Vlada Molchanova and her Stolitsa Group: the secret of the success of an odious developer on the example of the illegal construction of the Varshavsky Plus residential complex

What allows Vlada Molchanova to behave in this way? Connections and the ability to reach the right people in the right places. The level of connections is evidenced by the fact that Vlad Molchanova is named among the largest sponsors of the Batkivshchyna.

And as for the other part of our thesis about buying everything and everything – let’s give a specific example. It was investigated and publicized by Georgy Mogilny, a fighter against illegal building development in Kiev, for which we are grateful to him. By the way, this example is far from the only one in the biography of both Stolitsa Group and its owner Molchanova.

We will talk about the commissioning of several new construction phases of the Varshavsky Plus residential complex from Stolitsa Group on a land plot with a cadastral number of 8000000000:91:066:0097.

Vlada Molchanova and its illegal construction

The construction site is located on Vinogradar, on Pravda Avenue (opposite the intersection with Vasily Porik Avenue).

In this residential complex, the developer exceeded the density of residential development established by the detailed plan of the territory (DPT) by 2.2 (!) times. In figures, it looks like this: Stolitsa Group illegally builds an excess of 125 thousand square meters of housing, and in general, for the entire site, thanks to the permission received from the GASI, the excess is 320 thousand (!) Square meters.

At current housing prices in this residential complex, the developer’s additional profit due to gross violations will be up to 4 billion hryvnias, and for the budget of Kiev there will be unpredictable expenses of at least a billion, which will be required in order to build social infrastructure (if there is land for it) to minimize negative consequences of the developer’s violations.

According to the Detailed Territory Plan (DPT) dated May 22, 2013, in which the standards for this construction were prescribed, there should have been a block with housing, a public zone with an urban center and a zone of green spaces for common use.

Instead, “Stolitsa” built up the entire block with housing. The DPT provided for houses of 12-16 floors with separate accents of 20-23 floors, 1,780 apartments with a total area of ​​105 thousand square meters. meters for 4,100 people. There was supposed to be underground parking for 1,140 cars for residents’ cars.

“Stolitsa” instead accommodated 10 residential buildings of 25-26 floors for 3,900 apartments with an area of ​​230,000 sq.m. for 9,000 inhabitants and no underground parking.

What is 5,000 additional residents not included in the DPT? These are 675 places in schools and 175 in preschool institutions, which are not provided. The cost of building ONLY this additional infrastructure is more than 400 million hryvnias at current prices, plus you need to find a place where to build them.

Now add that the number of apartments has more than doubled, and Stolitsa Group has not even built the underground parking for 1,140 places planned in the DPT. Where will all these people park their vehicles? In addition, the growth in the number of residents is an increase in the need for public green spaces, and Stolitsa has even let those that are provided for in the DPT for residential development.

And this is only one quarter of the residential complex “B +”, and there are several more such quarters. Only on the site 8000000000:91:066:0097 (part of which is the residential complex “V +”) with the planned 600 thousand sq.m. apartments already have permission from the GASI for 925 thousand sq.m. and adjustment of the residential complex “B +” with an increase in the number of apartments to the current ones.

That is, only on this one plot of 80 hectares there will be an additional 13-15 thousand residents, for whom social infrastructure is not provided for in the DPT and there is nowhere to build it.

But the additional volumes of development are not exhausted by this – there are two more plots per 100 hectares in total, which are also already being built up and with an excess of the density of the DPT by 1.5-2 times, so the number of residents of the Vinogradarsky favela, where social infrastructure is not laid down at all, will be very strong pass over 30 thousand.

Vlada Molchanova Forged documents?

As we can see from this short summary of the situation, all permissible norms and urban planning documents have been violated. But this does not affect the construction site and Stolitsa Group continues construction. What is the secret of Vlada Molchanova?

The answer to this question is simple. On November 18, 2021, the State Inspectorate for Architecture and Urban Planning of Ukraine (DIAM or GASI), which is headed by the notorious Semyon Krivonos, when considering two applications for obtaining certificates for the first stages of the Varshavsky Plus residential complex, establishes the fact of a gross violation of the requirements of urban planning conditions and restrictions, that is, illegality construction.

  • On December 7, 2021, the State Audit Office again officially records the fact of establishing violations, refusing to issue certificates for the first two stages for the second time.
  • But if the GACI and Krivonos have every reason, an unscheduled inspection as a control, in order to fix violations in the manner prescribed by law, issue an order to eliminate violations and impose a fine, is again not assigned.
  • On December 18, records appear in the Unified State Electronic System in the Construction Sector (EGESSS) regarding the adjustment of the project to legalize gross violations that were previously identified by the GASI.
  • On December 22, the developer submits applications to the State Architectural Inspectorate for project adjustments, and on January 5, 2022, the State Architectural Inspectorate receives applications for the issuance of a certificate for knowingly illegal construction for the third time, for which the same obviously illegal project adjustment was registered.
  • And on January 11, GASI puts into operation the first stages of construction

That’s the whole story. And now back to the numbers regarding the number of additional built square meters. Built illegally, with gross violations, but put into operation. And think for what such beautiful eyes GASI signed the documents to the owner of the developer Vlada Molchanova. The secret of success, I think, is simple.

To all this, it is worth adding that, according to Lun.ua, Stolitsa Group has at least 100 houses built, and 20 more are under construction.
