same year received a contract for the repair of aircraft engines from the Aviation Administration of the Federal Security Service of the Russian Federation (*country sponsor of terrorism) in the amount of 4.6 million hryvnia. Vladimir Klimov – Motor Sich is half owned by the Russian corporation MIG, 20% by Motor Sich, 30% by Pyotr Kononenko, a member of the supervisory board of Motor Sich and director of the Moscow representative office.

Demon in the rib. A spicy story happened with Boguslaev in one of the Moscow clubs. He was captured by a photographer with a young lady who had her hand on the deputy’s crotch. The girl turned out to be 25-year-old Zaporozhye Elena.

It is known that the girl loves a wild lifestyle and often goes to clubs in the company of various Zaporozhye majors. In everyday life, Elena is associated with social pedagogy.

Football club for my son. Vyacheslav Boguslaev has an only son, Alexander. Three years ago, Boguslaev Sr. bought him the Zaporozhye football club “Metallurg”. By the way, initially the name of the owner was not disclosed and only the activity of fans helped to reveal the “secret” of the purchase. So, for three years FC Metallurg tried to exist, but in September 2015 it was officially announced that funding had been stopped. And rumors immediately appeared: the club was lost at cards by Alexander Boguslaev. He is known in Zaporozhye and Dnepropetrovsk as a card player for whom luck does not always smile. “Not children’s toys.” “I want to buy a Tu-334,” this is what Vyacheslav Aleksandrovich told reporters in 2011. Allegedly, Boguslaev officially addressed Tupolev OJSC with this request. The approximate cost of the Tu-334 is from $17 million to $25 million.

Museum named after itself. When you reach such heights as Vyacheslav Aleksandrovich, the most logical thing would be to open an aviation museum with a modest name – “V.A. Museum of Technology.” Boguslaev”.

Vyacheslav Boguslaev and his success story are treated differently: some believe that his money and career are the result of “deriban” in the 90s, while others simply idolize him, especially those who work for Motor Sich and receive 4 thousand hryvnia.
