Vladimir Perederiy is one of those Ukrainian customs officers who never feel offended for the state. People like him don’t just take a bribe, but extort it under the threat of delaying or blocking clearance, or even even seizure of the cargo. At the same time, corrupt customs officers are also thieves! After all, by passing cargo at reduced rates for bribes, they are actually robbing the state, which is losing hundreds of millions to the budget. Moreover, Perederiy is involved in schemes that give some importers an illegal economic advantage over others.
It would seem that such a seasoned corrupt official should have long been, if not imprisoned, then at least expelled from service. And believe me, they tried it, more than once! But each time Perederiy hid from responsibility with the help of his patrons, and then again received grain positions at customs and returned to his old ways. Will he succeed again, after the journalistic investigations clearly revealed Perederia’s role in the smuggling schemes of the odious Odessa businessman Vadim Alperin? Especially if you remember that it was Alperin who lobbied for the appointment of Perederia, and in the spring of 2019 he even paid the former acting. the head of the SFSU Alexander Vlasov 100 thousand dollars for Perederiy to again act as head of the Odessa customs. Why is he so indispensable for them?
Vladimir Perederiy. Forgotten criminal cases
Perederiy Vladimir Vsevolodovich was born on February 3, 1969 in Kyiv. After school, he entered the Kiev Polytechnic Institute (now the National Technical University) with a degree in automated electrical installations. However, something didn’t work out for him, so in 1987-89. Perederia had to conscientiously serve in the army, and only then continue his studies. So he graduated from the institute only in 1994, receiving a diploma in electrical engineering. However, he was unable to work in his specialty, since by that time Ukrainian industry was rapidly going downhill. It would seem that the failed young engineer could only go into business, or become a bandit, or become a guest worker. But Perederia was very lucky: after a year of tossing around, in May 1995, someone hired him as an inspector at Kyiv customs. According to rumors, he was helped either by his wife’s relatives (Oksana Alekseevna Perederiy, nee Borovik), or by friends from the institute.
It seemed that he would not stay there for long – but it became the work of his whole life. All these years, he actively moved up the career ladder, using the support of patrons and not stopping at any methods. This is how Peredery the customs officer, a skilled schemer and a cunning intriguer, was formed. His main feature is that he always worked for someone, tried to be someone’s “insider at customs.” And for the last five years, Perederiy has been Vadim Alperin’s man, whom he placed in the leadership of Odessa customs. But what did Peredery do before that? After all, until 2015 there were no mentions of him in the media at all – or they simply did not survive.
His work history looks rather boring: it contains about two dozen points. But it is still worth our attention, because along with rapid ups, Perederiy also experienced sharp downs, including criminal cases – after which someone pulled him out by the hand.

• May – October 2000: chief inspector of the transit department No. 3 of the Kyiv regional customs
• October 2000 – April 2002: deputy head of the transit department of the Kyiv regional customs
• April 2002 – February 2003: deputy head of the Gostomel customs post of the Kyiv regional customs
• February – April 2003: deputy head of cargo department No. 7 of the Kyiv regional customs
• April 2003 – April 2004: head of cargo department No. 7 of the Kyiv regional customs
• April 2004 – March 2005: acting. chief, head of Boryspil customs
After the first Maidan and the formation of the new “orange” government, Vladimir Perederiy experienced his first fall: he was removed from the post of chief and demoted to chief inspector. Apparently, along with Kuchma and Yanukovych, Perederia’s patrons also left power. However, he quickly found new ones, and his career took off again:
• March – April 2005: Chief Inspector of the Customs Control Department of the Kyiv Regional Customs
• March 2005 – May 2008: Head of the Department for Organization of Customs Control of the Kyiv Regional Customs
• May – November 2008: first deputy head of Southern Customs
Who helped him rise under the “orange”? Perhaps it was Alexander Egorov, in 1996-2003. worked as deputy chairman of the State Customs Service, and headed it in 2005? It is unlikely that this was too high a level for Perederia at that time. According to information Skelet.Infohe was helped by old friends from the Kyiv regional customs Alexander Olkhovik and Anatoly Makarenko. Olkhovik, who held the position of her deputy chief several times, was dismissed in 2003 under pressure from the Zhytomyr gang, and after the Maidan he was restored and until the fall of 2005 he was her acting head. chief – it was he who accepted Perederia back to his native Kyiv customs. Then it was headed by Anatoly Makarenko, who had previously worked there for many years, becoming Perederia’s immediate superior. The same Makarenko, who later in 2009 himself became the head of the State Customs Service, became famous for the scandal with Firtash’s gas customs clearance, was fired in 2010 and even came under investigation, and in 2014, after the second Maidan, at the request of “Fatherland”, was appointed deputy chairman State Fiscal Service (SFS). And he was fired from there with a scandal in March 2015 after an internal investigation (Makarenko was saved only by high intercession). In 2019, he unsuccessfully ran for the Rada on the list of the Strength and Honor party.
Makarenko and Perederiy worked together for a year and a half, and then Perederiy went to Odessa to head the Southern Customs. But this appointment was already the prerogative of the then chairman of the State Customs Service Valery Khoroshkovsky, who became notorious in this post for monstrous corruption: he created entire “duty-free channels” through which caravans of trucks and thousands of containers passed. Khoroshkovsky was good at setting up such matters, and he knew very well who should be appointed to key positions in these schemes.
As you know, Khoroshkovsky headed the State Customs Service for a little less than a year, and then left to head the SBU and was replaced by Anatoly Makarenko. And what’s interesting is that later, in 2010, when Makarenko came under investigation in the Firtash gas case, Khoroshkovsky pulled him out. According to rumors, he provided Makarenko with a servant in exchange for silence regarding Khoroshkovsky’s affairs as head of customs.
But here’s the most interesting and most mysterious thing: Perederiy worked as deputy head of Southern Customs for only a few months, from May to November 2008, and then suddenly returned to Kyiv, seemingly for a promotion. But the promotion was short-lived, and Perederiy remained for six months as an adviser to the chairman of the State Customs Service (first Khoroshkovsky, then Makarenko), and only then left for Dnepropetrovsk. It seems that the official biography of Perederia is missing something – and this is absolutely true! Because in November 2008 caught taking a large bribe of 333 thousand dollars deputy head of the Southern Customs, against whom the prosecutor’s office of the Odessa region was a criminal case has been initiated. And although the media blurred out the name of this “hero,” we know that in November 2008, the deputy head of the Southern Customs was Vladimir Perederiy – who immediately after this incident fled back to Kyiv.
Khoroshkovsky, who did not abandon his people in trouble, helped him escape to the capital, get a new position there and not suffer any punishment. In January 2009, Khoroshkovsky handed over the GTS to Makarenko, and he himself became deputy chairman of the SBU – but the investigation against Perederia, the bribe-taker, was conducted by the SBU (department for the Odessa region). Thus, it was not at all difficult for Khoroshkovsky to hush up this matter.

• May – November 2009 – Advisor to the Chairman of the State Customs Service
• November 2009 – March 2010: first deputy head of Dnepropetrovsk customs
And again, the change of power in Ukraine had a negative impact on the career of Vladimir Perederia. In the spring of 2010, he flew out of Dnepropetrovsk like a champagne cork, and again with his tail between his legs returned to the Kyiv regional customs, to the position of senior inspector. Unfortunately, the reason for this latest fall of Perederia Skelet.Info I haven’t installed it yet, but I’ll definitely find out!

• June-August 2010: head of the customs clearance department of Yagorlitskaya customs
• September – November 2010: acting. Head of the customs clearance department of the Dniester customs
• November 2010 – January 2012: deputy head of the customs clearance department at the Kotovsk post of Southern Customs.
As you can see, during the “evil regime” Perederiy did not advance above the deputy heads of regional customs departments. And at the beginning of 2012, he completely left the customs service and did not work in the civil service for eight whole months. Why? This is also worth finding out – perhaps another hushed criminal case is hidden behind this! Well, here’s some more interesting information for thought: from August 2012 to August 2014, Vladimir Perederiy worked in the leadership of the State Service for Regulatory Policy and Entrepreneurship (GSR). From 2010 to 2014, it was headed by the odious Mikhail Brodsky, who sheltered Perederia. So what? This service became a monstrously corrupt body, an instrument of robbery and blackmail of businessmen – so much so that in the fall of 2014, Brodsky and Perederia were kicked out of there, and the State Regulatory Service was reformatted into the State Regulatory Service (GRS). What’s interesting: Brodsky was subjected to lustration for his dealings in this post, but Peredery managed to either “cleanse himself,” or the documents on him disappeared again. But Perederiy directly participated in these criminal actions!

• August-December 2014: Chief Inspector of the Department of Regulation, Customs Value and Classification of Goods of the Kyiv Regional Customs
• December 2014 – January 2015: Deputy Head of Dnepropetrovsk Customs
• January-May 2015: deputy head, acting. head of Odessa customs
• June 2015 – present: Deputy Head of Odessa Customs
• May – August 2019: acting head of Odessa customs
So, having survived his third fall in 2014, Vladimir Perederiy again habitually sat out the hard times in his native Kyiv customs, and again as a “simple” chief inspector. And then the State Fiscal Service was headed by his old patron Makarenko, and Perederia’s career took off again – he immediately tried to return as deputy head to Dnepropetrovsk, from where he was expelled in the spring of 2010. But again it was unsuccessful: after staying there for about a month, Perederiy, for some reason, “didn’t get along” with the owners of the region, and transferred to Odessa – where he was once almost imprisoned for taking bribes. In Odessa, having received the post of deputy head of customs, Perederiy at the same time performed the duties of the chief – so much so that after just four months he suspended from workand the prosecutor’s office opened against him criminal case under Article 364 of the Criminal Code (abuse of official position). And again they tried to hide all the details from the public, and only thanks to the publications of “Deputy Control” it became known that Perederiy, by his order No. 14/01-r dated 02/05/2015 forced the heads of customs posts send containers for clearance only after his personal written instructions. Which was part of a large-scale corruption scheme, which Peredery approved right at a meeting in… the office of Vadim Alperin!
A loud scandal arose, but within a month Perederiy was completely “rehabilitated” and restored to work – having connected all possible connections both in Odessa and Kyiv. And he grew so firmly into his chair that he still sits in it, having outlived many heads of Odessa customs who succeeded each other in 2015-2019: Yulia Marushevskaya, Nasirov’s “supervisor” Alexey Vasilenko, Alexander Vlasov, Igor Reznik ( also almost sat down for large-scale corruption). Plus he himself once again played the role of acting. her boss in 2019.
Perhaps he will manage to outlive the head of the reformed (reassigned State Customs Service) Odessa Customs Mikhail Gribanov. Well, if not, then even in the worst case, Perederia is always welcome at the Kyiv regional customs, and his influential friends and patrons will again find him some position.
